The City Council of the City of Azusa met in adjourned
session at the above time and place.
Mayor Solem called the meetingto order.
Present at Roll Call: Councilmen: Rubio, Decker, Snyder,
Clark, Solem
Also Present: Honorable William R. Mayes, City Adminis-
trator Dangleis, Director of Public Works
Wells, Superintendent of Light & Power
Gerharz, Associate Planning Director Fitz-
simmons, Accounting Director Cooney, Dorothy
Roehrich, Deputy City Clerk, City Clerk Klarr.
City Clerk Klarr stated that by Resolution No. 5964, adopted
April 3, 1972, the City Clerk was authorized to canvass the
results of the General Municipal Election held -on April 11,
1972, and declared that all total votes.cast tally out
exactly the same as on the night of the election. Copies of
the City Clerk's Certificate of Canvass were distributed to
Council.
A Resolution was presented, reciting the fact of the Gen-
eral Municipal Election held April 11, 1972, declaring the
results thereof. Included in this Resolution is the Certi-
ficate of Canvass, marked Exhibit "A", declaring there were
eight (8) candidates and a measure, and declaring that
Willard'R. Decker and Fernando A. Rubio as Members of the
City Council, Dean F. Klarr as City Clerk, and Robert E.
Talley as City Treasurer, were the four candidates with the
top number of votes, and further declared that the measure
relating to duration of probationary period for employees
has been passed.

RESOLUTION NO. 5975
A RESOLUTION OF THE CITY COUNCIL OF THE CITY_
OF AZUSA, CALIFORNIA, RECITING THE FACT OF
THE GENERAL MUNICIPAL ELECTION HELD IN SAID
CITY OF AZUSA ON THE 11TH DAY OF APRIL, 1972
DECLARING THE RESULT THEREOF AND •SUCH OTHER -
MATTERS AS ARE -PROVIDEIJ Blf•LAW., -
WHEREAS, a regular'general municipal election was held
'and conducted'in the City of Azusa, Oounty of -Los Angeles, State of
California, on.Tuesday, the llth,day of April, 1972, as required by
law; and .
I-1HEREAS, notice of said election was duly -and regularly
given in time,•form and manner as provided by law; that voting precincts
were properly established; that election officers -were appointed and
that in all respects said election was held and conducted and the votes
cast thereat, received and canvassed and the returns made and declared
in time, form and manner as required by the provisions of the Elections
Code of the State of California for the holding of elections in cities;
and
WHEREAS, pursuant to Resolution No. 5964, adopted the
3rd day of April, 1972, the City Clerk of the City of Azusa canvassed
the returns of said election and has certified the results to this
City Council, said results,are received, 'attached and made a part hereof
as 'Exhibit A."
NOW, THEREFORE, THE CITY COUNCIL'OF THE CITY OF AZUSA,
CALIFORNIA, DOES RESOLVE AS FOLLOWS:
SECTION 1. That there were 20 voting precincts estab-
lished for the purpose of holding said election consisting of consoli-
'dations of the regular election precincts in the City of Azusa as
established for the holding of state and county elections..
SECTION 2. That said regular general municipal election
was held for the purpose of electing the following officers of"said
City as required by the laws relating to cities in the State of Calif =
ornia, to wit:
Two (2) Members of the•City Council of said -City for the
full term of -four years; ,
A City Clerk of said City for the'full term of four years.
A City Treasurer of said City for the full term of -four
years;
SECTION 3. -That at said regular general municipal
election, the following measure was submitted to the electors of said
Clty, to wit:
"Shall the first paragraph of Section 8 of the
civil service initiative ordinance of the City
of Azusa, adopted by the voters of the City on
April 11, 1950, be amended to require the
personnel board by rule to provide for a period
of probation not to exceed one year In length,
in place of the present six months probationary
period, during which an employee may be rejected?"
SECTION 4. That the whole number of votes cast in
said City (except absent voter ballots) was 2,718.
That the whole number of absent voter ballots cast in
said City was 27, making a total of 2,745 votes cast in said City.

SECTION 7. The Cffty Clerk shall enter on the 'records
of the City Council of said Citf, a statement of the result of said
election, showing:

(1) The whole number of votes cast in the city;
(2) The names' of; the persons voted -for; '

'SECTION 8:: -That-=the City Clerk shall immediately make
and, upon compliance by the persons elected with�the provisions of
Section 11565 and Section 11568 of the Elections Code of -the State'of
California, shall 'deliver to each of such persons;so elected a Certificate
of Election signed.by him and duly authenticated; that he shall -also-,
administer to each -person elected,:the Oath of'Office prescribed in the
State Constitution of the -,State of California and shall have them sub-
scribe thereto and file the same in his office: .Whereupon, each and .
all of said persons so elected shall be inducted into the respective
office to which they have -been elected.,
SECTION'9• That the City -Clerk shall certify to the
passage and adoption -of this resolution; shall enter the'same in the.
book of original Resolutions of said City; and.shall,make a minute of•�,.
the passage and adoption thereof in the records of the proceedings -of,
the City Council'of said,City, in the minutes of'.the meeting at which •_
the same is passed and adopted.

Moved by Councilman Clark, seconded by Councilman Snyder
and unanimously carried that further reading be waived.
Moved by Councilman Clark, seconded by.Councilman Snyder
that the Resolution be adopted. The Resolution was then
passed and adopted by the above -listed vote of Council,
and numbered Resolution 5975.
'The City Clerk, having received and filed an affidavit Certif.of
of campaign expenses from each of the candidates, as Election
required by law, presented a Certificate of Election to
each of the successful candidates.
The Honorable William R. Mayes, Judge of the Municipal Oath of
Court, Citrus Judicial District, then administered the office by
oath of office to the two newly elected members of the Judge Mayes
City Council, the City Treasurer, and the City Clerk.

Councilman Decker stated that he believed
the next
four
years
will be more difficult than the last.
Councilman Rubio declared he would work hard to make
this &nice town to live in.
City Treasurer Talley stated he felt it was a privilege
to be elected to the office of City Treasurer.
City Clerk Klarr stated that he considered the ballots
'cast for him as a vote of confidence and he`will renew
his efforts to serve the citizens during the next four
years.
City Clerk Klarr, presiding as Chairman, provided the Nominations
opportunity for either verbal nominations or to have a for Mayor
direct ballot cast with highest number of votes being
considered a nomination and selection of Mayor for the
new term.
Councilman Snyder nominated Jens J. Solem.
Moved by Councilman Rubio, seconded by Councilman Decker J.J.Solem
and unanimously carried that nominations be closed, with chosen as
the unanimous ballot being recorded, selecting Jens J. Mayor
Solem as Mayor.
Mayor Solem thanked the members of Council for their Mayor
faith in him and stated he will continue to work with Solem
them for the good of the City.
Mayor Solem then assumed the Chair and called for nomi- Nominations

Councilman Clark nominated Willard R. Decker.
' Councilman Snyder nominated Fernando A. Rubio.
Moved by Councilman Clark, seconded by Councilman Snyder
and unanimously carried that nominations be closed.
Papers were distributed to Council members in order to
conduct a written ballot. City Clerk Klarr and Deputy
City Clerk Roehrich served as a canvassing board to
announce votes submitted.
