HomeMy WebLinkAboutE-11 Staff Report - 2022 SROCONSENT ITEM E-11 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: SERGIO GONZALEZ, CITY MANAGER FROM: ROCKY WENRICK, INTERIM CHIEF OF POLICE DATE: SEPTEMBER 19, 2022 SUBJECT: APPROVE EXECUTION OF AGREEMENT FOR THE CITY OF AZUSA AND AZUSA UNIFIED SCHOOL DISTRICT FOR SCHOOL RESOURCE OFFICERS BACKGROUND: The Azusa Police Department has been providing School Resource Officer (SRO) services to the Azusa Unified School District under such an agreement since 1987. The SRO is responsible for maintaining a police presence on campus, implementing an effective communication network to respond to emergencies, assisting in the enforcement of school rules and conducting criminal investigations. The Azusa Police Department will provide SRO services to Azusa High School and Sierra High School. RECOMMENDATION: It is recommended that the City Council take the following action(s): 1)Authorize the City Manager to execute the Professional Services Agreement in a form acceptable to the City Attorney, on behalf of the City. ANALYSIS: The School Resource Officers would work under the direction and supervision of the Operations Division of the Azusa Police Department, in cooperation with the Azusa and Sierra High School principals. SRO services will include two full time Azusa Police Officers assigned to the campuses for the 2022-2023 school year. The Azusa Unified School District agrees to pay 50% of the Full Time Officers salary while assigned to the School District. The other 50% is already covered by the City’s General Fund. APPROVED CITY COUNCIL 9/19/2022 2022 School Resource Officer September 19, 2022 Page 2 FISCAL IMPACT: Funds for the City’s share of the assigned Officers FTE are included in the FY2022-23 approved budget under General Fund Public Safety account # 1020310000 and this agreement will not result in any additional impact to the City’s budget.
