The recommended action approves Personnel Action Requests reviewed and recommended by the Personnel Board.
RECOMMENDATION:
Staff recommends the City Council take the following action:

CITY OF AZUSA
ASSISTANT WATER UTILITY ENGINEER
DEFINITION
Under general supervision, performs a variety of field and office sub-professional civil engineering
work in the research, design and construction of water capital infrastructure, improvements,
maintenance, and construction projects; prepares a diverse range of engineering plans, technical
specifications, calculations, studies, reports and special conditions for new developments; conducts
site visits to monitor construction project progress; and performs related duties as required.
CLASS CHARACTERISTICS
Incumbents of this class perform sub-professional routine and complex engineering assignments and
are responsible for independent engineering analysis and recommendations. Incumbents assist in
carrying out assigned water system capital improvement designs, construction, and maintenance
projects, and designs for new and upgraded water services for new developments and customers.
Incumbents work under the direction of a Senior Water System Engineer, Water System Engineer,
and Associate Water Utility Engineer, to perform moderately difficult sub-professional engineering
work.
ESSENTIAL FUNCTIONS
The duties listed below are intended only as illustrations of the various types of work that may be
performed. The omission of specific statements of duties does not exclude them from the position if
the work is similar, related or a logical assignment to this class.
Designs and prepares plans, specifications, and cost estimates for water projects, including new
developments, and capital improvement projects; reviews and updates engineering standard
drawings, specifications, design criteria and technical reports; prepares project related documents;
researches project design requirements and obtains necessary permits; performs complex calculations
and makes estimates of time and material costs.
Performs inspections of construction projects to verify conformance with plans and specifications.
Investigates field conditions affecting property owners, contractors, and maintenance operations and
makes recommendations; assists in technical studies and prepares reports and recommendation
related to water utility civil engineering projects, such as new developments, capital improvements,
and other specialized studies.
Participates in the plan check, review, and processing of plans for proposed residential, commercial,
and industrial developments by checking site plans and tentative and final subdivision maps for
compliance with appropriate regulations and ensures that they meet all City-imposed requirements;
prepares conditions of approval and will serve letters.
Assists developers, contractors, consultants, customers, and other City departments and staff at the

public counter, and communicates and corresponds in writing by email and telephone; responds to
records requests; calculates fees and issues water work orders.
Reviews legal descriptions and maps for annexations and easements; prepares and maintains a
variety of maps related to the water system; revises design plans to reflect as-built status.
May assist in directing the work of engineering interns who are in training; leads the work of same as
required.
Performs related duties as assigned.

QUALIFICATIONS GUIDELINES
Education and/or Experience: Any combination of education and/or experience that has provided
the knowledge, skills, and abilities necessary for satisfactory job performance. Example
combinations include a bachelor’s of science degree or equivalent, with work in civil engineering or
closely related field,. or a Senior in college expected to graduate within the year.
Possession of an Engineer-In Training Certificate issued in the State of California is desired.
Knowledge and Skill Levels: Considerable knowledge of engineering principles and practices as
applied to public works, including planning and development, design, and construction; methods and
techniques utilized in the preparation of water utility project designs and related plans, specifications,
and cost estimates; related federal and state laws, ordinances, and regulations. Working knowledge
of the methods and techniques of supervision. Ability to communicate clearly and concisely, both
orally and in writing; keep accurate records; analyze data and information and draw logical
conclusions; perform sub-professional engineering work; use and care of engineering and drafting
instructions and equipment; conduct inspections of water utility projects; perform engineering
calculations; prepare engineering plans; communicate effectively with a variety of personnel and
establish/maintain effective working relationships; explain and apply policies and procedures;
interpret and apply rules, regulations, legislation, and policies; understand and follow verbal and
written directions; work independently; operate a computer and use a variety of computer software,
including Microsoft Office, Microsoft Project, Bluebeam, ESRI GIS, and AutoCAD.
Special Requirements: Possession of a Class C California driver's license and a satisfactory driving
record.
Environmental Conditions
Work is performed primarily in a standard office setting and in the field; field work may include
exposure to inclement weather conditions, road hazards, vibration, chemicals, hazardous machinery,
and fumes; employees may interact with upset staff and/or public and private representatives in
interpreting and enforcing departmental policies and procedures; incumbents may be required to

work extended hours including evenings and weekends from time-to-time.
Physical Conditions
Primary functions require sufficient physical ability and mobility to work in an office setting; to
stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and
twist; to lift, carry, push, and/or pull up to 50 pounds of weight; to operate office equipment
requiring repetitive hand movement and fine coordination including use of a computer keyboard; and
to verbally communicate to exchange information.
When assigned to field inspection, must possess mobility to work in changing site conditions;
possess the strength, stamina, and mobility to perform light to medium physical work; to operate a
motor vehicle and visit various City sites; to sit, stand, and walk on level, uneven, or slippery
surfaces; to reach, twist, turn, kneel, and bend; vision to inspect site conditions and work in progress.
The job involves fieldwork requiring frequent walking in operational areas to identify problems or
hazards, with exposure to hazardous materials in some site locations.
