HomeMy WebLinkAboutE-6 Staff Report - NOC CDBG Sidewalk and ADA Improvements Project 602307-21CONSENT ITEM E-6 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: SERGIO GONZALEZ, CITY MANAGER FROM: ROBERT DELGADILLO, P.E., DIRECTOR OF PUBLIC WORKS/CITY ENGINEER DATE: MAY 16, 2022 SUBJECT: ACCEPTANCE OF PROJECT COMPLETION AND AUTHORIZATION TO FILE A NOTICE OF COMPLETION FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) SIDEWALK AND ADA IMPROVEMENTS PROJECT NO. 602307-21 LOCATED AT THE INTERSECTIONS OF RODECKER DRIVE AND DUELL STREET, RODECKER DRIVE AND 2ND STREET, RODECKER DRIVE AND HANKS STREET, AND FIFTH STREET AND ROCKVALE AVENUE BACKGROUND: On December 13, 2021, the City Council awarded a contract to Kalban Inc. for the Sidewalk and Americans with Disabilities (ADA) Act Improvements Project No. 602307-21, funded by the City of Azusa Community Development Block Grant (CDBG) Program (FY 2021-2022). The project was completed on March 16, 2022. The proposed actions will accept the improvements and authorize Staff to file a Notice of Completion for the project. RECOMMENDATIONS: Staff recommends that the City Council take the following actions: 1)Accept the project improvements; and 2)Authorize Staff to file a Notice of Completion for the CDBG-funded Sidewalk and ADA Improvements Project No. 602307-21. APPROVED CITY COUNCIL 5/16/2022 Notice of Completion for CDBG Sidewalk and ADA Improvements Project No. 602307-21 May 16, 2022 Page 2 ANALYSIS: The completed project repaired uplifted/damaged sidewalks and installed curb ramps in compliance with the latest standards for ADA requirements. The project focused on areas that qualified for CDBG funds. The areas addressed were at the intersections of Rodecker Drive and Duell Street, Rodecker Drive and 2nd Street, Rodecker Drive and Hanks Street, and Fifth Street and Rockvale Avenue. The final improvements included the installation of twelve (12) ADA curb ramps, replacement of 4,464 square feet of 8-inch-thick P.C.C. spandrel and 80 square feet of new 4-inch-thick P.C.C. sidewalk. Although the project improvements were completed on March 16, 2022, federally- funded construction projects are required to be reviewed by the Los Angeles County Development Authority (LACDA) to ensure contract and labor compliance. The LACDA completed its Labor Compliance File Review on April 28, 2022 and the Clearance Letter is pending.
