CORONAVIRUS (COVID-19) ADVISORY
This City Council Meeting will be in-person and open to the public, observing appropriate COVID-19 safety
precautions. All those attending in-person are required to follow posted guidelines. Those wishing to participate
during Public Comment may do so in-person at the Azusa Auditorium, or may submit written public comments
by emailing PublicComment@azusaca.gov. Emailed public comments are due by 5:30 p.m. and shall be limited
to no more than 250 words. Written public comments will be provided to the City Council and will be part of
the record but will not be read aloud.

NOTICE TO THE PUBLIC FOR REGULAR MEETING.
In compliance with Government Code Section 54957.5, copies of staff reports or other written documentation
relating to each item of business referred to on the Agenda are on file in the Office of the City Clerk - 213 E.
Foothill Blvd.; copies for public view are at the Azusa City Library - 729 N. Dalton Ave., Azusa Police
Department Lobby - 725 N. Alameda Ave., and the City of Azusa Web Page www.azusaca.gov. Persons who
wish to speak during the Public Participation portion of the Agenda or on a Public Hearing item, shall fill out a
card requesting to speak and shall submit it to the City Clerk prior to 7:30 P.M.; cards submitted after this time
will not be accepted.

1. Certificate of Recognition to Retiring Chief of Police Mike Bertelsen on his 28 years of service to the City
and the Community of Azusa.
B. PUBLIC PARTICIPATION
This time has been set aside for persons in the audience to make public comments on items listed or not listed
on this Agenda. Members of the audience will have the opportunity to address the City Council/Agency Board
about public hearing items at the time the public hearing is held. Under the provisions of the Brown Act, the
Council/Agency Board is prohibited from taking action on oral requests, but may refer the matter to staff or to a
subsequent meeting. Each person or representative of a group shall be allowed to speak without interruption
for up to five (5) continuous minutes, subject to compliance with applicable meeting rules. Questions to the
speaker or responses to the speaker's questions or comments may be handled after the speaker has completed
his/her comments. Public Participation will be limited to sixty (60) minutes.
C. REPORTS, UPDATES, AND ANNOUNCEMENTS FROM STAFF/COUNCIL
1. City Manager Communications.
2. Presentation on Mosquito “Bite Back” Campaign by Levy Sun, Director of Communications with SGV
Mosquito & Vector Control District, and Presentation of Proclamation Proclaiming April 17-23, 2022 as
California Mosquito Awareness Week in the City of Azusa.

D. SCHEDULED ITEMS
1. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, ADDING
SECTION (7) TO ARTICLE VII, SECTION 18-532 OF THE CITY OF AZUSA MUNICIPAL
CODE TO AUTHORIZE LIMITED ESTATE SALES TO BE CONDUCTED IN THE CITY OF
AZUSA.
RECOMMENDED ACTION:
1) Waive full reading, read by title only and introduce Ordinance No. 2022-01:
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA,
ADDING SECTION (7) TO ARTICLE VII, SECTION 18-532 OF THE CITY OF AZUSA
MUNICIPAL CODE TO AUTHORIZE LIMITED ESTATE SALES TO BE CONDUCTED IN
THE CITY OF AZUSA
E. CONSENT CALENDAR – CITY COUNCIL
The Consent Calendar adopting the printed recommended actions will be enacted with one vote. If
Councilmembers or Staff wish to address any item on the Consent Calendar individually, it will be considered
under SPECIAL CALL ITEMS.
1. MINUTES OF THE SPECIAL MEETING OCTOBER 25, 2021.
RECOMMENDED ACTION:
Approve minutes as written.
2. RESOLUTION AUTHORIZING PAYMENTS OF WARRANTS BY THE CITY DATED MARCH
31, 2022 THROUGH APRIL 13, 2022.
RECOMMENDED ACTION:
Adopt Resolution No. 2022-C29 allowing certain claims and demands and specifying the funds out of which
the same are to be paid.
3. HUMAN RESOURCES ACTION ITEMS.
RECOMMENDED ACTION:
Approve the following Personnel Action Requests in accordance with the City of Azusa Civil Service Rules
and applicable Memorandum of Understanding(s).
4. DECLARATION THAT THE PROPERTY LOCATED AT 736 AND 740 NORTH ANGELENO
AVENUE (ASSESSOR PARCEL NUMBERS 8608-021-901 AND 8608-021-902) IS EXEMPT
SURPLUS LAND PURSUANT TO GOVERNMENT CODE SECTION 54221(f)(1)(A).
RECOMMENDED ACTION:
Find that the declaration of exempt surplus land is exempt from environmental review pursuant to the
California Environmental Quality Act pursuant to CEQA Guidelines Section 15312 (Surplus Government
Property Sales); and adopt Resolution No. 2022-C30 declaring that the property located at 736 and 740
North Angeleno Avenue is exempt surplus land pursuant to Government Code Section 54221 (f)(1)(A).

