All those attending in-person are required to follow posted guidelines. Those wishing to participate during Public Comment may do so in-person at the Azusa Auditorium, or may submit written public comments by emailing PublicComment@azusaca.gov. Emailed public comments are due by 5:30 p.m. and shall be limited to no more than 250 words. Written public comments will be provided to the City Council and will be part of the record but will not be read aloud. In compliance with Government Code Section 54957.5, copies of staff reports or other written documentation relating to each item of business referred to on the Agenda are on file in the Office of the City Clerk - 213 E. Foothill Blvd.; copies for public view are at the Azusa City Library - 729 N. Dalton Ave., Azusa Police Department Lobby - 725 N. Alameda Ave., and the City of Azusa Web Page www.azusaca.gov. Persons who wish to speak during the Public Participation portion of the Agenda or on a Public Hearing item, shall fill out a card requesting to speak and shall submit it to the City Clerk prior to 7:30 P.M.; cards submitted after this time will not be accepted. Closed Session Report by the City Attorney - None CEREMONIAL - None B. PUBLIC PARTICIPATION This time has been set aside for persons in the audience to make public comments on items listed on this Agenda only. Members of the audience will have the opportunity to address the City Council/Agency Board about public hearing items at the time the public hearing is held. Under the provisions of the Brown Act, the Council/Agency Board is prohibited from taking action on oral requests, but may refer the matter to staff or to a subsequent meeting. The Council/Agency Board will respond after public comment has been received. Each person or representative of a group shall be allowed to speak without interruption for up to five (5) continuous minutes, subject to compliance with applicable meeting rules. Questions to the speaker or responses to the speaker's questions or comments shall be handled after the speaker has completed his/her comments. Public Participation will be limited to sixty (60) minutes. C. REPORTS, UPDATES, AND ANNOUNCEMENTS FROM STAFF/COUNCIL 1. City Manager Communications. 2. City Council Request for Proclamation declaring March 2022 as “Women’s History Month” in the City of Azusa. D. SCHEDULED ITEMS 1. PUBLIC HEARING – GENERAL PLAN AMENDMENT (GPA-2022-01) TO UPDATE THE CITY’S HOUSING ELEMENT FOR THE 2021-2029 PLANNING PERIOD AND AMENDING CHAPTER 3 – THE BUILT ENVIRONMENT – MOBILITY SECTION OF THE CITY OF AZUSA GENERAL PLAN BY ADOPTING THE AZUSA WALKS PEDESTRIAN MASTER PLAN. Housing Element The City of Azusa has prepared a Negative Declaration for the project (Adoption and Implementation of the City of Azusa 2021-2029 Housing Element) in accordance with guidelines implementing the California Environmental Quality Act (CEQA) (Government Code Section 15000 et seq.). 3/7/2022 - 3 - Azusa Walks Pedestrian Master Plan This project is statutorily exempt from California Environmental Quality Act (CEQA) review pursuant to Section 15262 – Feasibility and Planning Studies of the California Code of Regulations. RECOMMENDED ACTION: 1) Open the Public Hearing, receive public testimony and close the Public Hearing; 2) Adopt Resolution No. 2022-C17 approving a General Plan Amendment and a Negative Declaration as the appropriate environmental document (GPA-2022-01) to adopt the City of Azusa 2021-2029 Housing Element, which represents an update to the 2014-2021 Housing Element of the City of Azusa General Plan, including any additional non-substantive changes made by the Economic & Community Development Director and City Attorney to respond to comments received from the Department of Housing and Community Development on the adopted Housing Element; and 3) Adopt Resolution No. 2022-C18 approving a General Plan Amendment (GPA-2022-01) adopting the Azusa Walks Pedestrian Master Plan. JOINT ITEM CITY COUNCIL AND AZUSA UTILITY BOARD 2. PUBLIC HEARING - FISCAL YEAR 2021-22 MID-YEAR BUDGET REVIEW AND ADJUSTMENTS. RECOMMENDED ACTION: 1) Open the Public Hearing, receive public testimony, and close the Public Hearing regarding Fiscal Year 2021/22 mid-year budget adjustments; and 2) Adopt Resolution No. 2022-C19, a Resolution of the City Council of the City of Azusa adopting mid- year budget adjustments for the City of Azusa for the fiscal year commencing July 1, 2021 and ending June 30, 2022; and 3) Adopt Resolution No. 2022-UB01, a Resolution of the Utility Board of the City of Azusa adopting the budget and approving appropriations for Utilities for the fiscal year commencing July 1, 2021 and ending June 30, 2022; and 4) Receive, review and file Fiscal Year 2021/22 Second Quarter Budget-to-Actual report ending December 31, 2021. E. CONSENT CALENDAR – CITY COUNCIL The Consent Calendar adopting the printed recommended actions will be enacted with one vote. If Councilmembers or Staff wish to address any item on the Consent Calendar individually, it will be considered under SPECIAL CALL ITEMS. 1. MINUTES OF THE SPECIAL MEETING NOVEMBER 8, 2021. RECOMMENDED ACTION: Approve minutes as written. 3/7/2022 - 4 - 2. RESOLUTION AUTHORIZING PAYMENTS OF WARRANTS BY THE CITY DATED FEBRUARY 18, 2022 THROUGH MARCH 2, 2022. RECOMMENDED ACTION: Adopt Resolution No. 2022-C20 allowing certain claims and demands and specifying the funds out of which the same are to be paid. 3. HUMAN RESOURCES ACTION ITEMS. RECOMMENDED ACTION: Approve the following Personnel Action Requests in accordance with the City of Azusa Civil Service Rules and applicable Memorandum of Understanding(s). 4. REQUEST TO SOLICIT BIDS FOR ADMINISTRATIVE AND LABOR COMPLIANCE PROFESSIONAL SERVICES FOR THE CITY OF AZUSA COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM. RECOMMENDED ACTION: Authorize staff to circulate a Request for Proposals (RFP) for Community Development Block Grant Administrative and Labor Compliance Services. 5. REQUEST FOR QUALIFICATIONS (RFQ) FOR CITY BRANDING AND A COMPREHENSIVE UPDATE TO THE CITY’S GENERAL PLAN. RECOMMENDED ACTION: Authorize staff to circulate a Request for Qualifications (RFQ) for City Branding and a comprehensive update to the City’s General Plan. 6. PURCHASE ORDERS ISSUED IN FEBRUARY WITH CONTRACT AGREEMENTS EXECUTED BY CITY MANAGER. RECOMMENDED ACTION: Receive and file the list of purchase orders issued in February 2022 with contracts executed by the City Manager. F. ADJOURNMENT The meeting will be adjourned in memory of Elia Carreon, Lifelong Azusa Resident and Javier Adrian Meza, Long-Time Azusa Residents. We adjourn in solemn honor of those Azusans who we’ve lost to Covid-19.
