HomeMy WebLinkAboutE-5 Staff Report - FY22-23 Resolution SB1CONSENT ITEM E-5 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: SERGIO GONZALEZ, CITY MANAGER FROM: ROBERT DELGADILLO, P.E., DIRECTOR OF PUBLIC WORKS/CITY ENGINEER DATE: MAY 16, 2022 SUBJECT: ADOPT A RESOLUTION IDENTIFYING A LIST OF PROJECTS FOR FISCAL YEAR 2022-2023 FUNDED BY SB 1: THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017 BACKGROUND: Senate Bill (SB) 1, the Road Repair and Accountability Act of 2017 (Chapter 5, Statutes of 2017) was passed by the Legislature and Signed into law by the Governor in April 2017 to address the significant multi-modal transportation funding shortfalls statewide. The State Controller deposits various portions of this new funding into the newly created Road Maintenance and Rehabilitation Account (RMRA). A percentage of this new RMRA funding is apportioned by formula to eligible cities and counties. Prior to receiving an apportionment of RMRA funds from the State Controller in a fiscal year, cities and counties must submit to the California Transportation Commission a list of projects proposed to be funded with RMRA funds. The proposed action adopts Resolution No. 2022-C37 identifying a list projects for Fiscal Year 2022-2023 funded by SB 1. RECOMMENDATIONS: Staff recommends that the City Council take the following actions: 1)Adopt Resolution No. 2022-C37 identifying the projects for Fiscal Year 2022-2023 funded by SB 1.; and 2)Authorize staff to reallocate existing RMRA funds in the amount of $840,000 to the Arrow Highway Street Resurfacing and Highway Safety Improvement Project No. HSIPL- 5112(019); and APPROVED CITY COUNCIL 5/16/2022 Resolution Identifying List of Projects for FY 2022-2023 Funded by SB 1 May 16, 2022 Page 2 3) Authorize staff to program existing RMRA funds in the amount of $900,000 from the FY2021-2022 Residential Roadway Rehabilitation Project to FY2022-23 in the CalSMART system . ANALYSIS: The Road Repair and Accountability Act of 2017 was created by Senate Bill 1, approved by a two- thirds majority of the Legislature, and signed by Governor Edmund G. Brown Jr. on April 28, 2017. The law provides a new and much needed infusion of money to maintain and rehabilitate the state highway and local streets system. It is projected to raise a total of $54 billion over the next ten years, divided between state and local governments. Caltrans and other state agencies are due to receive roughly half of that amount - $26 billion. The other half will go to local roads, transit agencies, and an expansion of the state’s growing network of pedestrian and cycle routes. The funds will be generated by a combination of higher gas and diesel taxes at the pump, new road improvement fees assessed on vehicles at the time of registration, and a special fee on zero- emission vehicles. The State Controller deposits various portions of this new funding into the newly created Road Maintenance and Rehabilitation Account. A percentage of the funding is apportioned by formula to eligible cities and counties pursuant to the Streets and Highways Code. The City is projected to receive $1,130,319 in Fiscal Year 2022-2023 in SB1 funds. Prior to receiving an apportionment of RMRA funds from the State Controller in a fiscal year, cities and counties must submit to the California Transportation Commission a list of projects proposed to be funded with RMRA funds. In Fiscal Year 2018-2019, RMRA funds in the amount of $840,000 were apportioned for the Gladstone Street Pavement Rehabilitation per approved Resolution No. 2018-C39, adopted on May 7, 2018. Since these funds have not been utilized, staff proposes to reallocate these funds to partially fund the Arrow Highway Street Resurfacing & Highway Safety Improvement Project No. HSIPL-5112(019). The apportioned RMRA funds for Fiscal Year 2021-2022 Residential Roadway Rehabilitation Project per approved Resolution No. 2021-C32, adopted June 21, 2021, have not been utilized in the current fiscal year. The City intends to move forward with the proposed project in the upcoming fiscal year and requests to have these funds programmed in the 2022-23 Fiscal Year budget. The proposed projects to be funded with Fiscal Year 2022-2023 RMRA funds include: Arrow Highway Street Resurfacing & Highway Safety Improvement Project No. HSIPL- 5112(019 This project will rehabilitate the pavement on Arrow Highway from 500 feet west of Azusa Avenue to 855 feet east of Citrus Avenue with a 2-Inch Cold Mill, construction of a 2-Inch Asphalt Rubber Hot Mix (ARHM) and/or 3-Inch Asphalt Concrete Overlay. Resolution Identifying List of Projects for FY 2022-2023 Funded by SB 1 May 16, 2022 Page 3 Proposed Schedule for Completion: June 2023 Estimated Useful Life: 15-20 years without major repair work required. FY 2021-2022 Residential Roadway Rehabilitation Project This project will rehabilitate the pavement on various residential streets identified on Resolution No. 2021-C32 with Cape Seal, Slurry Seal and Asphalt Concrete Overlay treatments. Proposed Schedule for Completion: December 2022 Estimated Useful Life: 7-10 years without major repair work required. Staff proposes to fund the following project with its Fiscal Year 2022-2023 apportionment of RMRA funds: FY 2022-2023 Residential Roadway Rehabilitation Project This project will rehabilitate the pavement on several residential streets with a Crack Fill and Cape Seal treatment. Those Streets include the following: Street Name Limits of Rehabilitation Sunset Avenue Eleventh Street to Crescent Drive Orange Avenue Eleventh Street to Crescent Drive Enid Avenue Eleventh Street to Crescent Drive McKeever Street Eleventh Street to Crescent Drive This project will rehabilitate the pavement on several residential