The City Council of the City of Azusa met in special session at the above date and time in the Azusa Light & Water located at 729 N. Azusa Ave, Azusa, CA 91702. SPECIAL MEETING OF THE CITY COUNCIL Mayor Gonzales called the Special meeting to order at 6:52 P.M. CITY COUNCIL ROLL CALL: Roll call was taken by City Clerk Cornejo. PRESENT: COUNCILMEMBERS: BECKWITH, MENDEZ, ALVAREZ, AVILA, GONZALES ABSENT: COUNCILMEMBERS: ALSO PRESENT Elected Officials: City Clerk Cornejo. Staff Members: Deputy City Manager De Anda-Scaia, City Attorney Martinez, Interim Utilities Director Torres, Assistant Director of Electric Operations Vuong, Administration and Finance Manager Smith, Interim Chief Wenrick, Chief Deputy City Clerk Garcia. PUBLIC COMMENT None SCHEDULED ITEMS RESOLUTION DECLARING THE CITY’S INTENTION TO TRANSITION FROM AT-LARGE TO DISTRICT-BASED CITY COUNCIL ELECTIONS. City Attorney Martinez presented the Staff Report. In response to Council questions City Attorney Martinez confirmed the City has not received a letter of threat of litigation as defined in the California Voting Rights Act (CVRA). This Resolution would cut off the ability of someone following through as required within the California Voting Rights Act for a formal threat. Mayor Gonzales stated the City Council is taken action due to a possible threat of litigation received at a City Council meeting dearing Public Comment and that this action was not Council initiated. Motion by Mayor Pro-Tem Mendez, seconded by Councilmember Beckwith and carried by unanimous vote of the Council to adopt Resolution No. 2022-C26. RESOLUTION NO. 2022-C26, WAS ADOPTED DECLARING ITS INTENTION TO TRANSITION FROM AT-LARGE TO DISTRICT-BASED ELECTIONS BY THE NOVEMBER, 2024 GENERAL MUNICIPAL ELECTION PURSUANT TO CALIFORNIA ELECTIONS CODE SECTION 10010(e)(3)(A), AND FINDING THIS TRANSITION EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT PURSUANT TO STATE CEQA GUIDELINES SECTIONS 15061(b)(3), 15320, AND 15378(b)(5) AYES: COUNCILMEMBERS: GONZALES, MENDEZ, ALVAREZ, AVILA, BECKWITH NOES: COUNCILMEMBERS: NONE ABSTAIN: COUNCILMEMBERS: NONE ABSENT: COUNCILMEMBERS: NONE CONSENT ITEM E-1 APPROVED CITY COUNCIL 5/2/2022 COUNCIL COMMENTS None ADJOURNMENT TIME OF ADJOURNMENT: 7:01 P.M. __________________________________________ CITY CLERK
