CORONAVIRUS (COVID-19) ADVISORY
This City Council Meeting will be in-person and open to the public, observing appropriate COVID-19 safety
precautions. All those attending in-person are required to follow posted guidelines. Those wishing to participate
during Public Comment may do so in-person at the Azusa Auditorium, or may submit written public comments
by emailing PublicComment@azusaca.gov. Emailed public comments are due by 5:30 p.m. and shall be limited
to no more than 250 words. Written public comments will be provided to the City Council and will be part of
the record but will not be read aloud.

NOTICE TO THE PUBLIC FOR CLOSED SESSION
Prior to going into closed session, the City Council will convene in the Auditorium serving as Council
Chambers to take public comment on the closed session items only. General public comment will be provided
for during the regular portion of the meeting beginning at 7:30 P.M.
1. PUBLIC EMPLOYEE DISCIPLINE/DISMISSAL/RELEASE – Pursuant to California Government
Code Section 54957.

NOTICE TO THE PUBLIC FOR REGULAR MEETING.
In compliance with Government Code Section 54957.5, copies of staff reports or other written documentation
relating to each item of business referred to on the Agenda are on file in the Office of the City Clerk - 213 E.
Foothill Blvd.; copies for public view are at the Azusa City Library - 729 N. Dalton Ave., Azusa Police
Department Lobby - 725 N. Alameda Ave., and the City of Azusa Web Page www.azusaca.gov. Persons who
wish to speak during the Public Participation portion of the Agenda or on a Public Hearing item, shall fill out a
card requesting to speak and shall submit it to the City Clerk prior to 7:30 P.M.; cards submitted after this time
will not be accepted.

CEREMONIAL
1. Presentation of Proclamation proclaiming May 15-21, 2022 as ‘National Public Works Week’ in the City of
Azusa.
B. PUBLIC PARTICIPATION
This time has been set aside for persons in the audience to make public comments on items listed or not listed
on this Agenda. Members of the audience will have the opportunity to address the City Council/Agency Board
about public hearing items at the time the public hearing is held. Under the provisions of the Brown Act, the
Council/Agency Board is prohibited from taking action on oral requests, but may refer the matter to staff or to a
subsequent meeting. Each person or representative of a group shall be allowed to speak without interruption
for up to five (5) continuous minutes, subject to compliance with applicable meeting rules. Questions to the
speaker or responses to the speaker's questions or comments may be handled after the speaker has completed
his/her comments. Public Participation will be limited to sixty (60) minutes.

C. REPORTS, UPDATES, AND ANNOUNCEMENTS FROM STAFF/COUNCIL
1. City Manager Communications.
D. SCHEDULED ITEMS
1. PUBLIC HEARING - CONSIDERATION OF A DISPOSITION AND DEVELOPMENT
AGREEMENT (“DDA”) BETWEEN THE CITY OF AZUSA AND SAN GABRIEL VALLEY
HABITAT FOR HUMANITY, INC. FOR DEVELOPMENT OF REAL PROPERTY GENERALLY
KNOWN AS 736 AND 740 NORTH ANGELENO AVENUE (APNS: 8608-021-901 AND 8608-021-
902).
RECOMMENDED ACTION:
1) Open the public hearing and receive testimony from the public regarding the proposed sale of the
Property;
2) Close the public hearing and, if any protest was received regarding the sale of the Property, overrule the
protest by a 4/5 majority vote;
3) Find that the project is exempt from CEQA pursuant to Section 15061(b)(3) as it can be seen with
certainty that there is no possibility that the activity in question may have a significant effect on the
environment.
4) Approve Resolution No. 2022-C35 approving the DDA with San Gabriel Valley Habitat for Humanity;
and
5) Authorize the City Manager to execute the DDA, subject to any non-substantive revisions approved by
the City Attorney, and perform any other obligations of the City under the DDA.
2. UPDATE ON PROGRAMS AND SERVICES PROVIDED TO UNSHELTERED INDIVIDUALS
AND A DISCUSSION ON OPTIONS FOR ESTABLISHING A LOCAL SHELTER TO FURTHER
ADDRESS THE NEEDS AND IMPACTS RELATED TO THOSE EXPERIENCING
HOMELESSNESS.
RECOMMENDED ACTION:
1) Receive and file a report on the City’s efforts to provide outreach and services to those experiencing
homelessness; and
2) Discuss the need for and options related to establishing a local shelter to further address the needs and
impacts related to individuals experiencing homelessness.
E. CONSENT CALENDAR – CITY COUNCIL
The Consent Calendar adopting the printed recommended actions will be enacted with one vote. If
Councilmembers or Staff wish to address any item on the Consent Calendar individually, it will be considered
under SPECIAL CALL ITEMS.

