SUBJECT: REQUEST TO APPROVE PURCHASE OF MOBILE DIGITAL COMPUTERS FOR
THE POLICE DEPARTMENT
BACKGROUND:
One of the City of Azusa’s primary interests is to ensure the Police Department’s Information
Technology Infrastructure remains secure. The proposed action approves the purchase of thirty-five (35)
new mobile digital computers (MDC) for use in the Operations Division. These computers are an
essential part of patrol operations and assist officers in completing reports, responding to calls, checking
criminal history, identifying suspects, and communicating. It has been determined that new MDC’s will
need to be purchased in order to maintain a proper level of cyber security. The Police Department’s
Information Technology Project Manager Sciencia Consulting Group, is authorized to obtain bids on the
City’s behalf as part of the City’s agreement with them. Scientia obtained bids in the competitive
bidding process for this specialized equipment on the City’s behalf, and is recommending acceptance of
Airwave Communications’ bid for $173,531.43.
RECOMMENDATION:
Staff recommends the City Council take the following action:
1) Approve the purchase of thirty-five (35) Mobile Digital Computers from Airwave
Communications.
ANALYSIS:
Information Technology support is a critical segment of the Police Department’s infrastructure. Scientia
Consulting Group is providing consulting services to help maintain computer systems and security
infrastructure. Scientia Consulting Group has identified the need to purchase new Mobile Digital
Computer for the police vehicles in Patrol Division. These new computers will allow for increased
cyber security and efficiency for the Police Department.

FISCAL IMPACT:
The total purchase request amount is $173,531.43. The MDC was included in the Fiscal Year 2021/22
Adopted Budget including $123,168.85 of Asset Seizure fund (Account 28-20-310-041-7142) and
$50,362.58 of Equipment Replacement Fund (Account 46-00-000-310-7142).
