CORONAVIRUS (COVID-19) ADVISORY
This City Council Meeting will be in-person and open to the public, observing appropriate COVID-19 safety
precautions. All those attending in-person are required to follow posted guidelines. Those wishing to participate
during Public Comment may do so in-person at the Azusa Auditorium, or may submit written public comments
by emailing PublicComment@azusaca.gov. Emailed public comments are due by 5:30 p.m. and shall be limited
to no more than 250 words. Written public comments will be provided to the City Council and will be part of
the record but will not be read aloud.

NOTICE TO THE PUBLIC FOR CLOSED SESSION
Prior to going into closed session, the City Council will convene in the Auditorium serving as Council
Chambers to take public comment on the closed session items only. General public comment will be provided
for during the regular portion of the meeting beginning at 7:30 P.M.

In compliance with Government Code Section 54957.5, copies of staff reports or other written documentation
relating to each item of business referred to on the Agenda are on file in the Office of the City Clerk - 213 E.
Foothill Blvd.; copies for public view are at the Azusa City Library - 729 N. Dalton Ave., Azusa Police
Department Lobby - 725 N. Alameda Ave., and the City of Azusa Web Page www.azusaca.gov. Persons who
wish to speak during the Public Participation portion of the Agenda or on a Public Hearing item, shall fill out a
card requesting to speak and shall submit it to the City Clerk prior to 7:30 P.M.; cards submitted after this time
will not be accepted.

CEREMONIAL
1) Azusa Chamber of Commerce to present checks from the proceeds of the Casino Night Fundraiser to Azusa
Little League, Azusa Raiders, and Azusa Little League Softball.
2) Presentation of Proclamation proclaiming April 23, 2022 as Arbor Day in the City of Azusa.
3) Presentation of Proclamation proclaiming April 2022 as Autism Awareness Month in the City of Azusa.
4) Presentation of Proclamation proclaiming April 2022 as Donate Life Month in the City of Azusa.

B. PUBLIC PARTICIPATION
This time has been set aside for persons in the audience to make public comments on items listed or not listed
on this Agenda. Members of the audience will have the opportunity to address the City Council/Agency Board
about public hearing items at the time the public hearing is held. Under the provisions of the Brown Act, the
Council/Agency Board is prohibited from taking action on oral requests, but may refer the matter to staff or to a
subsequent meeting. Each person or representative of a group shall be allowed to speak without interruption
for up to five (5) continuous minutes, subject to compliance with applicable meeting rules. Questions to the
speaker or responses to the speaker's questions or comments may be handled after the speaker has completed
his/her comments. Public Participation will be limited to sixty (60) minutes.
C. REPORTS, UPDATES, AND ANNOUNCEMENTS FROM STAFF/COUNCIL
1. City Manager Communications.
2. City Clerk: Request to accept applications for one (1) vacancy on Personnel Board.
D. SCHEDULED ITEMS
1. CONSIDERATION AND ADOPTION OF A RESOLUTION ESTABLISHING A SMALL
BUSINESS SUPPORT GRANT PROGRAM FOR LOCAL BUSINESSES IMPACTED BY THE
COVID-19 PANDEMIC AND AMENDING THE FISCAL YEAR 2021-22 BUDGET IN THE
AMOUNT OF $500,000.
RECOMMENDED ACTION:
1) Consider and provide direction regarding a proposed scope for the establishment of a Small Business
Support Grant Program;
2) Adopt Resolution No. 2022-C27, establishing an Azusa Small Business Support Grant Program and
authorizing staff to proceed with its implementation; and
3) Approve an amendment to the Fiscal Year 2021-22 Budget for a total not-to-exceed amount of $500,000
from General Fund reserves to the Small Business Grant Program.
E. CONSENT CALENDAR – CITY COUNCIL
The Consent Calendar adopting the printed recommended actions will be enacted with one vote. If
Councilmembers or Staff wish to address any item on the Consent Calendar individually, it will be considered
under SPECIAL CALL ITEMS.
1. MINUTES OF THE REGULAR MEETING JANUARY 18, 2022.
RECOMMENDED ACTION:
Approve minutes as written.

