Mayor Solem called the meeting to order. Cell to Order Present at Roll Call: Councilmen: Rubio, Clark, Solem Roll Call Absent: Councilmen: Decker, Snyder ' Also Present: City Administrator Dangleis, Fire Chief Torrance, Police Chief Elkins, Accounting Director Cooney, Deputy City Clerk Roehrich The budget requests of the following Departments were reviewed by Council: Police Department (Account #5210) Fire Department (Account #5220) Humane Department (Account #524Q) Councilman Decker entered the meeting at 8:05 P.M. Counc.Deckep entered mtg. Fire Chief Torrance presented the budget requests for Fire Dept. the Fire Department (Account #5220). ect. 20) Under Object Account 120, four additional Firemen were requested (one for -each shift and one for Fire Prevention). Also, the Fire Chief stated he would like constant manning, which would amount to $56,700. Moved by Councilman Clark, seconded by Councilman Decker unanimously carried to reduce Object Account 225 'and by the deletion of $10,000 for Repower Unit 120 with Diesel, and the reduction from $500 to $250 for restoration of antique Fire Truck (1926 Seagrave), making a new total of $5,950• Councilman Snyder entered the meeting at 9:05 P.M. Counc.Snyder entered mtg. Moved by Councilman Decker, seconded by Councilman Rubio and unanimously carried to delete $8,524 (for replacing Engine Room doors) from Object Account 240, making a new total of $3,200. Moved by Councilman Decker, seconded by Councilman Clark and unanimously carried to reduce Object Account 261 by $1,050, making a new total of $2,800. After discussion of the request for permission for Denied request Fireman Robert Elliott to attend the 1972 Fireman's for Fireman R. Olympics in San Francisco, from 8/31/72 thru 9/3/72, Elliott to attenc rtth exrPnses not to exceed $100, which had been referred Fireman's Olympic to budget sessions, it was in San Francisco -Moved.by Councilman Decker, seconded by Councilman Rubio. 'and,unanimously carried to deny the requests Moved by Councilman Clark, seconded by Councilman Depker .and unanimously carried to delete $3,500 (4 -door sedan for Fire Prevention Bureau) from Object Account 440. Moved -by Councilman Decker, seconded by Councilman Clark and unanimously carried to delete $475 (replacement of an E &.,J Resuscitator) from Object Account 440. Moved by Councilman Clark, seconded by Councilman Deoker and unanimously carried to delete $425 (Steam Cleaner) from Object Account 440. PUBLIC WORKS CONF,ROOM; AZUSA, CALIFORNIA; WEDNESDAY, MAX 3, 1972 Page 2 Moved by Councilman Decker, secondee by Councilman Clark and unanimously carried to reduce the request for a 35mm camera and attachments,(for arson investigation) from $300 to $100, under Object Account 440. These reductions brought the Object Account 440 to a new total of $7,200. 'Moved by Councilman Clark, seconded by Councilman Rubl,o and unanimous)v carried to establish a policy that the Battalion Chiefs be regarded as management personnel and exempt from overtime, and should not be replaced by Battalion Chiefs in emergencies. Moved by Councilman Decker, seconded by Councilman Snyder and unanimously carried to delete the request for four additional personnel in the Fire Department. Moved by Councilman Decker, seconded by Councilman C1arX to rescind the previous action regarding overtime for Battalion Chiefs. Motion passed by the following vote of Council: AYES: Councilmen: Decker, Clark, Solem NOES: Councilmen: Rubio, Snyder ABSENT: Councilmen: None Police Chief Elkins presented the budget requests for X5 the Police Department (Account #5210). Moved by Councilman Clark, seconded by Councilman Decker and unanimously carried to delete $1,148 (car washes) 'from Object Account 225. Moved by Councilman Clark, seconded by Councilman Decker and unanimously -carried to reduce the request for oil, repairs and pa7ts from $10,000 to $8,000, under Object Account 225. These changes brought the Object Account 225 to a new total of $23,200. Moved by Councilman Clark, seconded by Councilman Snyder and unanimously carried to add $4,000 for P.O.S.T. reimbursible courses with revenue offsetting, under Object Account 330, making a new total of '$7,908. Moved by Councilman Rubio, seconded by Councilman Decker and unanimously carried to delete $20275 (Portable FM Receiver and Recorder), $1,580 (Microfilm Reader Printer), $305 (cost to package 150 rolls film to cartridges), and $545 (Air Compressor), totalling $4 709, making a new total under Object Account 440 of $29,559. Moved by Councilman Clark, seconded by Councilman pecker and unanimously carried to approve the budget requests 'for Account #5210 (Police Department), as amended. Police Chief Elkins presented the budget requests for the Humane Department (Account #5240). Moved by Councilman Decker, seconded by Councilman Rubio and unanimously carried to approve the budget requests as submitted for Account x}5240 (Humane Department). Police D.ee�t. It was the consensus of Council.to set the (no host) luncheon meeting of both Councils for Monday, May 22, 1972, at 12:00 Noon, at the Cornhuskepla in Azusa.
