This City Council Meeting will be in-person and open to the public, observing appropriate COVID-19 safety
precautions. All those attending in-person are required to follow posted guidelines. Those wishing to participate
during Public Comment may do so in-person at the Azusa Auditorium, or may submit written public comments
by emailing PublicComment@azusaca.gov. Emailed public comments are due by 5:30 p.m. and shall be limited
to no more than 250 words. Written public comments will be provided to the City Council and will be part of
the record but will not be read aloud.

In compliance with Government Code Section 54957.5, copies of staff reports or other written documentation
relating to each item of business referred to on the Agenda are on file in the Office of the City Clerk - 213 E.
Foothill Blvd.; copies for public view are at the Azusa City Library - 729 N. Dalton Ave., Azusa Police
Department Lobby - 725 N. Alameda Ave., and the City of Azusa Web Page www.azusaca.gov. Persons who
wish to speak during the Public Participation portion of the Agenda or on a Public Hearing item, shall fill out a
card requesting to speak and shall submit it to the City Clerk prior to 7:30 P.M.; cards submitted after this time
will not be accepted.

B. PUBLIC PARTICIPATION
This time has been set aside for persons in the audience to make public comments on items listed or not listed
on this Agenda. Members of the audience will have the opportunity to address the City Council/Agency Board
about public hearing items at the time the public hearing is held. Under the provisions of the Brown Act, the
Council/Agency Board is prohibited from taking action on oral requests, but may refer the matter to staff or to a
subsequent meeting. Each person or representative of a group shall be allowed to speak without interruption
for up to five (5) continuous minutes, subject to compliance with applicable meeting rules. Questions to the
speaker or responses to the speaker's questions or comments may be handled after the speaker has completed
his/her comments. Public Participation will be limited to sixty (60) minutes.

D. SCHEDULED ITEMS
1. CONSIDERATION OF APPROVAL OF A SPECIAL EVENT PERMIT APPLICATION BY THE
AZUSA CHAMBER OF COMMERCE TO HOST TASTE OF THE TOWN ON ALAMEDA
AVENUE BETWEEN FOOTHILL BOULEVARD AND SANTA FE AVENUE.
RECOMMENDED ACTION:
1) Authorize the closure and use of the public right-of-way on Alameda Avenue between Foothill
Boulevard and Santa Fe Avenue;
2) Authorize the use of public parking lots located north of City Hall, the public parking located on the
northwest corner of Alameda Avenue and Foothill Boulevard and the parking located at the Senior
Center;
3) Authorize the City Manager to execute the Special Event Permit Agreement with the Azusa Chamber of
Commerce for Taste of the Town in a form acceptable to the City Attorney, on behalf of the City; and
4) Make a finding that the community at large will receive a public benefit from the expenditure of funds
for the recommended items and waive associated costs.

CEQA: The proposed project is exempt from environmental review under the California Environmental
Quality Act (Pub. Resources Code, §§ 21000 et seq.) (“CEQA”) and the State CEQA Guidelines (Cal. Code
Regs, tit. 14, §§ 15000 et seq.). Specifically, the project is categorically exempt from CEQA under
Guidelines Section 15304 (Class 4 – Minor Alteration of Land) and Section 15305 (Class 5 - Minor
Alterations in Land Use Limitations) because for the purposes of CEQA, the proposed project will be a
minor temporary use of land having negligible or no permanent effects on the environments, including
Special Event Permit for the temporary street closure for a community event
2. DESIGNATION OF VOTING DELEGATE & ALTERNATE FOR THE LEAGUE OF
CALIFORNIA CITIES 2022 ANNUAL CONFERENCE AND CONSIDERATION OF PROPOSED
BYLAWS AMENDMENTS.
RECOMMENDED ACTION:
1) Designate a Voting Delegate and an alternate for the League of California Cities Annual Business
Meeting, scheduled for Friday, September 9, 2022; and
2) Authorize the City Council’s Voting Delegate to support the League of California Cities Board of
Directors’ Proposed Bylaws Amendments.

3. FIRST READING OF ORDINANCE AMENDING VARIOUS PROVISIONS OF ARTICLE XI,
DIVISION 2, CHAPTER 18 OF THE AZUSA MUNICIPAL CODE: RELATING TO THE CITY
OF AZUSA MOBILEHOME RENT STABILIZATION REGULATIONS.
RECOMMENDED ACTION:
1) Waive further reading, read by title only and introduce the following Ordinance No. 2022-03:
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, AMENDING
VARIOUS PROVISIONS OF ARTICLE XI, DIVISION 2, CHAPTER 18 OF THE AZUSA MUNICIPAL
CODE RELATING TO THE CITY OF AZUSA MOBILEHOME RENT STABILIZATION
REGULATIONS

4. AUTHORIZATION TO RELEASE REQUEST FOR PROPOSALS FOR CALIFORNIA
DEPARTMENT OF RESOURCES RECYCLING AND RECOVERY (CALRECYCLE) PAYMENT
PROGRAMS.
RECOMMENDED ACTION:
Authorize Staff to release the proposed Request for Proposals (RFP) for CalRecycle Payment Programs.

5. CONSIDERATION OF A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA,
CALIFORNIA, RATIFYING THE PROCLAMATION OF A STATE OF EMERGENCY BY
GOVERNOR NEWSOM (MARCH 4, 2020), AND AUTHORIZING REMOTE
TELECONFERENCE MEETINGS OF THE LEGISLATIVE BODIES OF THE CITY OF AZUSA
PURSUANT TO ASSEMBLY BILL 361.
RECOMMENDED ACTION:
Adopt Resolution No. 2022-C54, ratifying the proclamation of a State of Emergency by Governor Newsom
(March 4, 2020), and authorizing remote teleconference meetings of the Legislative Bodies of the City of
Azusa pursuant to Assembly Bill 361.

