HomeMy WebLinkAboutD-4 Staff Report - City Council Ad Hoc Committee on Veterans ResourcesCouncil Ad Hoc Veterans’ Resource Committee February 22, 2022 Page 1 SCHEDULED ITEM D-4 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: SERGIO GONZALEZ, CITY MANAGER FROM: NICO DE ANDA-SCAIA, DEPUTY CITY MANAGER DATE: FEBRUARY 22, 2022 SUBJECT: REQUEST TO FORM AN AD HOC CITY COUNCIL COMMITTEE ON VETERANS’ RESOURCES BACKGROUND: At their regular meeting on January 18, 2022, City Council directed staff to bring back for Council consideration at a future meeting, a discussion item related to the formation of an Ad Hoc City Council Committee on veterans’ resources. The intent of the Ad Hoc Committee would be to assess and provide recommendations related to the City’s current available resources, supporting effective partnerships and funding strategies, and promoting community engagement through the streamlined delivery of services. RECOMMENDATION: Staff recommends that the City Council take the following action: 1) Consider and provide direction on the formation of an Ad Hoc City Council Committee to evaluate and provide recommendations regarding veterans’ resources. ANALYSIS: The City of Azusa has a rich history rooted in service to community and country, and has long prided itself in its support and recognition of local veterans and active-duty service members of the U.S. Military. In addition to the efforts of local community groups and the coordination of events throughout the year that recognize U.S. Military veterans, the City of Azusa also provides access to local resources and assistance through state and local partnerships. APPROVED CITY COUNCIL 2/22/2022 Council Ad Hoc Veterans’ Resource Committee February 22, 2022 Page 2 Since 2018, with funding from the state of California and CalVet, the Azusa City Library has hosted an information and resources corner for veterans and active-duty military personnel. Additionally, the Library periodically recruits volunteers to train and serve as benefits coaches in order to connect veterans with available services. Online materials via the City website also provide virtual career guidance through grant-funded databases, and cover topics such as transitioning to civilian roles, post-traumatic stress, and inspirational veterans’ stories. The intent of an Ad Hoc City Council Committee on Veterans’ Resources would be to serve a term of one year, with the specific task(s) of evaluating the City’s existing resources, mechanisms and structures that support the local veteran’s community. Ad Hoc Committees of the City Council are temporary committees of fewer than a majority of the City Council formed for a specific task or objective. In the past, Ad Hoc Committees have been established to support and advise City Council policy development and/or represent the City o n matters of regional interest. The scope of work to be studied and purpose of the Ad Hoc Committee shall be established by the full Council, and Committees are expected to dissolve upon completion of the task or objective. While an Ad Hoc Committee is comprised of members of the City Council-only, the Committee may determine to meet with and seek input from City staff, agency partners, and local stakeholders as appropriate. Council Ad Hoc Committees on their own may not make final and binding decisions on behalf of the City, nor commit the City’s financial resources or direct staff. Meetings of this body are not held to Open Meeting (Brown Act) restrictions. Should Council determine to establish an Ad Hoc Committee for this purpose, the Committee shall periodically report back to the City Council with general updates, and ultimately formal recommendations regarding how best to support effective partnerships and funding strategies, and encourage community engagement through the streamlined delivery of services. Council appointments to the Ad Hoc Committee may be done in conjunction with the City’s annual appointment process for outside agency, board, committee, and subcommittee assignments, tentatively scheduled for March, 2022.
