All those attending in-person are required to follow posted guidelines. Those wishing to participate during Public Comment may do so in-person at the Azusa Auditorium, or may submit written public comments by emailing PublicComment@azusaca.gov. Emailed public comments are due by 5:30 p.m. and shall be limited to no more than 250 words. Written public comments will be provided to the City Council and will be part of the record but will not be read aloud. NOTICE TO THE PUBLIC FOR REGULAR MEETING. In compliance with Government Code Section 54957.5, copies of staff reports or other written documentation relating to each item of business referred to on the Agenda are on file in the Office of the City Clerk - 213 E. Foothill Blvd.; copies for public view are at the Azusa City Library - 729 N. Dalton Ave., Azusa Police Department Lobby - 725 N. Alameda Ave., and the City of Azusa Web Page www.azusaca.gov. Persons who wish to speak during the Public Participation portion of the Agenda or on a Public Hearing item, shall fill out a card requesting to speak and shall submit it to the City Clerk prior to 7:30 P.M.; cards submitted after this time will not be accepted. PUBLIC PARTICIPATION This time has been set aside for persons in the audience to make public comments on items within the subject matter jurisdiction of the council/agency board that are not listed on this agenda or are listed on this agenda as an item other than a public hearing item. Members of the audience will have the opportunity to address the City Council/Agency Board about public hearing items at the time the public hearing is held. Under the provisions of the Brown Act, the Council/Agency Board is prohibited from taking action on oral requests, but may refer the matter to staff or to a subsequent meeting. The Council/Agency Board will respond after public comment has been received. Each person or representative of a group shall be allowed to speak without interruption for up to five (5) continuous minutes, subject to compliance with applicable meeting rules. Questions to the speaker or responses to the speaker's questions or comments shall be handled after the speaker has completed his/her comments. Public Participation will be limited to sixty (60) minutes. C. REPORTS, UPDATES, AND ANNOUNCEMENTS FROM STAFF/COUNCIL 1. City Manager Communications. D. SCHEDULED ITEMS 1. CONSIDERATION OF AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA REPEALING SECTION 18-1003 OF THE AZUSA MUNICIPAL CODE RELATING TO LONG TERM OCCUPANCIES. RECOMMENDED ACTION: 1) Waive further reading, read by title only and introduce Ordinance No. 2021-06: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA REPEALING SECTION 18-1003 OF THE AZUSA MUNICIPAL CODE RELATING TO LONG TERM OCCUPANCIES 10/4/2021 - 3 - E. CONSENT CALENDAR – CITY COUNCIL The Consent Calendar adopting the printed recommended actions will be enacted with one vote. If Councilmembers or Staff wish to address any item on the Consent Calendar individually, it will be considered under SPECIAL CALL ITEMS. 1. MINUTES OF THE REGULAR MEETING OF JULY 19, 2021. RECOMMENDED ACTION: Approve minutes as written. 2. RESOLUTION AUTHORIZING PAYMENTS OF WARRANTS BY THE CITY DATED SEPTEMBER 16, 2021 THROUGH SEPTEMBER 29, 2021. RECOMMENDED ACTION: Adopt Resolution No. 2021-C44 allowing certain claims and demands and specifying the funds out of which the same are to be paid. 3. GRANT AGREEMENT FROM CALIFORNIA OFFICE OF TRAFFIC SAFETY FOR THE “SELECTIVE TRAFFIC ENFORCEMENT PROGRAM” (STEP) 2021-2022. GRANT NUMBER PT22143. RECOMMENDED ACTION: Approve Resolution No. 2021-C45 accepting a grant in the amount of $98,000.00 (for hourly wages at an overtime rate) from the California Office of Traffic Safety (OTS) to conduct DUI Saturation Patrols to apprehend drunk drivers, Warrant Service Operations and other related traffic programs for the grant period from October 1, 2021 to September 30, 2022; and Authorize the Mayor to execute the grant agreement. 4. APPROVE THE PURCHASE OF A NEW SUPERSHOT 125DC WITH AIR COMPRESSOR AND VARIOUS ATTACHMENTS. RECOMMENDED ACTION: Waive purchasing procedures as authorized under Azusa Municipal Code Section 2.539 and approve the purchase of a Crafco, Inc. Supershot 125DC with 100cfm Air Compressor and proposed attachments in the amount not to exceed $88,024.26 from Crafco, Inc.; and Authorize the City Manager to execute a purchase agreement with Crafco, Inc. for the purchase of the Supershot 125DC with 100cfm Air Compressor and proposed attachments. 5. REQUEST TO MAKE A FINDING OF PUBLIC BENEFIT TO THE COMMUNITY AT LARGE FOR RECOMMNEDED EXPENDITURES – BUSINESS RETENTION AND EXPANSION SURVEY. RECOMMENDED ACTION: Make a finding that the community at large will receive a public benefit from the expenditure of funds for the Business Retention and Expansion Survey; and Approve the award of fifty (50) credits towards business license renewal fees of $50.00 each as rewards on an opportunity basis for survey participants for a total of $2,500. 10/4/2021 - 4 - 6. REQUEST AUTHORIZATION TO APPROVE AGREEMENT FOR INSTALLATION AND MAINTENANCE OF PUBLIC ART TEMPLATE. RECOMMENDED ACTION: Approve Agreement for Installation and Maintenance of Public Art Template for future development projects; and Authorize the City Manager to execute, in a form acceptable to City Attorney, on behalf of the City. 7. REQUEST TO AMEND PROFESSIONAL SERVICES AGREEMENT (1ST AMENDMENT PSA) WITH STANTEC TO PROVIDE PLANNING AND ENVIRONMENTAL CONSULTANT SERVICES FOR THE GREAT PARK AND RESIDENTIAL PROJECTS LOCATED AT 807 THE PROMENADE. RECOMMENDED ACTION: Approve the Professional Services Agreement Amendment No. 1 that will increase the monies and project scope with Stantec to provide planning and environmental consultant services for The Great Park and Residential Project; and Authorize the City Manager to prepare and execute the agreements, in a form acceptable to the City Attorney, on behalf of the City. 8. FY 2020/21 FOURTH QUARTER FINANCIAL REPORT ENDING JUNE 30, 2021. RECOMMENDED ACTION: Receive and file the Fiscal Year 2020/21 fourth quarter financial report ending June 30, 2021. 9. ACCEPTANCE OF PROJECT COMPLETION AND AUTHORIZATION TO FILE A NOTICE OF COMPLETION FOR THE AZUSA LIGHT AND WATER BUILDING, SUITE 2B REMODEL FOR RELOCATION OF PUBLIC WORKS ENGINEERING DIVISION. RECOMMENDED ACTION: Accept the project improvements; and Authorize Staff to file a Notice of Completion for the remodeling of Suite 2B in the Azusa Light and Water building. F. CONSENT CALENDAR - SUCCESSOR AGENCY RELATED BUSINESS. 1. RESOLUTION AUTHORIZING PAYMENT OF WARRANTS BY THE SUCCESSOR AGENCY DATED SEPTEMBER 16, 2021 THROUGH SEPTEMBER 29, 2021. RECOMMENDED ACTION: 1) Adopt Resolution No. 2021-R13 allowing certain claims and demands to be paid out of Successor Agency Funds. G.
