HomeMy WebLinkAboutE-10 Staff Report - Purchase of Body Worn CameraCONSENT ITEM E-10 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: SERGIO GONZALEZ, CITY MANAGER FROM: ROCKY WENRICK, INTERIM CHIEF OF POLICE DATE: MARCH 21, 2022 SUBJECT: PURCHASE OF BODY WORN CAMERA SYSTEM BACKGROUND: The use of body worn cameras has become the industry standard for law enforcement agencies. Public demands for increased transparency and accountability have raised expectations to a level that now warrants an explanation for not utilizing this technology. The Azusa Police Department is moving forward with the purchase of a body worn camera system, to be utilized by police officers and community service officers, to capture audio and video of public encounters primarily precipitated by enforcement activity. The videos captured by the body worn camera system will enhance the department’s ability to adjudicate complaints and provide documented evidence in support of criminal prosecutions. Additionally, the camera system will increase public trust as it establishes greater levels of transparency and accountability. RECOMMENDATION(S): It is recommended that the City Council take the following actions: 1. Approve the purchase a body worn camera system from LensLock Incorporated in an amount not to exceed $199,096.48; and 2. Approve the purchase of this product as authorized under AMC Section 2-520(b), which allows us to make the purchase based on unique commodities or services that can be obtained from only one vendor, or one distributor authorized to sell in this area, with singular characteristics or performance capabilities or which have specific compatibility components with existing city products are exempt from the competitive bidding requirements and are deemed sole source purchases. ANALYSIS: APPROVED CITY COUNCIL 3/21/2022 Body Worn Camera System March 21, 2022 Page 2 LensLock Incorporated has developed a tailored SaaS business offering for law enforcement agencies across the United States. As part of their service, they create a specific customized solution, mobile application and desktop software application, and unlimited outsourced redaction services uniquely based on specific client needs. The LensLock body worn camera system bid covers a four-year period. LensLock will provide seventy- three generation 12 body worn cameras; Three docking stations; Twenty-five hours of Veritone Redaction; unlimited Prograde Outsourced Redaction; CAD integration with Spillman; on-site implementation and training; software and database maintenance. The annual cost breakdown over four years is as follows: Company Lenslock Year 1 $49,774.12 Year 2 $49,774.12 Year 3 $49,774.12 Year 4 $49,774.12 Total $199,096.48 FISCAL IMPACT: There will be no fiscal impact to the General Fund, as this purchase will be made from SLESA account (26 20 310 000 7140). $198,130 was included in the FY2021-22 approved capital outlay budget under 26 20 310 000 7140, and upon council approval, staff will prepare a budget amendment and increase the budget by $967 ($199,096.48-$198,130). SLESA Account expenditure will not exceed $199,096.48, to include purchase, outfitting, training and delivery of the LensLock body worn camera system.
