HomeMy WebLinkAboutE-13 Staff Report - Amendment Agreement with CMP Security ServicesCONSENT ITEM E-13 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: SERGIO GONZALEZ, CITY MANAGER FROM: MIKE BERTELSEN, CHIEF OF POLICE DATE: JANUARY 18, 2022 SUBJECT: REQUEST TO APPROVE THIRD AMENDMENT TO AGREEMENT WITH CALIFORNIA METRO PATROL FOR SECURITY SERVICES BACKGROUND: In January of 2018, the City Council approved an agreement with California Metro Patrol to provide Security Services for the Library and City Hall Campus. The City’s primary interest is to ensure the safety of City employees, residents, and City guests. The current agreement is set to expire on January 16, 2022. The proposed action approves a “month to month” extension to the current contract while city staff completes an assessment to expand security services and opens up a new request for proposal for increased security services to city facilities. RECOMMENDATION: Staff recommends the City Council take the following actions: 1) Approve an extension of the current agreement on a “month to month” basis while City Staff completes a new request for proposal for security services; and authorize the City Manager to execute an amendment to the contact, in a form acceptable to the City Attorney, on behalf of the City. ANALYSIS: In March of 2016, the Metro Gold Line station in the Azusa Downtown area opened which has resulted with an increase in the number of guests visiting the Library, Senior Center, and City Hall Campus. Some of these visits have resulted in trespassing and other types of criminal activity towards staff and other guests. As a result, the City Council approved a Security Services Agreement with California Metro Patrol. This contract is currently set to expire on January 16, 2022. Due to recent trespassing, vandalism, and other criminal activity in the vicinity of the City Hall Campus, Veteran’s Park, Azusa Senior Center, and the Azusa Light and Water building, City Staff are currently conducting an assessment to expand the scope of security services. This action will require a new request for proposal APPROVED CITY COUNCIL 1/18/2022 Extension to Security Services January 18, 2022 Page 2 from private security services firms, which will be completed prior to the end of Fiscal Year 2021-22. An extension of the current contract will allow City Staff to complete the security assessment and request for proposal. The current contract is already budgeted for this fiscal year under 10-90-000-000- 6493. California Metro Patrol has indicated they will extend the contract under the current rate indicated in the current professional services agreement not to exceed $8,500 per month. FISCAL IMPACT: There will be no fiscal impact since these services are already budgeted for this fiscal year under 10-90- 000-000-6493. The month to month services shall not exceed $8,500 per month. This Third Amendment to the Agreement for Security Services (”Third Amendment”) is entered into on the ____ day of ___________, 2022, by and between the City of Azusa (hereinafter referred to as the “City”) and California Metro Patrol (hereinafter referred to as the Consultant. City and Consultant are sometimes collectively referred to herein as the “Parties.” 2.RECITALS. 2.1 Agreement. The parties entered into that certain Agreement for Security Services dated January 17, 2018 (“Agreement”). 2.2 Third Amendment. The Parties now desire to amend the Agreement in order to renew the Agreement on a month to month basis not to extend beyond the end of Fiscal Year 2021-22 on June 30, 2022. 3.TERMS 3.1 Term. At the expiration of the current agreement on January 16, 2022, the agreement shall be extended on a month to month basis not to extend beyond June 30, 2022 unless either the City or the Consultant terminate the month to month extension. 3.2 Compensation. The total compensation for the services provided pursuant to this Third Amendment shall not exceed Eight Thousand Five Hundred Dollars, ($8,500) per month without written approval of the City Manager. Consultant shall receive compensation, including authorized reimbursements, for all Services rendered under this Third Amendment. 3.3 Remaining Provisions of Agreement. Except as otherwise specifically set forth in this Third Amendment, the remaining provisions of the Agreement shall remain in full force and effect.
