The recommended actions approves Personnel Action Requests reviewed and recommended by the Personnel
Board.
RECOMMENDATIONS:
Staff recommends the City Council take the following actions:

and applicable Memorandum of Understanding(s).

CITY OF AZUSA
Senior Geographic Information Sys tems Analyst
DEFINITION
Under administrative direction, performs a variety of responsible professional,
administrative, analytical and technical duties related to the development and analysis of
City wide geographic information system (GIS) data. Oversees projects and work tasks
and performs a variety of professional-level duties analyzing, implementing, and
operating GIS and databases used to generate maps, reports, files, and other
informational requirements.
CLASS CHARACTERISTICS
The Senior GIS Analyst works independently to diagnose and resolve complex GIS
problems and department needs. Incumbent will have a broad understanding of all GIS
functions. Incumbent exercises independent judgment and authority over assignments,
and will be able to manage a specialized departmental project.
For the purposes of seniority and layoffs under applicable MOU and local rules provisions,
the Senior GIS Analyst shall be included in the same “job class” as Senior IT Analyst.
ESSENTIAL FUNCTIONS
Knowledge of current principles, practices, terminology, and trends in Geographic
Information Systems usage and modern land based mapping application theory.
Provides development, support, and maintenance of new and existing GIS (Geographical
Information System) layers, data and GIS user applications in a LAN/WAN environment.
Maintains, and supports the City’s Geographic Information System (GIS); related
hardware and software including peripheral equipment, printers/plotters, GPS and other
mobile devices.
Provides advanced training and technical support to end users regarding GIS and related
hardware and software operations.
Provides procedures, principles, and best practices for the installation, configuration,
upgrading, operation, and troubleshooting of GIS related hardware and peripherals,
including printers/plotters, GPS devices and other related devices.
Develops GIS based solutions supplementing City operations; translates system
specifications and requirements into logical system processes. Integrates GIS
functionality into other City wide systems. Maintains GIS database management systems
for use in converting conventional maps into relations databases; updates databases as

appropriate
Develops and; coordinates the release of GIS data to outside agencies.
Defines and analyzes user systems requirements and outputs; performs problem
analysis; evaluates alternate solutions to meet user requirements.
Attends a variety of meetings and conferences; represents the Department in various
projects to internal customers and vendors.
Performs related duties as required.
QUALIFICATION GUIDELINES
Education and/or Experience
Any combination of education and/or experience that has provided the knowledge, skills
and abilities necessary for successful job performance. Example combinations include:
Associates degree in Computer Science, Computer Engineering, Information
Technology, GIS, Geography, Urban Planning, Civil Engineering, or related field, with
major course work in GIS; or very closely related field, industry-recognized specialized
training or certifications in area of expertise desired, and five (5) years related work
experience.
Knowledge and Skills
Strong Knowledge of principles and best practices of GIS design and administration; GIS
application usage; GIS software products specifically ESRI suite of software, including
ESRI’s ArcGIS Platform (ArcGIS, ArcCatalog, ArcServer), related extensions such as
Spatial Analyst; Autodesk AutoCAD Map and web-enabled GIS related software,
database maintenance; research methods and techniques related to collecting,
analyzing, and evaluating spatial data; project management methods and techniques;
modern mapping and drafting procedures; basic civil engineering terminology, methods,
and practices.
Ability to create and execute work goals and department projects per department
management; assign and coordinate work projects Ability to communicate clearly and
concisely, both orally and in writing; operate GIS systems and related applications,
servers, and software; understand customer requirements, and translate into GIS and
DBMS terms and actions; use independent judgment and initiative when making GIS
recommendations regarding GIS applications; establish and maintain effective working
relationships; explain and apply policies and procedures; interpret and apply rules,
regulations, legislation, and policies; understand and follow verbal and written directions;
work independently; read and interpret a variety of maps, drafts, and graphics related to
GIS conversions; develop, implement, and effectively maintain a GIS system.

SPECIAL REQUIREMENTS
Possession of and ability to maintain a valid Class C California Driver’s License and a
satisfactory driving record.
Environmental Conditions
Work is performed primarily in a standard office setting; incumbents may be required to
work extended hours including evenings and weekends from time-to-time.
Physical Conditions
Primary functions require sufficient physical ability and mobility to work in an office setting;
to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch,
reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to
operate office equipment requiring repetitive hand movement and fine coordination
including use of a computer keyboard; and to verbally communicate to exchange
information.
