All those attending in-person are required to follow posted guidelines. Those wishing to participate during Public Comment may do so in-person at the Azusa Auditorium, or may submit written public comments by emailing PublicComment@azusaca.gov. Emailed public comments are due by 5:30 p.m. and shall be limited to no more than 250 words. Written public comments will be provided to the City Council and will be part of the record but will not be read aloud. Roll Call 11/15/2021 - 2 - CLOSED SESSION NOTICE TO THE PUBLIC FOR CLOSED SESSION Prior to going into closed session the City Council will convene in the Auditorium serving as Council Chambers to take public comment on the closed session items only. General public comment will be provided for during the regular portion of the meeting beginning at 7:30 P.M. 1. CONFERENCE WITH LEGAL COUNSEL – POSSIBLE INITIATION OF LITIGATION Pursuant to California Government Code, Section 54956.9 (d)(4). 1 Potential Case 7:30 P.M. - REGULAR MEETING OF THE CITY COUNCIL, THE SUCCESSOR AGENCY, THE PUBLIC FINANCING AUTHORITY. NOTICE TO THE PUBLIC FOR REGULAR MEETING. In compliance with Government Code Section 54957.5, copies of staff reports or other written documentation relating to each item of business referred to on the Agenda are on file in the Office of the City Clerk - 213 E. Foothill Blvd.; copies for public view are at the Azusa City Library - 729 N. Dalton Ave., Azusa Police Department Lobby - 725 N. Alameda Ave., and the City of Azusa Web Page www.azusaca.gov. Persons who wish to speak during the Public Participation portion of the Agenda or on a Public Hearing item, shall fill out a card requesting to speak and shall submit it to the City Clerk prior to 7:30 P.M.; cards submitted after this time will not be accepted. Proclamation for Small Business Saturday November 27, 2021. 2. Proclamation United Against Hate Week, November 14-20, 2021. B. PUBLIC PARTICIPATION This time has been set aside for persons in the audience to make public comments on items within the subject matter jurisdiction of the council/agency board that are not listed on this agenda or are listed on this agenda as an item other than a public hearing item. Members of the audience will have the opportunity to address the City Council/Agency Board about public hearing items at the time the public hearing is held. Under the provisions of the Brown Act, the Council/Agency Board is prohibited from taking action on oral requests, but may refer the matter to staff or to a subsequent meeting. The Council/Agency Board will respond after public comment has been received. Each person or representative of a group shall be allowed to speak without interruption for up to five (5) continuous minutes, subject to compliance with applicable meeting rules. Questions to the speaker or responses to the speaker's questions or comments shall be handled after the speaker has completed his/her comments. Public Participation will be limited to sixty (60) minutes. 11/15/2021 - 3 - C. REPORTS, UPDATES, AND ANNOUNCEMENTS FROM STAFF/COUNCIL 1. City Manager Communications. 2. Economic Development Update. D. SCHEDULED ITEMS 1. CONSIDERATION OF ESTABLISHMENT OF FORMAL CITY COUNCIL GOVERNANCE PROTOCOLS AND PROCEDURES. RECOMMENDED ACTION: 1) Discuss and provide direction on establishment of formal City Council governance protocols and procedures. E. CONSENT CALENDAR – CITY COUNCIL The Consent Calendar adopting the printed recommended actions will be enacted with one vote. If Councilmembers or Staff wish to address any item on the Consent Calendar individually, it will be considered under SPECIAL CALL ITEMS. 