JOHNSON, DIRECTOR OF ADMINISTRATIVE SERVICES DATE: DECEMBER 13, 2021 SUBJECT: INCREASE IN LATERAL POLICE DISPATCHER RECRUITMENT INCENTIVE BACKGROUND: In order to increase the City's attractiveness to Lateral Police Dispatchers, the Police Department and Human Resources recommend increasing the recruitment incentive from $5,000 to $10,000. RECOMMENDATION: Staff recommends the City Council take the following action: 1)Adopt the attached Resolution No. 2021-C60 authorizing the Lateral Police Dispatcher Recruitment Incentive to be increased to $10,000. ANALYSIS: The recruitment of Police Dispatchers continues to be challenging as law enforcement agencies throughout Southern California are competing for the same applicants, and retaining qualified candidates is difficult. While the City offers competitive salary and benefits, in order to increase the City's attractiveness to potential Lateral Police Dispatchers, the Police Department and Human Resources had worked together to initiate a pilot program to provide new Lateral Dispatchers with a recruitment bonus. The program is running from August 1, 2021 through July 31, 2024 with new Lateral Dispatchers being eligible for a $5,000 bonus. In order to be even more marketable, the recommendation is to increase this bonus to $10,000. The first payment will be $5,000 upon successful completion of the required 12-month probationary employment period, and the second $5,000 will be at 36-months of consecutive employment. FISCAL IMPACT: The proposed funding allocation for this pilot program is up to and $10,000 over a three-year period per Lateral Dispatcher hired August 1, 2021 through July 31, 2024. Resolution No. 2021-C60 Increasing Lateral Police Dispatcher Recruitment Incentive RESOLUTION NO. 2021-C60 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA INCREASING THE LATERAL POLICE DISPATCHER RECRUITMENT INCENTIVE WHEREAS, the City of Azusa currently has significant vacancies within the Police Department; and WHEREAS, the recruitment of Police Dispatchers has become highly competitive as law enforcement agencies throughout Southern California are competing for the same applicants; and WHEREAS, in order to increase the City’s attractiveness and be more marketable, the Council adopted Resolution 2021-C36 adding a Lateral Police Dispatcher recruitment incentive under the pilot incentive program of $5,000. WHEREAS, the Police Department and Human Resources seeks to increase the Lateral Police Dispatcher recruitment incentive under the pilot incentive program of from $5,000 to $10,000 to further incentivize skilled Dispatchers to apply for Azusa vacancies. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Azusa does hereby: Section 1. Revise the three-year Lateral Police Dispatcher Recruitment Incentive Pilot Program. The pilot program which commenced on August 1, 2021 and runs through July 31, 2024, will be brought back to Council for review and discussion of continuing or discontinuing. Section 2. New Lateral Police Dispatchers officially offered a full-time position with the City between August 1, 2021 through July 31, 2024 will now be eligible for a $10,000 bonus, paid in two installments. The first payment will be $5,000 upon successful completion of the required 12-month probationary employment period, and the second $5,000 at 36-months of consecutive employment. Section 3. Payments of the recruitment bonus shall be a lump sum, will be process through the normal payroll process and shall be considered taxable income subject to withholding. Submission of a Personnel Action Form (PAF) from the Police Department in accordance with the City’s normal payroll cycle will determine date of payment of the bonus. Submission of the PAF should occur no later than one week following the 12 and 36 months anniversary date. The City Clerk shall certify the passage of this Resolution.
