REGULAR MEETING
MONDAY, MAY 16, 2022 – 6:30 P.M.
The City Council of the City of Azusa met in regular session at the above date and time in the Azusa Auditorium located
at 213 E. Foothill Boulevard, Azusa, CA 91702.
Mayor Gonzales called the meeting to order at 6:30 P.M.
ROLL CALL: Roll call was taken by City Clerk Cornejo.

Mayor Gonzales called the meeting to order at 7:30 P.M.

The Pledge of Allegiance was led by Neil Mata.
Invocation was delivered by Josue Jordan from Iglesia Cristiana Ebenezer de Azusa, in Azusa.

CLOSED SESSION REPORT
The City Council convened at 6:30 P.M.; City Attorney Martinez reported the following regarding Closed Session: Item 1
–no reportable action.
CEREMONIAL
1. Mayor Gonzales presented and read the Proclamation proclaiming the week of May 15th – 21st, 2022 as National
Public Works Week in the City of Azusa. The City recognizes all public works employees for the substantial
contributions they make to protect our health, safety and quality of life.

PUBLIC COMMENT
Liberdad Rodriguez, a resident of Azusa from the Mountain Cove community, expressed the need for a transitional shelter
for those who need help in Azusa.
Diane Mallon, a resident of Azusa from the Mountain Cove community, expressed her support for the idea of a
transitional shelter for the homeless population.
Patrick Mallon, a resident of the Mountain Cove community, shared his concern for the risks the homeless population
presents.
Neil Mata, a resident of the of the Mountain Cove community, shared his support for a transitional shelter.
Rick McDonald, a resident of the Crystal Canyon community, commented on offering help to those who want help.
Brian Smith, a resident of Azusa, commented on helping the homeless population and expressed his support for a
transitional shelter.
Eugene Ramirez, acting Assistant Fire Chief from Division 2, introduced himself to council.
REPORTS, UPDATES AND ANNOUNCEMENTS FROM STAFF/COUNCIL
City Manager Communications
Deputy City Manager De Anda-Scaia filled in for City Manager Gonzalez and wished him a speedy recovery. He
introduced Tikan Singh, the new Azusa Light and Water General Manager. He offered gratitude to Richard Torres for
stepping in as interim director of the Azusa Light and Water department. He shared that the City will be having a
CommUnity Festival this Saturday at Memorial Park. He highlighted the upcoming activities that will be held at the
library. Finally, he noted that the Public Works team was able to repair a flashing streetlight after discovering a family of
parrots had disrupted the wiring. The parrots and the eggs were safely rescued by SoCal Parrot Rescue.
Council Comments
Mayor Pro-Tem Mendez thanked Robert Delgadillo and the entire Public Works team for their consistent efforts around
town. He also thanked SoCal Parrots for helping out. He wished City Manager Gonzalez a well recovery. He welcomed
Tikan Singh to the City of Azusa, and he thanked Richard Torres for stepping in as Interim Director.
Councilmember Alvarez welcomed Tikan Singh and the new fire chief to the City.
Councilmember Avila reported that he attended the SCAG (Southern California Association of Governments) conference.
He attended a few breakout sessions at the conference; one was on advancing housing production and another session was
on funding future growth.
Councilmember Beckwith reported on attending the SCAG conference as well. He reported on attending the Contract
Cities conference last week. He shared that the Donate for Life Run Walk will be on June 4th, sponsored by OneLegacy.
Mayor Gonzales reported on attending the SCAG conference and Contract Cities conference. He also reported that he
completed his AB 1234 and AB 1661 trainings. He announced that while at the Contract Cities conference, the City of
Azusa was recognized and awarded the Johns Sanford Todd Award for the All In Azusa event. The award recognizes
cities for their well-planned programming for healthy communities.
Mayor Gonzales gave direction to Deputy City Manager De Anda-Scaia to bring the old schoolhouse item back for
discussion regarding preservation.
He also announced the bowling tournament between Azusa and 10 local cities will be in El Monte on May 26th.
SCHEDULED ITEMS – CITY COUNCIL
1. PUBLIC HEARING FOR CONSIDERATION OF A DISPOSITION AND DEVELOPMENT AGREEMENT
("DDA") BETWEEN THE CITY OF AZUSA AND SAN GABRIEL VALLEY HABITAT FOR HUMANITY,
INC. FOR DEVELOPMENT OF REAL PROPERTY GENERALLY KNOWN AS 736 AND 740 NORTH
ANGELENO AVENUE (APNS: 8608-021-901 AND 8608-021-902).
Director of Economic and Community Development Marquez provided a staff report.
Grant Power, Director of Real Estate Development for San Gabriel Habitat, and Bryan Wong, Executive Director gave a
presentation.
In response to questions posed by Councilmember Alvarez, Bryan Wong explained the process of housing the families,
the guidelines they must meet, and how the program is built to promote successful homeownership.
In response to questions posed by Mayor Pro-Tem Mendez, Mr. Wong clarified that for their Veterans criteria, they look
for active or retired veterans. Habitat for Humanity is currently developing about 20 new properties in the San Gabriel
Valley.
In response to questions posed by Councilmember Avila, Mr. Wong explained how they acquire land to build affordable
housing units and how they maintain the affordability.
In response to questions posed by Mayor Gonzales, Director Marquez discussed the marketing plan and suggested
working with the Habitat Team and legal counsel to see how Azusa residents may be the first ones to apply for the
potential homes.
Mayor Gonzales opened the Public Hearing.
City Clerk Cornejo stated all noticing requirements had been met and held the proof of publication in the San Gabriel
Valley Tribune on May 6, 2022.
No public communications or comments were received.