1. MINUTES OF THE REGULAR MEETING OF AUGUST 16, 2021. RECOMMENDED ACTION: Approve minutes as written. 2. RESOLUTION AUTHORIZING PAYMENTS OF WARRANTS BY THE CITY DATED OCTOBER 28, 2021 THROUGH NOVEMBER 9, 2021. RECOMMENDED ACTION: Adopt Resolution No. 2021-C50 allowing certain claims and demands and specifying the funds out of which the same are to be paid. 3. HUMAN RESOURCES ACTION ITEMS. RECOMMENDED ACTION: Approve the following Personnel Action Requests in accordance with the City of Azusa Civil Service Rules and applicable Memorandum of Understanding(s). 4. FINDING OF PUBLIC BENEFIT AND APPROVAL OF SPECIAL ASSISTANCE PROGRAM APPLICATION AND FUND DISBURSEMENT ON BEHALF OF GLADSTONE HIGH SCHOOL JUNIOR ROTC PROGRAM. RECOMMENDED ACTION: Approve $200 of Special Assistance funds to the Gladstone High School Junior ROTC Program for associated expenses related to student field trips and equipment used for conducting color guards and other service activities; and Make a finding that the community at large will receive a public benefit from the expenditure of funds for the recommended items. 11/15/2021 - 4 - 5. APPOINTMENTS TO FILL VACANCIES ON CITY BOARDS AND COMMISSIONS. RECOMMENDED ACTION: Adopt Resolution No. 2021-C51 appointing Selisa Loeza to the Library Commission; and Adopt Resolution No. 2021-C52 appointing Jeremiah Riley to the Personnel Board. 6. APPROVAL OF A RESOLUTION CASTING ITS VOTE(S) FOR MAYOR ROBERT GONZALES TO REPRESENT CITIES WITH PRESCRIPTIVE PUMPING RIGHTS ON THE BOARD OF THE SAN GABRIEL BASIN WATER QUALITY AUTHORITY. RECOMMENDED ACTION: Approve Resolution No. 2021-C53, Casting its Vote(s) for Mayor Robert Gonzales to represent cities with prescriptive pumping rights on the Board of the San Gabriel Basin Water Quality Authority. 7. APPROVAL OF AMENDMENT TO MEMORANDUM OF AGREEMENT WITH SAN GABRIEL VALLEY COUNCIL OF GOVERNMENTS FOR REGIONAL EDIBLE FOOD RECOVERY PROGRAM. RECOMMENDED ACTION: Approve the amendment to the Memorandum of Agreement between the City of Azusa and San Gabriel Valley Council of Governments (SGVCOG) for the implementation of a Regional Edible Food Recovery Program. 8. APPROVAL OF AMENDEMENT TO ORGANIC WASTE PROCESSING AND DIVERSION SERVICES CONTRACT WITH RECYCLED WOOD PRODUCTS. RECOMMENDED ACTION: Approve the amendment to agreement with Recycled Wood Products for organic waste processing and diversion services from January 1, 2022 to October 31, 2023. 9. ACCEPTANCE OF GRANT FROM KAISER FOUNDATION HOSPITALS. RECOMMENDED ACTION: Accept the grant award from Kaiser Foundation Hospitals; Authorize the City Manager to execute the agreement, in a form acceptable to the City Attorney; and Approve necessary budget amendments and adjust the appropriate fiscal year budgets accordingly. 10. FY 2021/22 FIRST QUARTER FINANCIAL REPORT ENDING SEPTEMBER 30, 2021. RECOMMENDED ACTION: Receive, review, and file the FY 2021/22 first quarter financial report ending September 30, 2021. 11/15/2021 - 5 - 11. RESOLUTION AUTHORIZING THE SUBMISSION OF AN APPLICATION TO THE CALIFORNIA DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT FOR THE CALHOME GRANT PROGRAM. RECOMMENDED ACTION: Approve Resolution No. 2021-C54 authorizing the submission of an application to HCD for funding under the CalHome Program. 12. APPROVAL TO PURCHASE FURNITURE FOR THE FINANCE DIVISION OF THE ADMINISTRATIVE SERVICES DEPARTMENT. RECOMMENDED ACTION: Approve the purchase and installation of office equipment in the amount of $29,945.27 from D&R Office Works, Inc. F. ADJOURNMENT We adjourn in solemn honor of those Azusans who we’ve lost to Covid-19.