streets with a Crack Fill and Slurry Seal treatment. Those Streets include the following: Street Name Limits of Rehabilitation Crescent Drive Angeleno Avenue to Vernon Avenue Ninth Street San Gabriel Avenue to Angeleno Avenue Tenth Street San Gabriel Avenue to Vernon Avenue Eleventh Street San Gabriel Avenue to Vernon Avenue This project will rehabilitate the pavement on several residential streets/alleys with a 2- Inch Cold Mill and 2” Asphalt Concrete Overlay. The limits of these improvements are as listed below: Street Name Limits of Rehabilitation Twelfth Street Easterly Cul-de-sac to Vernon Avenue Thirteenth Street Easterly Cul-de-sac to Vernon Avenue Alleyway Bounded by San Gabriel Avenue, Angeleno Avenue, Twelfth Street, and Railroad Tracks Alleyway Bounded by Angeleno Avenue, Sunset Avenue, Tenth Resolution Identifying List of Projects for FY 2022-2023 Funded by SB 1 May 16, 2022 Page 4 Street, and Crescent Drive These road segments were specifically selected since they are identified in the City’s Pavement Management System Report with a mid-level Pavement Condition Index, meaning the proposed segments require maintenance to extend their useful life by 7-10 years depending on use. This proposed project is anticipated to be completed by June 2023. FISCAL IMPACT: There is no fiscal impact associated with the recommended action. The City is projected to receive $1,130,319 in Fiscal Year 2022-2023 from the Road Repair and Accountability Act of 2017. Upon Council approval, staff will set up a new project and prepare a budget amendment and add $840,000 in SB1 fund for the Arrow Highway Street Resurfacing. Johnson Sergio Gonzalez Director of Administrative Services City Manager Attachments: 1) Resolution No. 2022-C37 2) Project Exhibits 3) Approved Resolution No. 2018-C39 4) Approved Resolution No. 2021-C32 RESOLUTION NO. 2022-C37 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, ADOPTING A LIST OF PROJECTS FOR FISCAL YEAR 2022-2023 FUNDED BY SB 1: THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017 WHEREAS, Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017 (Chapter 5, Statutes of 2017) was passed by the Legislature and Signed into law by the Governor in April 2017 to address the significant multi-modal transportation funding shortfalls statewide; and WHEREAS, the City of Azusa is eligible to receive Road Maintenance and Rehabilitation Account (RMRA) Funds from the SB 1: The Road Repair and Accountability Act of 2017 ; and WHEREAS, SB 1 includes accountability and transparency provisions that will ensure the residents of our City are aware of the projects proposed for funding in our community and which projects have been completed each fiscal year; and WHEREAS, the City of Azusa must adopt by resolution a list of projects proposed to receive fiscal year funding from the Road Maintenance and Rehabilitation Account (RMRA), created by SB 1, which must include a description and the location of each proposed project, a proposed schedule for the project’s completion, and the estimated useful life of the improvement; and WHEREAS, all projects proposed to receive RMRA funding must be included in a city budget that is adopted by the applicable city council at a regular public meeting; and WHEREAS, this is the sixth year in which the City of Azusa is receiving SB 1 funding and will enable the City to continue essential road maintenance and rehabilitation projects, safety improvements, and increasing access and mobility options for the traveling public that would not have otherwise been possible without SB 1; and WHEREAS, the City of Azusa used a Pavement Management System to develop the SB 1 project list to ensure revenues are being used on the most high-priority and cost- effective projects that also meet the community’s priorities for transportation investment; and, WHEREAS, the funding from SB 1 will help the City maintain and rehabilitate streets/roads, and active transportation infrastructure throughout the City this year and similar projects into the future; and WHEREAS, in Fiscal Year 2018-2019, RMRA funds were apportioned for the Gladstone Street Pavement Rehabilitation Project per approved Resolution No. 2018- C39, adopted May 7, 2018, but have not been utilized; and WHEREAS, in Fiscal Year 2021-2022, RMRA funds were apportioned for the Residential Roadway Rehabilitation Project per approved Resolution No. 2021-C32, adopted June 21, 2021, but have not been utilized; and Attachment 1 WHEREAS, the following projects are proposed to be funded with the Fiscal Year 2022-2023 apportionment of RMRA Funds: Title: Arrow Highway Street Resurfacing and Highway Safety Improvement Project No. HSIPL-5112(019) Description: This project will rehabilitate the pavement on Arrow Highway from 500 feet west of Azusa Avenue to 855 feet east of Citrus Avenue with a 2-Inch Cold Mill, construction of a 2-Inch Asphalt Rubber Hot Mix (ARHM) and/or 3-Inch Asphalt Concrete Overlay. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. Approves the reallocation of apportioned RMRA funds from the Gladstone Street Pavement Rehabilitation Project to partially fund the Arrow Highway Street Resurfacing and Highway Safety Improvement Project No. HSIPL-5112(019). SECTION 2. Approves the apportioned RMRA funds for the FY 2021-2022 Residential Roadway Rehabilitation Project to be programmed in the 2022-23 Fiscal Year budget. SECTION 3. Approves programming the Arrow Highway Street Resurfacing & Highway Safety Improvement Project No. HSIPL-5112(019), and the FY 2022-2023 Residential Roadway Rehabilitation Project in the 2022-23 Fiscal Year budget. SECTION 4. The City Clerk shall certify the adoption of this resolution. PASSED, APPROVED and ADOPTED this 16th day of May, 2022.
