COMMITTEES, AND APPROVAL OF APPOINTMENTS TO EXISTING AND NEW COUNCIL
AD-HOC & SUB-COMMITTEES
BACKGROUND:
City Council Members represent the City on various intergovernmental agencies, boards and
committees that consider policy and legislation that directly impacts the City. These assignments are
reviewed on a biennial basis following a General Municipal Election. This action requests that the City
Council assign Members of the Council to serve as representatives on outside agency boards and
committees and approve the existing Sub-Committee and Ad-Hoc Committee appointments, while
making any changes that the Council deems necessary for the period of April 2022 to March 2024.
RECOMMENDATION:
Staff recommends that the City Council approve the following:
1)Assignments of outside Board and Committees for two-year period from March 2022 to March
2024; and
2)Approve Resolution No. 2022-C21, Designating a Director and an Alternate of the Board of
Directors of the League of California Cities; and
3)Approve Resolution No. 2022-C22, Appointing a City of Azusa Member to the City Selection
Committee; and
4)Approve Resolution No. 2022-C23, Designating an Alternate Member to the Governing Board of
the County Sanitation District No. 22 of Los Angeles County; and
5)Approve Resolution No. 2022-C24, Appointing Representative and Alternate Representative to
the San Gabriel Valley Council of Governments; and
6)Affirm or modify the existing Sub-Committee and Ad-Hoc Committee appointments;
7)Appoint 2 members of the City Council to the Ad-Hoc Veterans’ Resources Committee.

ANALYSIS:
Every two years, the City Council assigns the Mayor or the Members of the Council to represent Azusa
on various outside Agency Boards and Committees. Some appointments are made by Resolution and
require that the Mayor serve in this capacity, and others are established by a majority vote of the Mayor
and City Council. From time to time there are changes that must be made, as some agencies require
regional representation for which appointments are made by several cities. This year, there have been
no changes in the number of agency boards and committees which require City representation and
Council appointment.
Appointments to outside Agency Boards and Committees are generally done every two years in March
following an election. Last year, the Azusa City Council approved moving the 2022 municipal election
to November in order to remain consistent with state law and the state’s general election. In this
scenario, Council appointments made in March 2022 may need to be reassessed following this year’s
election if the makeup of Council were to change. Therefore, Council may determine to proceed with
all board and committee appointments at this time, or determine to postpone select standing Council
appointments until after the November 2022 general election.
It should be clarified that for those boards and committees with current vacancies, Council must appoint
a representative to fill that capacity. Currently there are four (4) outside agencies with vacancies left as
a result of the untimely passing of former Councilmember Uriel E. Macias, and one (1) newly
established Council Ad-hoc Committee which requires Councilmember appointments.

San Gabriel Valley Council of Governments
Azusa-RMC Joint Powers Authority

SECTION 1. Name, a member of the City Council of the City of Azusa, is hereby selected
as the Director to serve on the Board of Directors of the Los Angeles Division of the League of
California Cities.
SECTION 2. Name, a member of the City Council of the City of Azusa, is hereby selected
as the alternate, to serve on the Board of Directors of the Los Angeles County Division of the League
of California Cities.
SECTION 3. The City Clerk shall certify to the adoption of this resolution and shall transmit

WHEREAS, Pursuant to its adoption of a Joint Powers Agreement creating a
San Gabriel Valley Council of Governments, on March 21, 1994, Resolution No. 94-C46, the City
Council of the City of Azusa designates two members from its body as representative and alternate
representative to the San Gabriel Valley Council of Governments.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of
Azusa, hereby designates Name as its representative, and Name as its alternate representative, to the
San Gabriel Valley Council of Governments.