5. DECLARATION THAT THE PUBLIC INTEREST AND CONVENIENCE REQUIRE THE
CONVEYANCE OF CERTAIN REAL PROPERTY LOCATED AT 736 AND 740 NORTH
ANGELENO AVENUE (ASSESSOR’S PARCEL NUMBERS 8608-021-901 AND 8608-021-902),
DECLARING THE CITY’S INTENT TO CONVEY SUCH PROPERTY, AND SETTING A
PUBLIC HEARING TO CONSIDER CONVEYANCE.
RECOMMENDED ACTION:
Find that the declaration of intent to dispose of the property located at 736 and 740 North Angeleno Avenue
is exempt from environmental review pursuant to the California Environmental Quality Act; and adopt
Resolution No. 2022-C31 declaring that the public interest and convenience require the conveyance of
property identified as 736 and 740 North Angeleno Avenue (Assessor Parcel Numbers 8608-021-901 and
8608-021-902), declaring the City’s intent to convey, and setting a public hearing to consider
conveyance.
6. CONSIDERATION OF A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA,
CALIFORNIA, RATIFYING THE PROCLAMATION OF A STATE OF EMERGENCY BY
GOVERNOR NEWSOM (MARCH 4, 2020), AND AUTHORIZING REMOTE
TELECONFERENCE MEETINGS OF THE LEGISLATIVE BODIES OF THE CITY OF AZUSA
PURSUANT TO ASSEMBLY BILL 361.
RECOMMENDED ACTION:
Adopt Resolution No. 2022-C32, ratifying the proclamation of a State of Emergency by Governor Newsom
(March 4, 2020), and authorizing remote teleconference meetings of the Legislative Bodies of the City of
Azusa pursuant to Assembly Bill 361.
7. FINDING OF PUBLIC BENEFIT AND APPROVAL OF SPECIAL ASSISTANCE PROGRAM
APPLICATION AND FUND DISBURSEMENT ON BEHALF OF THE GLADSTONE HIGH
SCHOOL BASEBALL PROGRAM.
RECOMMENDED ACTION:
Approve $200 of Special Assistance funds to the Gladstone High School Baseball Program for associated
expenses related to athlete uniforms, safety gear and equipment; and make a finding that the community at
large will receive a public benefit from the expenditure of funds for the recommended items.
8. CITY TREASURER’S STATEMENT OF CASH AND INVESTMENT BALANCES FOR THE
MONTH OF FEBRUARY 2022.
RECOMMENDED ACTION:
Receive, review, and file the City Treasurer’s Report for the month of February 2022.
9. ACCEPTANCE OF “LUNCH AT THE LIBRARY” GRANT FROM THE CALIFORNIA LIBRARY
ASSOCIATION.
RECOMMENDED ACTION:
Accept the grant award from the California Library Association; and approve necessar y budget amendments
and adjust the fiscal year budget accordingl y.

