SUBJECT: CONSIDERATION TO ENTER INTO A COOPERATIVE AGREEMENT WITH THE
CITY OF IRWINDALE FOR THE CONSTRUCTION OF TRAFFIC SIGNAL
MODIFICATIONS PROJECT FOR ARROW HIGHWAY AT VINCENT AVENUE
BACKGROUND:
The City of Irwindale has developed project Plans and Specifications for the modification of the traffic
signals at the intersection of Arrow Highway at Vincent Avenue. This intersection is shared by three
entities which include the City of Irwindale, Los Angeles County Public Works, and the City of Azusa.
The share of each jurisdiction is 50 percent, 25 percent, and 25 percent respectively. The current traffic
signal setup does not include designated left-turn arrows. Additionally, the sidewalk and ADA curb
access ramps need replacement.
RECOMMENDATION:
Staff recommends the City Council take the following actions:
1)Authorize the City Manager to execute a Cooperative Agreement with the City of Irwindale for a
not to exceed amount of $167,375.00 for the construction Traffic Signal Modification Project for
Arrow Highway at Vincent Avenue.
ANALYSIS:

This project will bring much needed improvements to the intersection which include replacement of
traffic signal poles, foundations, signal heads, luminaires, conduits, wiring and other equipment,
construction of ADA curb access ramps, revised signage and striping, and reconstruction of damaged
sidewalk. Traffic signal modifications will include dedicated left-turn phasing to help reduce broadside
collisions.
The City of Irwindale will act as the lead agency in the administration of this project as described in the
attached Cooperative Agreement. The City of Azusa Engineering Division has assisted in the review and
approval of the project plans and specifications and is in concurrence with the proposed project scope.
FISCAL IMPACT:
The Cooperative Agreement is for the construction and construction management of the improvements
within the City of Azusa’s right-of-way. The estimated cost for construction and construction
management services is $167,375. Any increases related to the construction of the project will be
reflected in an amendment to the proposed cooperative agreement. Azusa’s share of the construction
costs will be a total of $167,375 including $100,000 in Utility Mitigation funds (Fund 13) and $67,375
in General Funds. The $67,375 in General Funds are included in the FY2022-23 Budget under the
Citywide Sidewalk Capital Improvement project, Account# 1080000662-7120/66222B-7120, and upon
Council approval, staff will prepare a FY2022-23 budget amendment and increase the Utility Mitigation
budget by $100,000 under account #1380000661-7120/65323A-7120.
