SUBJECT: PURCHASE OF EMERGENCY PORTABLE RADIOS
BACKGROUND:
The use of emergency portable radios is an important element of safety for sworn and non-sworn
officers working patrol operations. The ability to communicate efficiently and clearly is essential for
operations. It is a necessary piece of equipment that can be lifesaving. Equipment for purchase includes
all-spectrum portable radios, programming cables and multi-radio bank charger(s) in an amount not to
exceed $199,346.00.
RECOMMENDATION:
Staff recommends the City Council take the following actions:
1)Approve the purchase of Motorola radio equipment in an amount not to exceed $199,346.00; and
2)Approve the purchase of this product as authorized under AMC Section 2-520(a), which allows us to
deem supplies or equipment needed to be compatible with existing equipment already in use or
which have specific compatibility components with existing city products as exempt from the
competitive bidding requirements and are deemed sole source purchases.
ANALYSIS:
Motorola Solutions Inc. has a law enforcement program with a current discount rate of 27% to 50%.
They provide all-spectrum portable radios, programming cables and multi-radio bank charger(s). The
number of radios and equipment purchased will depend on the rate offered by Motorola Solutions, Inc.
at the time of purchase. The Motorola equipment will be purchased from Motorola Solutions, Inc.
located at 725 S. Figueroa St. Ste. 1870, Los Angeles, CA, 90017.

FISCAL IMPACT:
There will be no fiscal impact to the General Fund, as this purchase will be made from SLESA funds.
The requested not to exceed amount of $199,346 was included in the FY 2021-22 Approved Budget
under account 26-20-310-000-7140, to purchase, outfit, train and deliver the Motorola emergency radio
equipment
