CORONAVIRUS (COVID-19) ADVISORY
This City Council Meeting will be in-person and open to the public, observing appropriate COVID-19 safety
precautions. All those attending in-person are required to follow posted guidelines. Those wishing to participate
during Public Comment may do so in-person at the Azusa Auditorium, or may submit written public comments
by emailing PublicComment@azusaca.gov. Emailed public comments are due by 5:30 p.m. and shall be limited
to no more than 250 words. Written public comments will be provided to the City Council and will be part of
the record but will not be read aloud.

NOTICE TO THE PUBLIC FOR CLOSED SESSION
Prior to going into closed session, the City Council will convene in the Auditorium serving as Council
Chambers to take public comment on the closed session items only. General public comment will be provided
for during the regular portion of the meeting beginning at 7:30 P.M.

NOTICE TO THE PUBLIC FOR REGULAR MEETING.
In compliance with Government Code Section 54957.5, copies of staff reports or other written documentation
relating to each item of business referred to on the Agenda are on file in the Office of the City Clerk - 213 E.
Foothill Blvd.; copies for public view are at the Azusa City Library - 729 N. Dalton Ave., Azusa Police
Department Lobby - 725 N. Alameda Ave., and the City of Azusa Web Page www.azusaca.gov. Persons who
wish to speak during the Public Participation portion of the Agenda or on a Public Hearing item, shall fill out a
card requesting to speak and shall submit it to the City Clerk prior to 7:30 P.M.; cards submitted after this time
will not be accepted.

4. Presentation of Proclamation proclaiming May 1-7, 2022 as the ‘53rd Annual Municipal Clerks Week’ in the
City of Azusa.
5. Presentation of Proclamation proclaiming May 1-7, 2022 as ‘National Small Business Week’ in the City of

B. PUBLIC PARTICIPATION
This time has been set aside for persons in the audience to make public comments on items listed or not listed
on this Agenda. Members of the audience will have the opportunity to address the City Council/Agency Board
about public hearing items at the time the public hearing is held. Under the provisions of the Brown Act, the
Council/Agency Board is prohibited from taking action on oral requests, but may refer the matter to staff or to a
subsequent meeting. Each person or representative of a group shall be allowed to speak without interruption
for up to five (5) continuous minutes, subject to compliance with applicable meeting rules. Questions to the
speaker or responses to the speaker's questions or comments may be handled after the speaker has completed
his/her comments. Public Participation will be limited to sixty (60) minutes.
C. REPORTS, UPDATES, AND ANNOUNCEMENTS FROM STAFF/COUNCIL

D. SCHEDULED ITEMS
1. FIRST READING – ORDINANCE REVISING CHAPTER 2, ARTICLE III – TEMPORARY
APPOINTMENTS.
RECOMMENDED ACTION:
1) Waive further readying, read be title only, and introduce Ordinance No. 2022-02.
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA AMENDING CHAPTER 2,
ARTICLE III, SECTION 2-194 OF THE AZUSA MUNICIPAL CODE RELATING TO
TEMPORARY APPOINTMENTS.
2. DISCUSSION REGARDING 2022 SUMMER MEETING SCHEDULE.
RECOMMENDED ACTION:
1) Discuss and provide direction to Staff.
E. CONSENT CALENDAR – CITY COUNCIL
The Consent Calendar adopting the printed recommended actions will be enacted with one vote. If
Councilmembers or Staff wish to address any item on the Consent Calendar individually, it will be considered
under SPECIAL CALL ITEMS.
1. MINUTES OF THE SPECIAL MEETING JANUARY 24, 2022 AND MARCH 28, 2022.
RECOMMENDED ACTION:
Approve minutes as written.

