The recommended action approves Personnel Action Requests reviewed and recommended by the Personnel Board.
RECOMMENDATION:
Staff recommends the City Council take the following action:
1)Approve the following Personnel Action Requests in accordance with the City of Azusa Civil Service Rules
and applicable Memorandum of Understandings.

CITY OF AZUSA
RECREATION MANAGER
(PROGRAMS AND SERVICES)
DEFINITION
Under general direction, manages, supervises and coordinates the activities of the Community Resources Department,
including operations such as; recreation, senior services, cultural and specialized programs; also assists in the development
of policies and procedures; oversees Division budget, applicable grants, and program procurement and expenditures;
establishes and maintains partnerships with key community groups and organizations; provides complex analysis, research,
and assistance to the Department Director; performs related duties as required.
CLASS CHARACTERISTCIS
This management class reports to the Director of Community Resources and manages the Recreation Division of the
Department.
ESSENTIAL FUNCTIONS
Duties may include, but are not limited to the following:
Manage, supervise and coordinate all City-wide recreation and senior services programs involving youth and adult sports
activities, aquatics, special events, facilities rentals, community classes, and children’s programs conducted at various
facilities. Review requests for recreational and senior services programs; approve or disapprove program proposals.
Plan, direct, coordinate, and review the work plan for all Programs and Services; meet with staff to identify and resolve
problems; assign work activities, projects, and programs; monitor work flow, review and evaluate work products, methods,
and procedures.
Meet with members of the public and citizen groups to explain city policies, procedures, goals and objectives, or oversee
such efforts; respond to difficult and complex inquiries and requests related to Programs and Services; market public usage
of Recreation Programs and Services.
Select, train, motivate, and evaluate assigned personnel; provide, coordinate, and oversee staff training; Prepare and
present employee performance reviews; work with employees to correct deficiencies; implement disciplinary procedures;
approve time cards and expense reports.
Manage and participate in the development and administration of the Community Resources Department annual budget;
direct the forecast of additional funds needed for staffing, equipment, materials, and supplies; monitor and approve
expenditures; direct and implement adjustments as necessary.
Prepare and administer grants and other proposals which provide funding on an annual basis; write requests for proposals;
maintain and monitor requirements of county, state and federal funding sources.
Provide responsible staff assistance to the Community Resources Director; prepare and present staff reports and other
necessary correspondence for the City Manager, City Council, Parks and Recreation Commission, or other formal
presentations.
In the Director’s absence, may serve as a liaison for the Recreation Division with City Council and other City departments,
divisions, and outside agencies; negotiate and resolve significant and controversial issues.
Participate on a variety of boards and commissions, attend and participate in professional group meetings; research,
understand and lead the effort for appropriate best practices and innovations in the field of recreation, and effectively

implement within Azusa.
QUALIFICATIONS GUIDELINES
Education and/or Experience: Bachelor's degree from an accredited college/university with major coursework in recreation,
health sciences, public administration, or a closely related field required. Any combination of education and/or experience
that has provided the knowledge, skills, and abilities necessary for satisfactory job performance will be considered.
Candidate should have a minimum of (5) years of increasingly responsible professional experience in recreation and/or
public programs and services, and at leastthree years of supervisory experience.
Knowledge, Skill and Abilities
Ability to research, develop, plan, organize, and coordinate Division and Department activities; thorough knowledge of the
principles, procedures, practices and resources of public, private, and inter-agency recreation, senior and youth programs
and community services; public administration principles and practices; related laws, ordinances, rules, and regulations and
the ability to implement them; understand the role of citizen committees and advisory groups, commissions, organization
of city government, and the effective methods of professional leadership within this framework; experience leading the
development of grant applications, and implementing procedures, and administration of grants; understand trends and
best practices nationally, regionally, and locally in recreation, cultural, and social needs of all age groups.
Analyze community recreation, social, and cultural needs and desires, availability of resources, existing programs, and other
factors in developing short-range and long-range departmental programs; assess and stimulate meaningful public interest
and participation. Solicit the cooperation of service clubs, community groups, and local businesses to undertake,
underwrite or assist with recreation and senior services; coordinate activities of the department with those of other City
departments. Appear before such groups to inform the public about services and programs provided. Thrives in a fast-
paced environment and a self-starter that has excellent time management skills and can manage multiple, competing
priorities effectively and efficiently.
Thorough knowledge of principles and practices of budget preparation and administration; assist in planning and enforcing
a balanced budget; interpret financial statements and cost accounting reports; operate programs within allocated budget.
Principles of personnel administration, supervision and training. Ability to communicate clearly and concisely, with
excellent oral and written ability; research skills and the ability to prepare complex reports on a variety of subjects;
establish and maintain cooperative and effective relationships with the community at large, the City Council, and other
public officials; represent the City in a variety of meetings. Establish general policies, procedures, and guidelines to be
observed by department staff; make decisions regarding operational and personnel functions; understand, explain and
apply policies and procedures; oversee the resolution of department related citizen complaints; deal constructively with
conflict and develop effective resolutions among members of the public and/or staff; analyze unusual situations and
proactively resolve them through application of management principles and practices; identify methods to maximize
service effectiveness and efficiency; meet the physical requirements established by the City; advanced knowledge of office
software applications, including Microsoft Office – at minimum, Word, Excel, and Power Point; oversee appropriate
component of City-wide emergency operations.
SPECIAL REQUIREMENTS
Possession of, or ability to obtain, a valid Class C California driver’s license and a satisfactory driving record.
Possession of, or ability to obtain, current certificates in First Aid and CPR.