10. CONSIDERATION OF A PROFESSIONAL SERVICES AGREEMENT AMENDMENT WITH
WILLDAN FOR CONSTRUCTION MANAGEMENT AND INSPECTION SERVICES FOR THE
ALOSTA AVENUE STREET IMPROVEMENTS PROJECT NO. STPL-5112(020).
RECOMMENDED ACTION:
Approve an agreement amendment in the amount of $7,923.30, which includes a 10% contingency for
potential change orders, increasing the not-to-exceed amount to $90,216.30, in a form acceptable to the City
Attorney, on behalf of the City; and Authorize the City Manager to execute an agreement amendment with
Willdan, in a form acceptable to the City Attorney, on behalf of the City.
11. PURCHASE OF EMERGENCY PORTABLE RADIOS.
RECOMMENDED ACTION:
Approve the purchase of Motorola radio equipment in an amount not to exceed $199,346.00; and Approve
the purchase of this product as authorized under AMC Section 2-520(a), which allows us to deem supplies
or equipment needed to be compatible with existing equipment already in use or which have specific
compatibility components with existing city products as exempt from the competitive bidding requirements
and are deemed sole source purchases.
12. REQUEST TO APPROVE AN EQUIPMENT RENTAL AGREEMENT WITH SOUTHERN
CALIFORNIA ASSOCIATION OF GOVERNMENTS FOR USE OF THEIR KIT OF PARTS
EQUIPMENT.
RECOMMENDED ACTION:
Approve an Equipment Rental Agreement with Southern California Association of Governments for the use of their
Kit of Parts equipment as part of their Go Human active transportation encouragement campaign; and Authorize the
City Manager to execute the agreement, in substantial form, subject to minor modifications acceptable to the City
Attorney, on behalf of the City.
13. APPROVAL OF A MEMORANDUM OF UNDERSTANDING (MOU) WITH AZUSA GOLDEN
DAYS NONPROFIT.
RECOMMENDED ACTION:
Approve an agreement with Azusa Golden Days nonprofit; and Authorize the City Manager to execute the
amendments, in a form acceptable to the City Attorney, on behalf of the City.
14. APPROVAL TO INCREASE BLANKET PURCHASE ORDER 036259 WITH DEBRA L. REILLY
FOR LEGAL SERVICES FOR HUMAN RESOURES.
RECOMMENDED ACTION:
Waive the competitive bidding process as authorized under Azusa Municipal Code Section. 2-517(a)(14) –
Attorney Services; and Approve the increase of Blanket Purchase Order 036259 to Debra L. Reilly in the
amount not to exceed $75,000 for Legal Analysis and Investigative Services.

15. APPROVE THE IMPROVEMENT PLANS AND SPECIFICATIONS FOR THE ARROW
HIGHWAY STREET RESURFACING AND HIGHWAY SAFETY IMPROVEMENT PROJECT;
FEDERAL PROJECT NO. HSIPL-5112(019) AND AUTHORIZE STAFF TO SOLICIT A NOTICE
OF INVITING BIDS.
RECOMMENDED ACTION:
Approve the project plans and specifications; and Authorize staff to solicit a Notice of Inviting Bids for the
Arrow Highway Street Resurfacing and Highway Safety Improvement Project; Federal Project No. HSIPL-
5112(019)
16. REQUEST TO AMEND PROFESSIONAL SERVICES AGREEMENT (1ST AMENDMENT PSA)
WITH ELEVATED ENTITLEMENTS TO PROVIDE GENERAL PLANNING SUPPORT
SERVICES FOR THE PLANNING DIVISION.
RECOMMENDED ACTION:
Approve the Professional Services Agreement Amendment No. 1 that will increase the monies with
Elevated Entitlements to provide planning support services for the Planning Division; and Authorize the
City Manager to prepare and execute the agreements, in a form acceptable to the City Attorney, on behalf of
the City; and Approve necessary budget amendment and adjust the current fiscal year budget accordingly.
F. CONSENT CALENDAR - SUCCESSOR AGENCY RELATED BUSINESS.
1. RESOLUTION AUTHORIZING PAYMENT OF WARRANTS BY THE SUCCESSOR AGENCY
DATED MARCH 31, 2022 THROUGH APRIL 13, 2022.
RECOMMENDED ACTION:
1) Adopt Resolution No. 2022-R06 allowing certain claims and demands to be paid out of Successor
Agency Funds.