2. RESOLUTION AUTHORIZING PAYMENTS OF WARRANTS BY THE CITY DATED MARCH 3,
2022 THROUGH MARCH 30, 2022.
RECOMMENDED ACTION:
Adopt Resolution No. 2022-C28 allowing certain claims and demands and specifying the funds out of which
the same are to be paid.
3. HUMAN RESOURCES ACTION ITEMS.
RECOMMENDED ACTION:
Approve the following Personnel Action Requests in accordance with the City of Azusa Civil Service Rules
and applicable Memorandum of Understanding(s).
4. CITY TREASURER’S STATEMENT OF CASH AND INVESTMENT BALANCES FOR THE
MONTH OF JANUARY 2022.
RECOMMENDED ACTION:
Receive, review, and file the City Treasurer’s Report for the month of January 2022.
5. ACCEPTANCE OF “DIA DE LOS NIÑOS” GRANT FROM THE CALIFORNIA STATE
LIBRARY.
RECOMMENDED ACTION:
Accept the grant award from the California State Library and approve necessar y budget amendments for the
current fiscal year budget accordingl y.
6. CONSIDERATION OF AN EXCLUSIVE NEGOTIATING AGREEMENT WITH SPECTRUM
PROPERTIES FOR THE DEVELOPMENT OF A NEW POST OFFICE WITH AN ADDITIONAL
USE OR USES AT 975 WEST FOOTHILL BOULEVARD (APNS: 8605-019-906 AND 907).
RECOMMENDED ACTION:
Approve an Exclusive Negotiating Agreement (“ENA”) with Spectrum Properties, which allows for a
period of exclusive negotiations between the City and Spectrum Properties for the purpose of preparing
major elements of the proposed development, including, but not limited to: a site plan, design schematics,
technical and economic studies, and the pre-development obligations of all parties; and Authorize the
Mayor to, on behalf of the City, execute the ENA in a form acceptable to the City Attorney, including any
additional non-substantive changes.
7. APPROVE MEMORANDUM OF UNDERSTANDING WITH AZUSA PACIFIC UNIVERSITY
FOR CITY OF AZUSA EMPLOYEE TUITION DISCOUNT PROGRAM.
RECOMMENDED ACTION:
Approve the attached Memorandum of Understanding with Azusa Pacific University providing tuition
discount programs to all eligible employees and their dependents.

8. APPROVAL OF AZUSA POLICE DEPARTMENT INTERIOR AND EXTERIOR PAINTING.
RECOMMENDED ACTION:
Approve the Azusa Police Department Building Painting for Interior and Exterior by Trademark Painting
Inc, 889 Mission Blvd, Riverside, CA 92509 in an amount not to exceed $49,938.00 for Interior and
$51,600.00 for Exterior.
9. PURCHASE ORDERS ISSUED IN MARCH WITH CONTRACT AGREEMENTS EXECUTED BY
CITY MANAGER.
RECOMMENDED ACTION:
Receive and file the list of purchase orders issued in March 2022.
10. APPROVE SECOND AMENDMENT TO THE AGREEMENT WITH BADAWI & ASSOCIATES
CERTIFIED PUBLIC ACCOUNTANTS FOR PROFESSIONAL AUDITING SERVICES.
RECOMMENDED ACTION:
Approve a Second Amendment for a One (1) year extension to the professional services agreement with
Badawi & Associates Certified Public Accountants for auditing services; and Authorize the City Manager to
execute Second Amendment with Badawi & Associates, in a form acceptable to the City Attorney, on behalf
of the City; and Authorize an increase to Badawi & Associates Certified Public Accountants from $59,680
to $61,470 for fiscal year 2021/22 auditing services.
F. CONSENT CALENDAR - SUCCESSOR AGENCY RELATED BUSINESS.
1. RESOLUTION AUTHORIZING PAYMENT OF WARRANTS BY THE SUCCESSOR AGENCY
DATED FEBRUARY 18, 2022 THROUGH MARCH 30, 2022.
RECOMMENDED ACTION:
1) Adopt Resolution No. 2022-R05 allowing certain claims and demands to be paid out of Successor
Agency Funds.
G. ADJOURNMENT
The meeting will be adjourned in memory of Corroundlet Sheard, long time Azusa Resident. We also
adjourn in solemn honor of those Azusans who we’ve lost to Covid-19.
