FOR CITYWIDE LANDSCAPE AND IRRIGATION MAINTENANCE OF VARIOUS CITY PARKS, MEDIAN ISLANDS, PUBLIC FACILITIES, AND PUBLIC RIGHT OF WAYS. BACKGROUND: On February 22, 2022, Council approved a first amendment to the current landscape maintenance services contract for a month-to-month basis for the remainder of the fiscal year 21-22 at their current monthly rate and is set to expire on June 30, 2022. On March 21, 2022, City council approved and authorize City staff to solicit a notice of inviting bids for City-wide landscape maintenance services for City parks, median islands, public facilities, public right-of-way, and Azusa Light and Water owned sites. A request for proposals was conducted with a bid opening on April 22, 2022. Four bids were received. This action, as presented to City Council approves bid results and contract award to the lowest responsible bidder, Mariposa Landscapes Inc. in a combined yearly amount of $459,948.00. RECOMMENDATION: Staff recommends the City Council take the following actions: 1) Approval the bid results received on April 20, 2022 for a three-year contract for landscape and irrigation maintenance of various City park s, median islands, public facilities, public right of ways, and Azusa Light and Water owned facilities; and 2) Award a three-year contract to Mariposa Landscape Inc. for Landscape and irrigation maintenance of various city parks, median islands, public facilities, public right of ways, and Azusa Light and Water owned facilities. APPROVED CITY COUNCIL 6/6/2022 Landscape and Irrigation Bid Results and Bid Award June 6, 2022 Page 2 ANALYSIS: The City of Azusa has used a third-party landscape contractor for many years. On January 22, 2019, City Council awarded a maintenance contract for a three-year term for City-Wide landscape maintenance service for various City parks, median islands, public facilities, public right-of-way, and Azusa Light and Water owed sites and expired on February 28, 2022. On February 22, 2022, Council approved a first amendment to the current landscape maintenance services contract for a month-to-month basis for the remainder of the fiscal year 21-22 at their current monthly rate and is set to expire on June 30, 2022. On March 21, 2022, City council approved and authorize City staff to solicit a notice of inviting bids for City-wide landscape maintenance services. A formal bidding process was conducted for the aforementioned contract. A mandatory job walk was held on April 6, 2022 with five (5) landscape companies participating. The formal bid opening was held on April 22, 2022 with four (4) landscape companies participating. Pending approval, contract will commence July 1, 2022. FISCAL IMPACT: Funds will be requested through the FY 22-23 annual budget approval process under the following accounts. General Fund Account #10-25-420-000-6493 - Rosedale Community Facilities District (CFD) Account #37-25-420-000-6493 and Azusa Light and Water, L&W Buildings Account #31-40-702-935-6805 – Water Production Account #32-40-722-701-6805 – Water District Account #32-40-723-751-6805 – Electric Division Account #33-40-735-880-6805.
