All those attending in-person are required to follow posted guidelines. Those wishing to participate during Public Comment may do so in-person at the Azusa Auditorium, or may submit written public comments by emailing PublicComment@azusaca.gov. Emailed public comments are due by 5:30 p.m. and shall be limited to no more than 250 words. Written public comments will be provided to the City Council and will be part of the record but will not be read aloud. Please note this City Council meeting will be held outdoors and will not be live on the City’s website https://www.ci.azusa.ca.us/1389/Watch-Meetings-Online, or on Channel 3 (Spectrum). PUBLIC PARTICIPATION This time has been set aside for persons in the audience to make public comments on items listed or not listed on this Agenda. Members of the audience will have the opportunity to address the City Council/Agency Board about public hearing items at the time the public hearing is held. Under the provisions of the Brown Act, the Council/Agency Board is prohibited from taking action on oral requests, but may refer the matter to staff or to a subsequent meeting. Each person or representative of a group shall be allowed to speak without interruption for up to five (5) continuous minutes, subject to compliance with applicable meeting rules. Questions to the speaker or responses to the speaker's questions or comments may be handled after the speaker has completed his/her comments. DISCUSSION: ARTICLE XI, CHAPTER 18 OF THE AZUSA MUNICIPAL CODE: CITY OF AZUSA MOBILEHOME RENT STABILIZATION REGULATIONS. RECOMMENDED ACTION: 1) It is recommended that the City Council discuss these provisions and provide direction concerning any changes and its enforcement. DISCUSSION AND DIRECTION REGARDING NOTICE OF INTENT TO WITHDRAWAL RECEIVED FROM RIVERS MOUNTAINS CONSEVANCY – PROPOSED DRAFT DISSOLUTION AGREEMENT OF THE AZUSA-RMC JPA AND APPROVAL OF $15,000 TO REPLENISH JPA OPERATING BUDGET. RECOMMENDED ACTION: 1) Discuss the notice of intent to withdrawal and proposed dissolution of the Azusa-RMC JPA; 2) Authorize an amount of $15,000 to replenish the Azusa-RMC JPA operating budget; and 3) Direct the City Manager and City Attorney to work with the Rivers and Mountains Conservancy on dissolution agreement for future consideration. APPROVAL OF A MEMORANDUM OF AGREEMENT WITH PARTNERS FOR BETTER HEALTH TO BE AN INTERN PLACEMENT SITE FOR THE RANDALL LEWIS HEALTH & POLICY FELLOWSHIP. RECOMMENDED ACTION: Approve a Randall Lewis Health & Policy Fellowship Memorandum of Agreement with Partners for Better Health to create an internship placement site in the City of Azusa; and Authorize the City Manager to execute an Agreement with Partners for Better Health, in a form acceptable to the City Attorney, on behalf of the City. AWARD A PROFESSIONAL SERVICES AGREEMENT TO PROVIDE CONSTRUCTION MANAGEMENT AND INSPECTION SERVICES FOR THE ARROW HIGHWAY STREET RESURFACING AND HIGHWAY SAFETY IMPROVEMENT PROJECT; FEDERAL PROJECT NO. HSIPL-5112(019). RECOMMENDED ACTION: Award a professional services agreement to Willdan for a total not-to-exceed contract amount of $234,561, which includes a 10% contingency for potential change orders as needed, for the Arrow Highway Street Resurfacing and Highway Safety Improvement Project; and Authorize the City Manager to execute a professional services agreement, in a form acceptable to the City Attorney, on behalf of the City. APPROVAL OF PURCHASE AND TRADE-IN CREDIT OF GLOCK 22 HANDGUNS. RECOMMENDED ACTION: Approve the trade in of the Glock 22 .40 caliber handguns with LC Action Police Supply in order to obtain trade in credit for the purchase of additional Glock 17 9mm handguns for Azusa Police Department sworn personnel. RECOMMENDED ACTION: Approve the purchase of four (4) 2023 Ford Police Interceptor SUV vehicles from National Auto Fleet Group in Watsonville, California 95076, in an amount not to exceed $155,528.88; and Approve the purchase of these vehicles based on the competitive bid process completed by the County of Los Angeles as authorized under AMC Section 2-523, from which they ordered Ford Police Interceptor Vehicles under the Sourcewell master vehicle contract # 091521-NAF. RECOMMENDED ACTION: Adopt Resolution No. 2022-C52 authorizing one-time Appreciation Pay to employees for continuing service during the height of the COVID-19 Pandemic. RECOMMENDED ACTION: Reject all bids for tenant improvement construction services for the Promenade at Citrus Project (CIP Project #62519A); and Reject all proposals for purchase and installation of furniture, fixtures and equipment for the Promenade at Citrus Project (CIP Project #62519A).
