HomeMy WebLinkAboutE-8 Staff Report - PD Security Camera SystemCONSENT ITEM E-8 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: SERGIO GONZALEZ, CITY MANAGER FROM: ROCKY WENRICK, INTERIM CHIEF OF POLICE DATE: MAY 2, 2022 SUBJECT: PURCHASE OF SECURITY CAMERA SYSTEM BACKGROUND: An analysis of our current security camera system has revealed significant gaps in coverage and technical capabilities. The addition of the Metro train station, Target retail store and residential units have significantly increased the pedestrian and vehicular traffic in and around our facility. The ability to monitor activity, coordinate response and capture video evidence that can be used to facilitate prosecution is extremely limited with our current camera system. The LensLock camera system will enhance our capabilities in the aforementioned areas. RECOMMENDATIONS: It is recommended that the City Council take the following actions: 1) Approve the purchase of a security camera system from LensLock Incorporated in an amount not to exceed $99,915.00 in year (1) one and a total not to exceed $164,245.86 over the 48 month contract period; and 2)Approve the purchase of this product as authorized under AMC Section 2-520(b), which allows us to make the purchase based on unique commodities or services that can be obtained from only one vendor, or one distributor authorized to sell in this area, with singular characteristics or performance capabilities or which have specific compatibility components with existing city products are exempt from the competitive bidding requirements and are deemed sole source purchases. ANALYSIS: APPROVED CITY COUNCIL 5/2/2022 Body Worn Camera System March 21, 2022 Page 2 The LensLock security camera system bid includes 45 cameras; installation and hardware; two 100TB servers, one of which will be used exclusively for jail video storage; unlimited off-site storage via Microsoft Azure cloud; on-site implementation and training; as well as software and database maintenance. The video footage stored with this system will be compatible with the redaction software and the evidence management system acquired with our LensLock body worn cameras. The LensLock security camera system bid covers a four-year period. The annual cost breakdown over four years is as follows: Company Lenslock Year 1 Total $99,915.00 Year 2 (Storage and Database Fee) $21,443.62 Year 3 (Storage and Database Fee) $21,443.62 Year 4 (Storage and Database Fee) $21,443.62 FISCAL IMPACT: There will be no fiscal impact to the General Fund, as the year 1 purchase was included in the FY2021- 22 Approved Capital Outlay Budget under SLESA account (26 20 310 000 7140). SLESA Account expenditure will not exceed $99,915.00, to include purchase, installation, training and delivery of the LensLock security camera system in year (1) one. Total cost not to exceed $164,245.86 over the 48- month contract period. The budgets for year 2 through 4 will be requested through the annual budget approval process.
