SUBJECT: APPROVAL OF A RESOLUTION CASTING ITS VOTE(S) FOR MAYOR ROBERT
GONZALES TO REPRESENT CITIES WITH PRESCRIPTIVE PUMPING RIGHTS ON
THE BOARD OF THE SAN GABRIEL BASIN WATER QUALITY AUTHORITY
BACKGROUND:
The San Gabriel Basin Water Quality Authority (WQA) was established by the State Legislature (SB
1679) on February 11, 1993 to develop, finance and implement groundwater treatment programs in the
San Gabriel Valley. The WQA is under the direction and leadership of a 7-member board, one member of
each of the three overlying municipal water districts, one from a city with prescriptive water pumping
rights, one from a city without prescriptive water pumping rights, and two representing water producers
in the San Gabriel Basin. As stipulated in the enabling legislation, the term of the board member and
alternate representing cities with pumping rights will expire January 1, 2022.
At its meeting of September 20, 2021 the City Council approved Resolution Nominating Mayor Robert
Gonzales to the Board. The nomination period closed on Friday, October 15, 2021 at 5:00 P.M. An election
for this seat will take place on December 15, 2021 at 12:00 p.m. at the WQA office.
RECOMMENDATION:
Staff recommends the City Council take the following action;
1)Approve Resolution No. 2021-C53, Casting its Vote(s) for Mayor Robert Gonzales to represent
cities with prescriptive pumping rights on the Board of the San Gabriel Basin Water Quality
Authority.

ANALYSIS:
Each city has one vote for each 10,000 residents or majority thereof, as determined by the 2010 U.S.
census data. The attached ballot indicates the number of votes the City of Azusa may cast. The City of
Azusa may cast 5 votes.
Votes will be officially counted during the WQA’s regular meeting on Wednesday, December 15, 2021
at 12:00 P.M.
FISCAL IMPACT:
No Fiscal Impact.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA,
CALIFORNIA, CASTING ITS VOTE(S) FOR MAYOR ROBERT
GONZALES TO REPRESENT CITIES WITH PRESCRIPTIVE PUMPING
RIGHTS ON THE BOARD OF THE SAN GABRIEL BASIN WATER
QUALITY AUTHORITY
WHEREAS, on September 22, 1992, Senate Bill 1679 was signed into law by Governor Pete
Wilson authorizing the creation of the San Gabriel Basin Water Quality Authority; and
WHEREAS, the Board of the San Gabriel Basin Water Quality Authority is composed of
seven members with three appointed members from each of the three municipal water districts, one
elected city council person from cities in the San Gabriel Basin with prescriptive pumping rights, one
elected city council person from cities in the San Gabriel Basin without prescriptive pumping rights,
and two appointed members representing water producers in the San Gabriel Basin; and
WHEREAS, the City of Azusa is one of the cities in the San Gabriel Basin with prescriptive
pumping rights;
WHEREAS, the City of Azusa must cast its vote(s) for only one of the official nominees
provided by the San Gabriel Basin Water Quality Authority;
WHEREAS, the City of Azusa must cast its vote(s) by resolution of the city council;
WHEREAS, the resolution of the City of Azusa casting its vote(s) must be received by the
San Gabriel Basin Water Quality Authority no later than December 14, 2021 at 12:00 p.m. with a
signature required.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF AZUSA,
CALIFORNIA DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS:
Section 1. The City Council of the City of Azusa casts its full vote(s) for Mayor
Robert Gonzales as the representative for cities in the San Gabriel Basin with prescriptive
pumping rights.
PASS, APPROVED AND ADOPTED this 15th day of November, 2021.
