HomeMy WebLinkAboutE-10 Staff Report - SB1 RMRA FundsCONSENT ITEM E-10 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: SERGIO GONZALEZ, CITY MANAGER FROM: ROBERT DELGADILLO, P.E., DIRECTOR OF PUBLIC WORKS/CITY ENGINEER DATE: SEPTEMBER 19, 2022 SUBJECT: ADOPT A RESOLUTION IDENTIFYING EQUIPMENT THE CITY PROPOSES TO FUND WITH ITS APPORTIONMENT OF 2022-2023 ROAD MAINTENANCE AND REHABILIATION ACCOUNT FUNDS BACKGROUND: On April 28, 2017, the Governor signed Senate Bill (SB) 1, which is known as the Road Repair and Accountability Act of 2017, to address basic road maintenance, rehabilitation, and critical safety needs on both the state highway and local streets systems. The State Controller deposits various portions of this new funding into the newly created Road Maintenance and Rehabilitation Account (RMRA). A percentage of this new RMRA funding is apportioned by formula to eligible cities and counties. Prior to receiving an apportionment of RMRA funds from the State Controller in a fiscal year, cities and counties must submit to the California Transportation Commission a list of projects and equipment proposed to be funded with RMRA funds. The proposed action adopts Resolution No. 2022-C59 identifying the equipment the City will fund with its apportionment of 2022-2023 RMRA funds. RECOMMENDATION: Staff recommends the City Council take the following action: 1)Adopt Resolution No. 2022-C59 identifying the equipment the City will fund with its apportionment of 2022-2023 RMRA funds. ANAYLYSIS: The Road Repair and Accountability Act of 2017 was created by Senate Bill 1, approved by a two-thirds majority of the Legislature, and signed by Governor Edmund G. Brown Jr. on April 28, 2017. The new law provides a new and much needed infusion of money to maintain and rehabilitate the state highway and local streets system. It is projected to raise a total of $54 billion over the next ten years, divided between state and local governments. Caltrans and other state agencies are due to receive roughly half of that amount, $26 billion. The other half will go to local roads, transit agencies, and an expansion of the state’s growing network of pedestrian and cycle routes. The funds will be generated by a combination of APPROVED CITY COUNCIL 9/19/2022 Projects to be Funded with 2022-2023 RMRA Funds September 19, 2022 Page 2 higher gas and diesel taxes at the pump, new road improvements fess assessed on vehicles at the time of registration, and a special fee on zero-emission vehicles. The State Controller deposits various portions of this new funding into the newly created Road Maintenance and Rehabilitation Account. A percentage of the funding is apportioned by formula to eligible cities and counties pursuant to the Streets and Highways Code. The City is projected to receive $1,130,319 in Fiscal Year 2022-2023. Prior to receiving an apportionment of RMRA funds from the State Controller in a fiscal year, cities and counties must submit to the California Transportation Commission a list of projects proposed to be funded with RMRA funds. Staff proposes to partially fund the following equipment purchases with its Fiscal Year 2022-2023 apportionment of RMRA funds: • Backhoe Loader with Buckets and Miscellaneous Attachments ($100,000) • 2 (ea) Electronic Towable Message Boards ($17,640) • Pressure Washer for City Yard to Clean and Maintain Roadway Maintenance Equipment ($13,781) • Skid Steer and Miscellaneous Attachments ($66,150) Total RMRA Funds - $197,571 These pieces of equipment will assist that City in its efforts to maintain the state highway and local streets system. FISCAL IMPACT: The City Council previously adopted the FY22/23 budget which allocated $197,571 for Capital Outlays from the City’s Measure M local return. Adoption of Resolution No. 2022-C59 will reallocate $197,571 to the City’s apportionment of RMRA funds. The City is projected to receive $1,130,319 in Fiscal Year 2022-2023 from the Road Repair and Accountability Act of 2017. Upon Council approval, staff will process a FY2022-23 budget transfer in the amount of $197,571 from 04-55-651-000-7140 to 05-55- 651-000-7140. Sergio Gonzalez Director of Public Works/City Engineer City Manager Attachment: 1) Resolution No. 2022-C59 Attachment 1 RESOLUTION NO. 2022-C59 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, IDENTIFYING EQUIPMENT TO BE FUNDED WITH ROAD MAINTENANCE AND REHABILITATION ACCOUNT FUNDS WHEREAS, the City of Azusa is eligible to receive Road Maintenance and Rehabilitation Account (RMRA) Funds, through the California State Controller; and, WHEREAS, prior to receiving an apportionment of RMRA funds from the State Controller in a fiscal year, the City must submit to the California Transportation Commission a list of projects proposed to be funded with RMRA funds; and, WHEREAS, all projects proposed to receive RMRA funding must be included in a city budget that is adopted by the applicable city council at a regular public meeting; and, WHEREAS, the following equipment is proposed to be partially funded with the Fiscal Year 2022-2023 apportionment of RMRA Funds: o Backhoe Loader with Buckets and Miscellaneous Attachments ($100,000) o 2 (ea) Electronic Towable Message Boards ($17,640) o Pressure Washer for City Yard to Clean and Maintain Roadway Maintenance Equipment ($13,781) o Skid Steer and Miscellaneous Attachments ($66,150) Description: This equipment will be utilized in the City’s efforts to maintain the state highway and local streets system. Expected Procurement Date: June 2023 Estimated Useful Life: 15-20 years. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. Approves programming the proposed equipment purchases in the 2022-2023 Fiscal Year budget. SECTION 2. The City Clerk shall certify the adoption of this resolution.
