SUBJECT: APPROVE ASSIGNMENT OF EXISTING AGREEMENT BETWEEN THE CITY OF
AZUSA AND ALLIED UNIVERSAL SECURITY SEVICES FOR ONGOING
CONTRACT JAIL SERVICES
BACKGROUND:
In 1999 the City Council approved the use contract jail services in the Azusa City Jail. The services are
currently provided by G4S Secure Solutions (USA) Inc. under an existing contract. The current
agreement was approved by City Council on June 17, 2019.
In November 2021 Azusa PD was notified that G4S Secure Solutions (USA) Inc. had been acquired by
Allied Universal Security Services. As part of their transition, they have integrated G4S staff into Allied
Universal and committed to ensuring there will be no disruption to service delivery to G4S customers.
This action approves continued services under the existing contract, with new service provider Allied
Universal Security Services.
RECOMMENDATIONS:
Staff recommends the City Council take the following actions:
1) Approve assignment of existing agreement to continue contracting jail services with Allied
Universal Security Services who has acquired the existing G4S Secure Solutions (USA) Inc.
contract; and
2)Approve Resolution No. 2022-C06, approving assignment of existing agreement between the
City of Azus a and Allied Universal for ongoing contract Jail Services.

ANALYSIS:
For over a decade the Azusa police Department has used contract jail services in its jail. Most recently
the services are provided by G4S Secure Solutions (USA) Inc. under an existing contract. The current
agreement was approved by City Council on June 17, 2019.
In November 2021 Azusa PD was notified that G4S Secure Solutions (USA) Inc. had been acquired by
Allied Universal Security Services. As part of their transition, they have integrated G4S staff into Allied

FISCAL IMPACT:
The funds for the existing jail services contract were approved in the FY 21/22 City of Azusa budget.
There should be no change in fees as a result of this action.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA APPROVING ASSIGNMENT OF EXISTING AGREEMENT BETWEEN THE CITY OF AZUSA AND ALLIED UNIVERSAL FOR ONGOING CONTRACT JAIL SERVICES
WHEREAS, the City Council originally approved the use contract jail services in the
Azusa City Jail in 1999; and
WHEREAS, the current agreement for contract jail services with G4S Secure
Solutions (USA) Inc. was approved by City Council on June 17, 2019; and
WHEREAS, G4S Secure Solutions (USA) Inc. has been acquired by Allied
Universal Security Services, staff recommends approving the assignment of the existing agreement
between the City of Azusa and Allied Universal Security Services for ongoing contract jail services.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Azusa does hereby approve the assignment of the existing agreement between the City of Azusa and
Allied Universal for ongoing contract jail services.
PASSED, APPROVED AND ADOPTED this 18th day of January, 2022.