1. MINUTES OF THE REGULAR MEETING FEBRUARY 7, 2022.
RECOMMENDED ACTION:
Approve minutes as written.
2. RESOLUTION AUTHORIZING PAYMENTS OF WARRANTS BY THE CITY DATED APRIL 28,
2022 THROUGH MAY 11, 2022.
RECOMMENDED ACTION:
Adopt Resolution No. 2022-C36 allowing certain claims and demands and specifying the funds out of which
the same are to be paid.
3. HUMAN RESOURCES ACTION ITEMS.
RECOMMENDED ACTION:
Approve the following Personnel Action Requests in accordance with the City of Azusa Civil Service Rules
and applicable Memorandum of Understanding(s).
4. CITY TREASURER’S STATEMENT OF CASH AND INVESTMENT BALANCES FOR THE
MONTH OF MARCH 2022.
RECOMMENDED ACTION:
Receive, review, and file the City Treasurer’s Report for the month of March 2022.
5. ADOPT A RESOLUTION IDENTIFYING A LIST OF PROJECTS FOR FISCAL YEAR 2022-2023
FUNDED BY SB 1: THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017.
RECOMMENDED ACTION:
Adopt Resolution No. 2022-C37 identifying the projects for Fiscal Year 2022-2023 funded by SB 1.; and
Authorize staff to reallocate existing RMRA funds in the amount of $840,000 to the Arrow Highway Street
Resurfacing and Highway Safety Improvement Project No. HSIPL-5112(019); and Authorize staff to
program existing RMRA funds in the amount of $900,000 from the FY2021-2022 Residential Roadway
Rehabilitation Project to FY2022-23 in the CalSMART system.
6. ACCEPTANCE OF PROJECT COMPLETION AND AUTHORIZATION TO FILE A NOTICE OF
COMPLETION FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)
SIDEWALK AND ADA IMPROVEMENTS PROJECT NO. 602307-21 LOCATED AT THE
INTERSECTIONS OF RODECKER DRIVE AND DUELL STREET, RODECKER DRIVE AND
2ND STREET, RODECKER DRIVE AND HANKS STREET, AND FIFTH STREET AND
ROCKVALE AVENUE.
RECOMMENDED ACTION:
Accept the project improvements; and Authorize Staff to file a Notice of Completion for the CDBG-funded
Sidewalk and ADA Improvements Project No. 602307-21.

7. ACCEPTANCE OF GRANT FROM CALIFORNIA STATE LIBRARY.
RECOMMENDED ACTION:
Accept the grant award from California State Library; and Approve necessar y budget amendments and
adjust the budgets accordingl y.
8. APPROVAL OF FY 2022-23 CITY OF AZUSA CO-SPONSORSHIPS.
RECOMMENDED ACTION:
Approve the proposed co-sponsorships for FY 2022-23.
9. CONSIDERATION OF A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA,
CALIFORNIA, RATIFYING THE PROCLAMATION OF A STATE OF EMERGENCY BY
GOVERNOR NEWSOM (MARCH 4, 2020), AND AUTHORIZING REMOTE
TELECONFERENCE MEETINGS OF THE LEGISLATIVE BODIES OF THE CITY OF AZUSA
PURSUANT TO ASSEMBLY BILL 361.
RECOMMENDED ACTION:
Adopt Resolution No. 2022-C38, ratifying the proclamation of a State of Emergency by Governor Newsom
(March 4, 2020), and authorizing remote teleconference meetings of the Legislative Bodies of the City of
Azusa pursuant to Assembly Bill 361.
10. PURCHASE OF LARGE DIGITAL MESSAGE BOARD
RECOMMENDED ACTION:
Approve the purchase of a large digital message board in an amount not to exceed $33,945.98 as listed in
the Azusa Police Department’s Capital Improvement budget for 2021-2022.
11. APPROVE A 1-YEAR EXTENSION AGREEMENT BETWEEN THE CITY OF AZUSA AND
INTER-CON SECURITY SYSTEMS, INC. FOR ONGOING PARKING ENFORCEMENT
SERVICES.
RECOMMENDED ACTION:
Approve a 1-year extension agreement between the City of Azusa and Inter-Con Security Systems, Inc. for
parking enforcement services in an amount not to exceed $189,329.36 annually; and authorize the City
Manager, or designee, to execute the Agreement, in a form acceptable to the City Attorney, on behalf of the
City, and approve subject to non-substantive changes approved by the City Attorney and City Manager.

12. APPROVAL OF LICENSE AGREEMENT WITH AZUSA PACIFIC UNIVERSITY (APU) FOR
THE USE OF SLAUSON PARK COMMMUNITY POOL/AZUSA AQUATICS CENTER.
RECOMMENDED ACTION:
Approve the License Agreement with APU for Slauson Park Community Pool/ Azusa Aquatics Center; and
Authorize the City Manager to execute the use License Agreement in a form acceptable to the City
Attorney, on behalf of the City, subject to non-substantive changes made by City Manager and City
Attorney.
13. CONSIDERATION OF A SPECIAL EVENT PERMIT APPLICATION BY SPECTRUM SPORTS
ON BEHALF OF ONELEGACY TO CONDUCT THE DONATE4LIFE 5K RUN WALK 2022 ON
FOOTHILL BOULEVARD AND CITRUS AVENUE.
RECOMMENDED ACTION:
Authorize the City Manager to execute the Special Event Permit Agreement for OneLegacy’s Donate4Life
5K Run Walk, operated by Spectrum Sports, in a form acceptable to the City Attorney, on behalf of the
City; and Authorize the City Manager to execute the Reimbursement Agreement for OneLegacy’s
Donate4Life 5K Run Walk, operated by Spectrum Sports, in a form acceptable to the City Attorney, on
behalf of the City.
F. SECOND READING ORDINANCES
1. SECOND READING – ORDINANCE REVISING CHAPTER 2, ARTICLE III – TEMPORARY
APPOINTMENTS.
RECOMMENDED ACTION:
1) Read be title only, second reading and adoption, Ordinance No. 2022-02.
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA AMENDING CHAPTER 2,
ARTICLE III, SECTION 2-194 OF THE AZUSA MUNICIPAL CODE RELATING TO
TEMPORARY APPOINTMENTS.
G. CONSENT CALENDAR - SUCCESSOR AGENCY RELATED BUSINESS.
1. RESOLUTION AUTHORIZING PAYMENT OF WARRANTS BY THE SUCCESSOR AGENCY
DATED APRIL 14, 2022 THROUGH MAY 11, 2022.
RECOMMENDED ACTION:
1) Adopt Resolution No. 2022-R07 allowing certain claims and demands to be paid out of Successor
Agency Funds.
