HomeMy WebLinkAboutD-2 Staff Report - WQA Alternate Board MemberSCHEDULED ITEM D-2 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: SERGIO GONZALEZ, CITY MANAGER FROM: ADRIAN GARCIA, MMC, CHIEF DEPUTY CITY CLERK DATE: NOVEMBER 7, 2022 SUBJECT: SAN GABRIEL BASIN WATER QUALITY AUTHORITY SPECIAL ELECTION FOR ALTERNATE BOARD MEMBER REPRESENTING CITIES WITH PRESCRIPTIVE PUMPING RIGHTS BACKGROUND: The following nominees have been duly nominated by qualified cities for the office of city alternate member of the Board of the San Gabriel Basin Water Quality Authority (“the Authority”) from cities with pumping rights. The election of the alternate member of the board will take place at the regularly scheduled meeting of the Board of the Authority set for December 21, 2022, at 12:00 P.M., at 1720 W. Cameron Ave., Suite 100, West Covina, California. RECOMMENDATIONS: Staff recommends the City Council take the following action: 1) Adopt Resolution No. 2022-C80, CASTING ITS VOTE(S) FOR COUNCILMEMBER ______________ TO REPRESENT CITIES WITH PRESCRIPTIVE PUMPING RIGHTS AS AN ALTERNATE MEMBER OF THE BOARD OF THE SAN GABRIEL BASIN WATER QUALITY AUTHORITY ANALYSIS: City of Azusa may cast 5 votes for one nominee by resolution of the City Council. The number of votes to which Azusa entitled, based upon population. All 5 votes must be cast for only one candidate. This Ballot shall be accompanied by the resolution of the City Council casting its vote for the alternate city member from cities with pumping rights. Prepared by: Reviewed and Approved: Adrian Garcia, MMC Sergio Gonzalez Chief Deputy City Clerk City Manager Attachments: 1) Resolution No. 2022-C80 RESOLUTION NO. 2022-C80 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, CASTING ITS VOTE(S) FOR COUNCILMEMBER __________ TO REPRESENT CITIES WITH PRESCRIPTIVE PUMPING RIGHTS AS AN ALTERNATE MEMBER ON THE BOARD OF THE SAN GABRIEL BASIN WATER QUALITY AUTHORITY WHEREAS, on September 22, 1992, Senate Bill 1679 was signed into law by Governor Pete Wilson authorizing the creation of the San Gabriel Basin Water Quality Authority; and WHEREAS, the Board of the San Gabriel Basin Water Quality Authority is composed of seven members with three appointed members from each of the three municipal water districts, one elected city council person from cities in the San Gabriel Basin with prescriptive pumping rights, one elected city council person from cities in the San Gabriel Basin without prescriptive pumping rights, and two appointed members representing water producers in the San Gabriel Basin; and WHEREAS, the City of Azusa is one of the cities in the San Gabriel Basin with prescriptive pumping rights; WHEREAS, the City of Azusa must cast its vote(s) for only one of the official nominees provided by the San Gabriel Basin Water Quality Authority; WHEREAS, the City of Azusa must cast its vote(s) by resolution of the city council; WHEREAS, the resolution of the City of Azusa casting its vote(s) must be received by the San Gabriel Basin Water Quality Authority no later than December 20, 2022 at 12:00 p.m. with a signature required. NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS: Section 1. The City Council of the City of Azusa casts its full vote(s) for Councilmember as the alternate member for cities in the San Gabriel Basin with prescriptive pumping rights. PASS, APPROVED AND ADOPTED this 7th day of November, 2022. Attachment 1