6. DECLARATION OF SURPLUS PROPERTY PURSUANT TO AB 1486 – A PORTION OF APN:
8684-013-923 AND THE ENTIRETY OF APN: 8684-013-904, IN THE CITY OF AZUSA,
CALIFORNIA, COUNTY OF LOS ANGELES.
RECOMMENDED ACTION:
Find that the declaration of surplus property is exempt from environmental review pursuant to the California
Environmental Quality Act; Adopt Resolution No. 2022-C55 declaring that the property identified as APN:
8684-013-904 and APN: 8684-013-923 is surplus land and is no longer necessary for the City’s use; and
Approving the form of the Notice of Availability attached to the resolution, and directing the City Manager
to follow the procedures set forth in the Surplus Land Act, California Government Code Section 54220, et
seq., as amended by AB 1486, for the lease of surplus land.

7. ACCEPTANCE OF PROJECT COMPLETION AND AUTHORIZATION TO FILE A
CERTIFICATE OF COMPLETION FOR THE ORCHARD 626 N. AZUSA AVENUE.
RECOMMENDED ACTION:
Accept ‘The Orchard’ project located at (626 N. Azusa Ave) as outlined in 2017 Disposition and
Development Agreement between the City and Azusa Block 36 LLC; Authorize the City Manager to
execute the Certificate of Completion, in a form acceptable to the City Attorney on behalf of the City; and

Authorize Staff to submit the Certificate of Completion for recordation to the Office of the County Recorder
of Los Angeles County.

8. ADOPT RESOLUTION APPROVING THE AZUSA-RMC JOINT POWERS AUTHORITY
BUDGET FOR FISCAL YEAR 2022-23.

Adopt Resolution No. 2022-C56 approving the Azusa-RMC Joint Powers Authority Budget for Fiscal Year
2022-23.

9. ACCEPTANCE OF SB 1383 LOCAL ASSISTANCE GRANT AND APPROVAL OF SECOND
AMENDMENT TO MEMORANDUM OF AGREEMENT WITH SAN GABRIEL VALLEY
COUNCIL OF GOVERNMENTS FOR CITY’S PARTICIPATION IN THE REGIONAL EDIBLE
FOOD RECOVERY PROGRAM.
RECOMMENDED ACTION:
Accept the grant award from the California Resources Recycling and Recovery’s (CalRecycle) SB 1383
Local Assistance Grant Program in amount of $70,912; Approve the Second Amendment to the
Memorandum of Agreement between the City of Azusa and San Gabriel Valley Council of Governments
(SGVCOG) for the implementation of a Regional Edible Food Recovery Program in a form acceptable to
City Attorney; and Approve necessary budget amendments and adjust the appropriate fiscal year budget
accordingly.

12. APPROVAL OF MONTH TO MONTH AGREEMENT WITH CALIFORNIA METRO PATROL
FOR SECURITY SERVICES.
RECOMMENDED ACTION:
Approve on a “month to month” basis an agreement based on the current contract while City Staff
completes a new request for proposal for security services; and authorize the City Manager to execute the
agreement, in a form acceptable to the City Attorney, on behalf of the City.

AMUSEMENTS FOR OPERATIONS AND SUPPORT SERVICES FOR AZUSA GOLDEN DAYS
CARNIVAL.
RECOMMENDED ACTION:
Approve Professional Services Agreement with Guadagno & Sons to operate a three-day carnival for
weekend of October 7-9, 2022; and Authorize the City Manager to execute the Professional Services
Agreement, in a form acceptable to the City Attorney, on behalf of the City, subject to non-substantive
changes made by the City Manager and City Attorney.

15. APPROVE LICENSE AGREEMENT WITH COLGATE BRIGHT SMILES, BRIGHT FUTURES

Approve License Agreement with COLGATE Bright Smiles, Bright Futures to provide oral health outreach
and screening visits, up to monthly, at City of Azusa Facilities; and Authorize the City Manager to execute
the License Agreement, in a form acceptable to the City Attorney, on behalf of the City, subject to non-
substantive changes made by the City Manager and City Attorney.

16. APPROVAL OF LICENSE AGREEMENT WITH AZUSA PACIFIC UNIVERSITY (APU) FOR
THE USE OF SLAUSON PARK COMMMUNITY POOL/AZUSA AQUATICS CENTER.
RECOMMENDED ACTION:
Approve the License Agreement with APU for Slauson Park Community Pool/ Azusa Aquatics Center; and
Authorize the City Manager to execute the use License Agreement in a form acceptable to the City
Attorney, on behalf of the City, subject to non-substantive changes made by City Manager and City
Attorney.

17. AWARD OF CONTRACT TO AMERICAN HEAVY MOVING AND RIGGING, INC TO MOVE
THE OLD SCHOOLHOUSE BUILDING LOCATED AT 403 N. ANGELENO AVE. TO
VETERANS FREEDOM PARK LOCATED AT 213 E. FOOTHILL AVE.
RECOMMENDED ACTION:
That the City Council waive purchasing procedures finding it in the city’s best interest to approve a sole
source contract award to American Heavy Moving and Rigging, Inc; and Approve the amount of $88,475
which includes a ten percent contingency amount; and Authorize the use of up to $500,000 from the
undesignated excess reserves.
CEQA: Prior Environmental Impact Report (EIR) certified by the Azusa Unified School District for the
Project. Notice of Determination filed with the Los Angeles County Clerk’s Office on May 5, 2022. This
action merely implements prior actions related to the Project and the certified EIR.

The meeting will be adjourned in memory of Peter G. Barrios, Life-Long Azusa Resident. We adjourn in
solemn honor of those Azusans who we’ve lost to Covid-19.
