ESSENTIAL FUNCTIONS These functions may not be present in all positions in this class. When a position is to be filled, the essential functions will be noted in the announcement of position availability. Assigns, leads, and participates in the operation and maintenance of a surface water membrane filtration plant and appurtenant systems; including, the raw water intake, flash mix, pre-treatment, chemical feed, flocculation basin, sedimentation basin, membrane filters, finished water pumps, wells, booster pumps, pressure regulating stations and reservoirs. Develops and maintains a variety of water treatment and production records, reports, memos, and standard operating procedures; prepares, updates, and reviews the annual Consumer Confidence Report; develops and maintains records and reports necessary to satisfy state, federal and local regulatory agencies. Assigns, leads, and participates in monitoring telemetry and station levels, either manually or by supervisory control and data acquisition (SCADA), to maintain adequate supply and storage of water in the water system; collects accurate records and daily reads of electric and water consumption meters, feed rates, water storage levels, and other operational information displayed on gauges, dials, graphs, and other instrumentation at pump, well, and treatment plant locations; interprets, calculates, and adjusts chemical feed rates to desired water quality standards; monitors and adjusts pressure regulators in the water system; performs and records related mathematical calculations. Assigns, leads, and participates in preventative maintenance on pumps, pump motor equipment, and potable water treatment plant equipment; inspects booster and well pumps, including checking for excessive noise, heat, or leaks; checks fluid levels on pumps; changes oil and packings at preset intervals. Assigns, leads, and participates in the rehabilitation of wells and booster pumps; installs, repairs, and/or calibrates a variety of equipment at pump or well stations or potable water treatment facilities, such as meters, pump assemblies, hydraulic Attachment 1 Page 2 of 4 regulator valves, turbidity units, and motor starting equipment; collects well static and pumping levels; diagnosis and performs minor repairs on plant electrical equipment. Assigns, leads, and participates in the general maintenance and repair of water system structures, buildings, and facilities, including the motor vehicle fleet; maintains records of lubrications, calibration, and maintenance performed on equipment and machinery. Collects water samples at the treatment plant and distribution system using approved methods of collection and chain of custody; performs chemical and physical analysis on the potable water treatment processes before and after treatment to comply with all regulatory requirements; responds to water quality complaints and inquiries from water users. Compiles, enters, and analyzes production and treatment plant facility operations and water quality data using GIS based applications and computerized record systems for eventual use in required reports to regulatory agencies. Acts as the designated Chief Operator (per State Water Resources Control Board requirements) in the absence of the Water Treatment Supervisor. Evaluates inventory and coordinates with vendors for the procurement and delivery of equipment, supplies, materials, and chemicals. Obtains quotes for preventative, predictive, and corrective maintenance of water treatment and production facilities and initiates, schedules, and supervises the work of contractors. Leads and trains subordinate personnel; provides input on employee performance to the Water TreatmentSupervisor. Responds to routine and emergency situations in restoring the operation, treatment and monitoring functions of the water systems. CLASS CHARACTERISTICS The Water Treatment Operator Lead is an advanced journey working level classification, characterized by its responsibility for supervision over Water Treatment Operator I-II-IIIs. At this level, incumbents perform more complex and specialized work tasks, while exhibiting initiative, broader discretion, and independent judgement within established guidelines. This level leads and participates in the work of staff responsible for the operation and maintenance of water treatment, water quality, and related technical processes. At this level, the incumbent requires the skills and experience of a journey level Water TreatmentOperator III, with a Grade T4 Water Treatment Operator Certificate and Grade D3 Water Distribution System Operator Certificate, both issued by the California State Water Resources Control Board. This position may serve in a supervisory capacity in absence of the Water TreatmentSupervisor. The Water TreatmentOperator Lead will be required to work schedules that may Page 3 of 4 include holidays, weekends and on-call standby duties. QUALIFICATION GUIDELINES Education and/or Experience Any combination of education and experience that has provided the knowledge, skills, and abilities necessary for satisfactory job performance. An example combination includes education equivalent to a high school diploma, supplemented by education and experience equal to a Water TreatmentOperator III, plus four (4) years of experience in the operation, maintenance, and repair of potable water treatment facilities, motors, pumps, wells and related facilities. Knowledge and Skills Advanced knowledge of procedures, equipment, materials, and tools used in the operation, maintenance, repair and replacement of potable water treatment facilities, motors, pumps, compressors, electrical panels, automatic controls, valves, and other equipment; chlorinators and domestic water sampling techniques; mathematical principles related to the computation of flows, volumes, and chemical dosing in water treatment and distribution systems; principals of supervision and training; advanced knowledge of Federal and State laws and regulations governing water treatment plant operation and water quality standards; characteristics of chemicals used in water treatment processes; basic laboratory testing methods and mechanical, electrical, and hydraulic principles; standard water system operating policies and procedures; occupational hazards and safe work practices. Skills in operating a variety of equipment and tools used in water treatment and maintenance; use of supervisory control and data acquisition system; modern office equipment, including computers and software; use of hand and power tools, operation of front-loader and hoist; providing supervision and training to staff. Ability to operate control system computers; accurately read gauges and testing equipment; maintain records; maintain, repair, service, and adjust mechanical equipment and detect malfunctions in equipment; inspect, operate, diagnose problems, and perform preventative maintenance and repair work on electric motors, pump panels, engines, pumps, compressors, valves, and related equipment; read and interpret charts and gauges; collect water samples; calculate water treatment chemical dosages, reservoir volumes, and water production; deliver and follow oral and written directions; communicate clearly and concisely, both orally and in writing; establish, maintain and foster cooperative and respectful working relationships; work with considerable independence and initiative; work safely; read and understand maps, blueprints and schematics. MARGINAL FUNCTIONS Conducts plant tours and explains operating procedures to the public or visitors. Performs related duties and responsibilities as required. Page 4 of 4 SPECIAL REQUIREMENTS Possession of a Class “B” California driver's license, with an Air Brakes Endorsement, and a satisfactory driving record, or the ability to obtain a Class “B” license and Air Brakes endorsement within the probationary period. Possession of a valid Water Treatment Operator Grade T4 Certificate and Water Distribution Operator Grade D3 Certificate issued by the California State Water Resources Control Board. Environmental Conditions Work is performed throughout the City and at City water facilities; incumbents may be exposed to noise, dust, grease, fumes, gases, electrical energy, dangerous machinery, extreme weather conditions, potential physical harm, and hazardous chemicals; incumbents may be required to work extended hours including holidays, evenings, weekends, and on-call standby duties. Physical Conditions Primary functions require sitting, standing, and walking on uneven and slippery surfaces in the performance of daily duties. Occasionally, this position may perform duties that require reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping, crawling, and making repetitive hand movements above and below shoulder level. The position also requires both near and far vision when inspecting work and operating assigned equipment and acute hearing is required when providing phone and face-to-face service. The need to lift, carry, pull and push tools, supplies and other equipment weighing up to 50 pounds is also required.