2. RESOLUTION AUTHORIZING PAYMENTS OF WARRANTS BY THE CITY DATED APRIL 14,
2022 THROUGH APRIL 27, 2022.
RECOMMENDED ACTION:
Adopt Resolution No. 2022-C33 allowing certain claims and demands and specifying the funds out of which
the same are to be paid.
3. HUMAN RESOURCES ACTION ITEMS.
RECOMMENDED ACTION:
Approve the following Personnel Action Requests in accordance with the City of Azusa Civil Service Rules
and applicable Memorandum of Understanding(s).
4. APPROVE LETTER OF AGREEMENT WITH AZUSA UNIFIED SCHOOL DISTRICT (AUSD)
FOR FINANCIAL SUPPORT OF SUMMER PROGRAMMING.
RECOMMENDED ACTION:
Approve a Letter of Agreement with the Azusa Unified School District to fund eight weeks of summer
programming for the 2022 summer, with an option to extend through the summer of 2023; and Authorize the
City Manager to execute the Agreement, in a form acceptable to the City Attorney, on behalf of the City,
subject to non-substantive changes made by City Manager and City Attorney.
5. ACCEPTANCE OF GRANT FROM CALIFORNIA LIBRARY LITERACY SERVICES (CLLS).
RECOMMENDED ACTION:
Accept the grant award from California Library Literacy Services (CLLS); and Approve necessary budget
amendments and adjust the current fiscal year budget accordingl y.
6. CONSIDERATION OF A RESOLUTION SETTING THE NUMBER OF TRANSITIONAL
FIREWORKS SALES PERMITS FOR 2022.
RECOMMENDED ACTION:
Approve Resolution No. 2022-C34 setting the number of transitional fireworks sales permits available for
2022 at two (2).
7. APPROVAL OF SECOND AMENDMENT FOR MAINTENANCE SERVICES AGREEMENT
BETWEEN THE CITY OF AZUSA AND CROSSTOWN ELECTRICAL & DATA INC.
RECOMMENDED ACTION:
Approve the Second Amendment to the Maintenance Services Agreement between the City of Azusa and
Crosstown Electrical & Data Inc.; and Authorize the City Manager to execute the Contract Amendment, in a
form acceptable to the City Attorney, on behalf of the City.

8. PURCHASE OF SECURITY CAMERA SYSTEM.
RECOMMENDED ACTION:
Approve the purchase of a security camera system from LensLock Incorporated in an amount not to exceed
$99,915.00 in year (1) one and a total not to exceed $164,245.86 over the 48 month contract period; and
Approve the purchase of this product as authorized under AMC Section 2-520(b), which allows us to make
the purchase based on unique commodities or services that can be obtained from only one vendor, or one
distributor authorized to sell in this area, with singular characteristics or performance capabilities or which
have specific compatibility components with existing city products that are exempt from the competitive
bidding requirements and are deemed sole source purchases.
9. ACCEPTANCE OF PROJECT COMPLETION, AND AUTHORIZATION TO FILE A NOTICE OF
COMPLETION FOR CABLING INFRASTRUCTURE PROJECT.
RECOMMENDED ACTION:
Accept the project improvements; and Authorize Staff to file a Notice of Completion for the Structured
Cabling Infrastructure project.
F. SECOND READING ORDINANCES
1. SECOND READING OF ORDINANCE NO. 2022-01 ADDING SECTION (7) TO ARTICLE VII,
SECTION 18-532 OF THE CITY OF AZUSA MUNICIPAL CODE TO AUTHORIZE LIMITED
ESTATE SALES TO BE CONDUCTED IN THE CITY OF AZUSA.
RECOMMENDED ACTION:
1) Read by title only, second reading and adoption, Ordinance No. 2022-01;
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, ADDING
SECTION (7) TO ARTICLE VII, SECTION 18-532 OF THE CITY OF AZUSA MUNICIPAL CODE
TO AUTHORIZE LIMITED ESTATE SALES TO BE CONDUCTED IN THE CITY OF AZUSA
G. ADJOURNMENT
The meeting will be adjourned in memory of Lucy Avila Villatoro and Pierre Domingo Royere, Lifelong
Azusa Residents. We also adjourn in solemn honor of those Azusans who we’ve lost to Covid-19.