Motion to close the Public Hearing made by Councilmember Avila Jr., seconded by Councilmember Beckwith, carried by
unanimous vote of Council.

Mayor Gonzales stated the Public Hearing is closed.
Motion to approve Agenda Item D-1, with the provision of legally incorporating Azusa residents into the housing
selection process – 3) Find that the project is exempt from CEQA pursuant to Section 15061(b)(3) as it can be seen with
certainty that there is no possibility that the activity in question may have a significant effect on the environment; 4)
Approve Resolution No. 2022-C35 approving the DDA with San Gabriel Valley Habitat for Humanity; and 5) Authorize
the City Manager to execute the DDA, subject to any non-substantive revisions approved by the City Attorney, and
perform any other obligations of the City under the DDA was made by Mayor Pro-Tem Mendez, seconded by
Councilmember Avila Jr., and carried by the unanimous vote of Council.

2. UPDATE ON PROGRAMS AND SERVICES PROVIDED TO UNSHELTERED INDIVIDUALS AND A
DISCUSSION ON OPTIONS FOR ESTABLISHING A LOCAL SHELTER TO FURTHER ADDRESS THE
NEEDS AND IMPACTS RELATED TO THOSE EXPERIENCING HOMELESSNESS.
Deputy City Manager De Anda-Scaia provided a staff report.
In response to questions posed by Mayor Pro-Tem Mendez, Deputy City Manager De Anda-Scaia clarified that Azusa
community has generated approximately $4M in funds to provide housing navigation services.
Mayor Gonzales further discussed the lack of return for local communities from Measure H. He suggested using $2M
from ARPA funds to address homelessness in Azusa.
Discussion ensued regarding riverbed issues, partnering with neighboring cities, and identifying solutions to address the
homeless situation.
The City Council provided direction for Staff to take a first steps in addressing homelessness by identifying possible areas
within the city to place a basic shelter.
CONSENT CALENDAR
Councilmember Beckwith and Mayor Pro-Tem Mendez both abstained from Item E-5 due to potential conflict.
1. The minutes of the Regular Meeting of February 7, 2022 was approved as written.
2. Adoption of Resolution No. 2022-C36 allowing certain claims and demands and specifying the funds out of which the
same are to be paid was approved.
3. Personnel Action Requests in accordance with the City of Azusa Civil Service Rules and applicable Memorandum of
Understanding(s) were approved.
4. The City Treasurer’s Report for the month of March 2022 was received, reviewed and filed.
5. Adoption of Resolution No. 2022-C37 identifying the projects for Fiscal Year 2022-2023 funded by SB 1.; and
Authorize staff to reallocate existing RMRA funds in the amount of $840,000 to the Arrow Highway Street
Resurfacing and Highway Safety Improvement Project No. HSIPL-5112(019); and Authorization for staff to program
existing RMRA funds in the amount of $900,000 from the FY2021-2022 Residential Roadway Rehabilitation Project
to FY2022-23 in the CalSMART system was approved.
6. Acceptance of project improvements; and Authorization for Staff to file a Notice of Completion for the CDBG-
funded Sidewalk and ADA Improvements Project No. 602307-21 was approved.
7. Acceptance of the grant award from California State Library; and necessary budget amendments and adjust the
budgets accordingly was approved.
8. Proposed co-sponsorships for FY 2022-23 was approved.
9. Adoption of Resolution No. 2022-C38, ratifying the proclamation of a State of Emergency by Governor Newsom
(March 4, 2020), and authorizing remote teleconference meetings of the Legislative Bodies of the City of Azusa
pursuant to Assembly Bill 361 was approved.
10. Purchase of a large digital message board in an amount not to exceed $33,945.98 as listed in the Azusa Police
Department’s Capital Improvement budget for 2021-2022 was approved.
11. A 1-year extension agreement between the City of Azusa and Inter-Con Security Systems, Inc. for parking
enforcement services in an amount not to exceed $189,329.36 annually; and authorization for the City Manager, or
designee, to execute the Agreement, in a form acceptable to the City Attorney, on behalf of the City, and approval for
subject to non-substantive changes approved by the City Attorney and City Manager was approved.
12. The License Agreement with APU for Slauson Park Community Pool/ Azusa Aquatics Center; and Authorization for
the City Manager to execute the use License Agreement in a form acceptable to the City Attorney, on behalf of the
City, subject to non-substantive changes made by City Manager and City Attorney was approved.
13. Authorization for the City Manager to execute the Special Event Permit Agreement for OneLegacy’s Donate4Life 5K
Run Walk, operated by Spectrum Sports, in a form acceptable to the City Attorney, on behalf of the City; and
Authorization for the City Manager to execute the Reimbursement Agreement for OneLegacy’s Donate4Life 5K Run
Walk, operated by Spectrum Sports, in a form acceptable to the City Attorney, on behalf of the City was approved.
Motion to approve Consent Calendar Items E-1 to E-13, was made by Mayor Pro-Tem Mendez, seconded by
Councilmember Beckwith, and carried by a unanimous vote of Council, with Councilmember Beckwith and Mayor Pro-
Tem Mendez both abstaining from Item E-5.

1. Reading of title only, second reading and adoption, Ordinance No. 2022-02 – an Ordinance of the City Council of
the City of Azusa amending Chapter 2, Article III, Section 2-194 of the Azusa municipal code relating to temporary
appointments was approved.
Motion to approve Second Reading Ordinances Item F-1 was made by Councilmember Avila Jr., seconded by Mayor Pro-
Tem Mendez, and carried by a unanimous vote of Council.
