All those attending in-person are required to follow posted guidelines. Those wishing to participate during Public Comment may do so in-person at the Azusa Auditorium, or may submit written public comments by emailing PublicComment@azusaca.gov. Emailed public comments are due by 5:30 p.m. and shall be limited to no more than 250 words. Written public comments will be provided to the City Council and will be part of the record but will not be read aloud. B. PUBLIC PARTICIPATION This time has been set aside for persons in the audience to make public comments on items listed or not listed on this Agenda. Members of the audience will have the opportunity to address the City Council/Agency Board about public hearing items at the time the public hearing is held. Under the provisions of the Brown Act, the Council/Agency Board is prohibited from taking action on oral requests, but may refer the matter to staff or to a subsequent meeting. Each person or representative of a group shall be allowed to speak without interruption for up to five (5) continuous minutes, subject to compliance with applicable meeting rules. ADOPT RESOLUTION APPROVING THE THIRD AMENDMENT TO THE CITY MANAGER EMPLOYMENT AGREEMENT. RECOMMENDED ACTION: 1) Adopt Resolution No. 2022-C76 of the City Council of the City of Azusa, California, approving a Third Amendment to the City Manager Employment Agreement (Sergio Gonzalez). FIRST READING OF AN ORDINANCE OF THE CITY OF AZUSA, CALIFORNIA, ADDING ARTICLE XI TO CHAPTER 46 OFFENSES AND MISCELLANEOUS PROVISIONS TO THE AZUSA MUNICIPAL CODE REGULATING CITY FACILITIES AND SUBJECTING THEM TO NIGHT TIME CLOSURE. RECOMMENDED ACTION: Staff recommends that the City Council waive further readings, read by title only and introduce the following Ordinance No. 2022-04: AN ORDINANCE OF THE CITY OF AZUSA, CALIFORNIA, ADDING ARTICLE XI TO CHAPTER 46 OFFENSES AND MISCELLANEOUS PROVISIONS TO THE AZUSA MUNICIPAL CODE REGULATING CITY FACILITIES AND SUBJECTING THEM TO NIGHT TIME CLOSURE Total Cost: N/A Is the cost of this item budgeted? RECOMMENDED ACTION: Approve the purchase and upgrade of Fire Alarm Panel and Smoke/Duct Detectors (Life And Safety) equipment from Johnson Controls Fire Protection 12728 Shoemaker Ave. Santa Fe Springs, CA 90670 in the amount not to exceed $128,000.00; and Waive the competitive bidding process as authorized under Azusa Municipal Code Section 2-502(b) which provides exceptions for sole source providers. RECOMMENDED ACTION: Waive purchasing procedures as authorized under Azusa Municipal Code Section 2.539 and approve the purchase of a CAT 420 backhoe loader and attachments in the amount not to exceed $186,725.14 from QUINN Company; and Authorize the City Manager to execute a purchase agreement with QUINN Company for the purchase of the CAT 420 Backhoe Loader and proposed attachments. ACCEPTANCE OF GRANT FROM CANYON CITY FOUNDATION. RECOMMENDED ACTION: Award the city-wide Classification and Compensation Study contract to Transformance Consulting in an amount not-to-exceed $146,200; and Authorize the City Manager to execute the Professional Services Agreement between the City of Azusa and Transformance Consulting in a form acceptable to the City Attorney.
