Mr. Bustos and our public works inspector will coordinate, work, proactively assist the general contractor's construction efforts, and maintain fluid channels of communication with Willdan’s construction services team to technically support the construction effort and the efforts of the City in achieving a successful completion with minimum complications. Initial project administration protocols include: ▪ Construction document review for constructability ▪ Preconstruction meeting with the contractor, City representatives, designer, and others deemed necessary by the City or Willdan Once construction has begun, Willdan will: ▪ Review and monitor the work as it is constructed, along with supporting documentation which establishes the technical adequacy of the construction, the timely schedule of implementation, and the budget ▪ Track the progress and quality of construction ▪ Log and process submittals, RFIs, RFCs, and CCOs ▪ Track labor and equipment ▪ Review and assist with resolution of all technical data and issues ▪ Provide daily and weekly reports to the City on construction progress and technical and economic parameters ▪ Monitor construction file for conformance with applicable LAPM requirements Willdan's team is unique in that it is structured as an integrated unit with close communication between team members and interlocking responsibilities that provide good coverage of all elements of construction engineering, while at the same time having minimal overlap of duties to avoid misunderstandings of assigned responsibilities and reduce costs. This structure provides a natural quality assurance/control system for the team. Mr. Bustos is the base for any decisions and provides assignment of specific duties on a daily basis, while monitoring the success of their fulfillment. He has specific administrative duties, which include review of field activities. He will institute a system of periodic reviews of the field file for conformance with Willdan’s in-house filing system. Mr. Remus, and Mr. Cisneros will have specific assignments and move the products of their reporting to Mr. Bustos. This bi-level approach has proved effective for Willdan because the likelihood of a missed or incorrect item is essentially eliminated with multi-level control. Communication Approach Willdan recognizes that effective, ongoing, cooperative communication between all parties over the course of any project is essential to successful completion. This communication starts with a project kick- off meeting where the objectives and expectations of the City for the project are clearly articulated and City of Azusa Alosta Avenue Improvements Project City of Azusa 15 understood by Willdan. In addition, agreed-upon methods and scheduling of formal reporting are established with identification of individuals to be involved in the project's decision- making process. This sets forth accountability and responsibility for informing and facilitating the project. As the project progresses, communication continues through regular correspondence, teleconference discussions, and meetings with City staff to obtain direction on issues that may arise and keep City staff apprised of the project status. Clear and concise progress updates are provided. Emails and teleconferences are utilized whenever possible and appropriate to minimize City staff time spent in meetings. Claims and Resolutions Approach Willdan has veteran construction engineers on staff with extensive knowledge of how to quickly understand project field conditions and issues and mitigate those issues with practical, cost efficient solutions that will protect the City of Azusa’s liability exposure, while preserving the integrity of the contracted design. Our construction management staff is well versed in review and analysis of critical path method (CPM) schedules and time impact analysis (TIA) submittals. They have prepared recommendations and presentations on CPM and TIA issues, including utilizing the latest Microsoft Project software. One of the keys to resolving construction problems before they occur begins with a well-defined work plan. Upon receiving a task assignment from the City, our Project Manager will prepare a work plan that fully addresses staffing and assignments, scope of work, deliverables, budget, and a project schedule. The work plan will provide definitive directions to the project team as agreed to by the City of Azusa. The plan will address, at a minimum, project team meetings, effective communication mediums, and scheduled quality control processes. Our construction management team will also perform a constructability review of the plans and specifications, including analysis of quantities, a check of construction phasing (specifically the traffic plans), and a full analysis of the contractor’s schedule. Contractor Compliance Our staff has extensive experience with a myriad of public works projects and has a clear understanding of the issues surrounding inspection of the work. For example, when constructing sidewalks and ADA-compliant ramps, our team will ensure adequate subgrade compaction has been achieved. They will monitor the work for conformance with the plans, specifications, and ADA requirements. The concrete tickets will be checked to ensure materials match the approved mix design. A smart level will be used to check forms and the contractor will not be allowed to place concrete until the work meets all City and other applicable standards. Willdan’s team will monitor the contractor’s operations for conformance with City compaction standards by working with the City’s approved material testing lab and will not accept any trench backfill or allow any pavement repair until proper compaction is verified by the lab. Customer Service To meet and often exceed the expectations of our clients, Willdan fosters and instills a corporate culture of Customer-First among our staff and in our day-to-day work environment. Looking out for our customer’s best interests is at the forefront of everything we do. City of Azusa Alosta Avenue Improvements Project City of Azusa 20 Technology Tools Willdan uses a Construction Management System that incorporates the use of Word, BlueBeam Revu, and Excel. Our forms, through years of refinement, were created by Willdan and serve as the basis for our checklist and quality assurance throughout the assignment. Project Budgeting/Cost Control System Construction costs are proactively managed and tracked against available budgets by our Construction Managers. This starts with an initial quantity takeoff from the construction plans, serving as an independent audit of the project quantities as they correlate to the bid schedule quantities. Early identification of potential quantity busts and continual monitoring of quantities throughout construction is key to maintaining cost with established budgets. Our team creates and maintains change order logs and final cost projection spreadsheets on a weekly basis to document and track all quantity adjustments, approved change orders, pending change orders, and potential change orders. The City’s Project Manager is kept abreast of the project budget status throughout construction so that adjustments can be made to the scope of the project or proper procedures can be followed to request additional funding, if needed, to stay within the allowable contingencies. Willdan’s team also focuses on quickly processing RFIs and change order requests and providing direction to the Contractor as needed to keep them moving and avoid costly delays. Schedule Control System The contractor’s critical path method baseline schedule will be reviewed and accepted prior to issuance of a notice to proceed. The schedule will identify major items of work and will be the vehicle for monitoring, controlling, and tracking progress. Our Project Manager will also request the Contractor identify all long lead time items, so that their submittal approval, order and delivery status can be proactively tracked to avoid unnecessary delays to the project. Project milestones for the construction contract will be established with the City and Design Team and incorporated into the baseline schedule. The contractor’s schedule will be required to be updated monthly to reflect actual and forecasted completions. This allows our construction managers to anticipate and forecast potential issues and develop an advanced strategy to proactively mitigate problems before they impact the schedule. Working Day Statements are prepared and issued weekly to keep all parties informed of the remaining contract days. In instances where schedule delays are expected to occur, due to weather, approval requirements or information from an outside agency, material shortages, or other unanticipated factors, the City Project Manager will be immediately notified of the potential project delay. Strategies will be developed and implemented to resolve project challenges and expedite the approval of the affected projects. As the Project Manager, Mr. Bustos will monitor all progress on a weekly basis. Document Control System Willdan utilizes the Microsoft Excel to maintain details logs to track the current and historical status of submittals, RFIs, change orders, and drawing revisions.
