All those attending in-person are required to follow posted guidelines. Those wishing to participate during Public Comment may do so in-person at the Azusa Auditorium, or may submit written public comments by emailing PublicComment@azusaca.gov. Emailed public comments are due by 5:30 p.m. and shall be limited to no more than 250 words. Written public comments will be provided to the City Council and will be part of the record but will not be read aloud. PUBLIC PARTICIPATION This time has been set aside for persons in the audience to make public comments on items listed on this Agenda only. Members of the audience will have the opportunity to address the City Council/Agency Board about public hearing items at the time the public hearing is held. Under the provisions of the Brown Act, the Council/Agency Board is prohibited from taking action on oral requests, but may refer the matter to staff or to a subsequent meeting. The Council/Agency Board will respond after public comment has been received. Each person or representative of a group shall be allowed to speak without interruption for up to five (5) continuous minutes, subject to compliance with applicable meeting rules. Questions to the speaker or responses to the speaker's questions or comments shall be handled after the speaker has completed his/her comments. Presentation by Los Angeles County Assessor Jeff Prang. D. SCHEDULED ITEMS 1. SELECTION OF MAYOR PRO-TEM. RECOMMENDED ACTION: 1) Approve the selection of Council Member Andrew N. Mendez., as Mayor Pro-Tem for a one-year term, expiring March, 2023. 2. ASSIGNMENT OF CITY COUNCIL MEMBERS TO OUTSIDE AGENCY BOARDS AND COMMITTEES, AND APPROVAL OF APPOINTMENTS TO EXISTING AND NEW COUNCIL AD-HOC & SUB-COMMITTEES. RECOMMENDED ACTION: 1) Assignments of outside Board and Committees for two-year period from March 2022 to March 2024; 2) Approve Resolution No. 2022-C21, Designating a Director and an Alternate of the Board of Directors of the League of California Cities; and 3) Approve Resolution No. 2022-C22, Appointing a City of Azusa Member to the City Selection Committee; 4) Approve Resolution No. 2022-C23, Designating an Alternate Member to the Governing Board of the County Sanitation District No. 22 of Los Angeles County; 5) Approve Resolution No. 2022-C24, Appointing Representative and Alternate Representative to the San Gabriel Valley Council of Governments; 6) Affirm or modify the existing Sub-Committee and Ad-Hoc Committee appointments; and 7) Appoint 2 members of the City Council to the Ad-Hoc Veterans Resources Committee. 3/21/2022 - 4 - E. CONSENT CALENDAR – CITY COUNCIL The Consent Calendar adopting the printed recommended actions will be enacted with one vote. If Councilmembers or Staff wish to address any item on the Consent Calendar individually, it will be considered under SPECIAL CALL ITEMS. 1. MINUTES OF THE REGULAR MEETING NOVEMBER 15, 2021 AND SPECIAL MEETING DECEMBER 13, 2021. RECOMMENDED ACTION: Approve minutes as written. 2. HUMAN RESOURCES ACTION ITEMS. RECOMMENDED ACTION: Approve the following Personnel Action Requests in accordance with the City of Azusa Civil Service Rules and applicable Memorandum of Understanding(s). 3. CITY TREASURER’S STATEMENT OF CASH AND INVESTMENT BALANCES FOR THE MONTH OF DECEMBER 2021. RECOMMENDED ACTION: Receive, review, and file the City Treasurer’s Report for the month of December 2021. 4. CONSIDERATION OF A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, RATIFYING THE PROCLAMATION OF A STATE OF EMERGENCY BY GOVERNOR NEWSOM (MARCH 4, 2020), AND AUTHORIZING REMOTE TELECONFERENCE MEETINGS OF THE LEGISLATIVE BODIES OF THE CITY OF AZUSA PURSUANT TO ASSEMBLY BILL 361. RECOMMENDED ACTION: Adopt Resolution No. 2022-C25, ratifying the proclamation of a State of Emergency by Governor Newsom (March 4, 2020), and authorizing remote teleconference meetings of the Legislative Bodies of the City of Azusa pursuant to Assembly Bill 361. 5. ATHORIZE STAFF TO SOLICIT A NOTICE OF INVITING BIDS FOR CITYWIDE LANDSCAPE AND IRRIGATION MAINTENANCE OF VARIOUS MEDIAN ISLANDS, PUBLIC FACILITIES, PARKS, AND RIGHT OF WAYS. RECOMMENDED ACTION: Approve the Notice of inviting bids and allow staff to solicit bids for citywide landscape and irrigation maintenance services. 6. APPROVE PURCHASE OF FOSTER+FREEMAN CRIME-LITE AUTO. RECOMMENDED ACTION: Approve the purchase of the Foster+Freeman Crime-Lite Auto. 3/21/2022 - 5 - 7. REQUEST TO INCREASE FISCAL YEAR 2021/22 BLANKET PURCHASE ORDER ROBERT P. SANDERSON INVESTIGATIONS. RECOMMENDED ACTION: Approve an increase to the Robert P. Sanderson Blanket Purchase Order for Fiscal Year 2021/22 to a not-to- exceed amount of $46,000.00 8. REQUEST TO AMEND EXISTING LEASE AGREEMENT WITH FLOCK SAFETY GROUP. RECOMMENDED ACTION: Approve the Amendment to the two-year lease of twenty-one (21) Automated License Plate Reader Cameras from Flock Group Inc, 1170 Howell Mill Rd NW Ste 210, Atlanta, GA 30318 to add Four (4) additional Automated License Plate Reader Cameras for a total of twenty-five (25) Automated License Plate Reader Cameras. 9. ACCEPTANCE OF PROJECT COMPLETION AND AUTHORIZATION TO FILE A NOTICE OF COMPLETION FOR THE ALOSTA AVENUE STREET IMPROVEMENTS PROJECT NO. STPL- 5112(020). RECOMMENDED ACTION: 1) Accept the project improvements; and 2) Authorize Staff to file a Notice of Completion for the Alosta Avenue Street Improvements Project No. STPL-5112(020). 10. PURCHASE OF BODY WORN CAMERA SYSTEM. RECOMMENDED ACTION: Approve the purchase a body worn camera system from LensLock Incorporated in an amount not to exceed $199,096.48; and Approve the purchase of this product as authorized under AMC Section 2-520(b), which allows us to make the purchase based on unique commodities or services that can be obtained from only one vendor, or one distributor authorized to sell in this area, with singular characteristics or performance capabilities or which have specific compatibility components with existing city products are exempt from the competitive bidding requirements and are deemed sole source purchases. F. ADJOURNMENT The meeting will be adjourned in memory of Thomas A. Daleo, Long time Azusa Resident. We adjourn in solemn honor of those Azusans who we’ve lost to Covid-19.
