D-2
TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
VIA: SERGIO GONZALEZ, CITY MANAGER
FROM: NICO DE ANDA-SCAIA, DEPUTY CITY MANAGER
RICK MCMINN, COMMUNITY IMPROVEMENT MANAGER
DATE: OCTOBER 3, 2022
SUBJECT: FIRST READING OF AN ORDINANCE OF THE CITY OF AZUSA, CALIFORNIA,
ADDING ARTICLE XI TO CHAPTER 46 OFFENSES AND MISCELLANEOUS
PROVISIONS TO THE AZUSA MUNICIPAL CODE REGULATING CITY
FACILITIES AND SUBJECTING THEM TO NIGHT TIME CLOSURE
BACKGROUND:
The City has been concerned about night time activities at City facilities and grounds. These night time
activities have led to vandalism and crime occurring in and around City facilities and grounds. The
vandalism and damage threaten the public health, safety, and welfare of the citizens of the City.
RECOMMENDATION:
Staff recommends that the City Council waive further readings, read by title only and introduce the
following Ordinance No. 2022-04:
AN ORDINANCE OF THE CITY OF AZUSA, CALIFORNIA, ADDING ARTICLE XI TO
CHAPTER 46 OFFENSES AND MISCELLANEOUS PROVISIONS TO THE AZUSA MUNICIPAL
CODE REGULATING CITY FACILITIES AND SUBJECTING THEM TO NIGHT TIME CLOSURE
ANALYSIS:
Chapter 46 of the Azusa Municipal Code governs offenses and miscellaneous provisions. The Ordinance
would add Article XI that would govern night time closures of City facilities and grounds. City facilities
and grounds are defined as any facility or land designated as such, under the control, direction or
management of the City. This includes, among other facilities, the Civic Center Complex, Senior Center,
and Azusa Light and Water Building. Similar to City park hours, City facilities and grounds shall be
closed from 10:00pm to 5:00am. Any City facility subject to this Ordinance shall be posted with
appropriate notices.
APPROVED
CITY COUNCIL
10/3/2022
Ordinance Subjecting City Facilities and Grounds to Night Time Closures
October 3, 2022

This Ordinance also provides for exceptions of officially sanctioned activities, or events of a civic
nature, authorized by the city council and/or city manager.
FISCAL IMPACT:
Fiscal impact associated with the recommended action would be minimal and limited to any additional
signage to be installed at select city facilities. Once approved, staff will assess what additional signage is
necessary in determining associated costs within the Public Works Department’s existing Parks
Maintenance budget (#1025420000-6563).
