NOTICE TO THE PUBLIC FOR REGULAR MEETING.
In compliance with Government Code Section 54957.5, copies of staff reports or other written documentation relating to
each item of business referred to on the Agenda are on file in the Office of the City Clerk - 213 E. Foothill Blvd.; copies
for public view are at the Azusa City Library - 729 N. Dalton Ave., Azusa Police Department Lobby - 725 N. Alameda
Ave., and the City of Azusa Web Page www.azusaca.gov. Persons who wish to speak during the Public Participation
portion of the Agenda or on a Public Hearing item, shall fill out a card requesting to speak and shall submit it to the City
Clerk prior to 7:30 P.M.; cards submitted after this time will not be accepted.
Those wishing to participate during Public Comment may do so in-person at the Azusa Auditorium, or may submit written
public comments by emailing PublicComment@azusaca.gov. Emailed public comments are due by 5:30 p.m. and shall be
limited to no more than 250 words. Written public comments will be provided to the City Council and will be part of the
record but will not be read aloud.

Notice Regarding California Environmental Quality Act (CEQA) Determinations. Pursuant to CEQA, a
"project" is defined as a "whole action" subject to a public agency's discretionary funding or approval that has
the potential to either (1) cause a direct physical change in the environment or (2) cause a reasonably
foreseeable indirect physical change in the environment. "Projects" include discretionary activity by a public
agency, a private activity that receives any public funding, or activities that involve the public agency's issuance
of a discretionary approval and is not statutorily or categorically exempt from CEQA. (Pub. Res. Code §
21065.) To the extent that matters listed in this Agenda are considered “projects” under CEQA, their
appropriate CEQA determination will be listed below each recommendation. If no CEQA determination is
listed, it has been determined that the action does not constitute a “project” under CEQA.

B. PUBLIC PARTICIPATION
This time has been set aside for persons in the audience to make public comments on items listed or not listed
on this Agenda. Members of the audience will have the opportunity to address the City Council/Agency Board
about public hearing items at the time the public hearing is held. Under the provisions of the Brown Act, the
Council/Agency Board is prohibited from taking action on oral requests, but may refer the matter to staff or to a
subsequent meeting. Each person or representative of a group shall be allowed to speak without interruption
for up to five (5) continuous minutes, subject to compliance with applicable meeting rules. Questions to the
speaker or responses to the speaker's questions or comments may be handled after the speaker has completed
his/her comments. Public Participation will be limited to sixty (60) minutes.

1. PUBLIC HEARING AND SECOND READING OF AN ORDINANCE AMENDING CHAPTER 14
OF THE AZUSA MUNICIPAL CODE INCLUDING ADOPTION OF THE 2022 CALIFORNIA
BUILDING STANDARDS CODE.
CEQA - The proposed Code amendments are exempt from the requirements of the California Environmental
Quality Act (“CEQA”) pursuant to Section 15060(c)(2) of the CEQA Guidelines because they have no
potential for resulting in a direct or reasonably foreseeable indirect physical change in the environment as
the proposed amendments are regulatory in nature.
RECOMMENDED ACTION:
1) Conduct the Public Hearing and receive testimony;
2) Waive further reading, and adopt Ordinance No. 2022-05;
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA AMENDING
CHAPTER 14 OF THE AZUSA MUNICIPAL CODE, BY AMENDING SECTIONS, 14-1,
14-2, 14-4, 14-6 OF ARTICLE I, ARTICLE II, VI, XV ; AND ADOPTING BY
REFERENCE THE 2022 EDITION OF THE CALIFORNIA BUILDING STANDARDS
CODE (CALIFORNIA CODE OF REGULATIONS, TITLE 24), INCLUDING THE
CALIFORNIA BUILDING CODE; THE CALIFORNIA RESIDENTIAL CODE; THE
CALIFORNIA MECHANICAL CODE; THE CALIFORNIA PLUMBING CODE; THE
CALIFORNIA ELECTRICAL CODE; TOGETHER WITH CERTAIN ADDITIONS,
INSERTIONS, DELETIONS AND CHANGES THERETO

2. A PUBLIC HEARING TO CONSIDER APPROVING THE COMMUNITY DEVELOPMENT
BLOCK GRANT (CDBG) PROJECTS AND BUDGET FOR THE NEW CDBG PROGRAM YEAR
BEGINNING JULY 1, 2023 THROUGH JUNE 30, 2024.
RECOMMENDED ACTION:
1) Open the public hearing, receive testimony and presentation of the proposed projects;
2) Adopt Resolution No. 2022-C82 approving the 2023-2024 Community Development Block Grant
(CDBG) Program; and,
3) Authorize the City Manager to execute all contracts and Agreements, in a form approved by the City
Attorney, with the Los Angeles County Development Authority (LACDA), CDBG Program
subrecipients, and CDBG Program consultants.

3. ADOPT RESOLUTION APPROVING AN AMENDED CONFLICT OF INTEREST CODE
PURSUANT TO THE POLITICAL REFORM ACT OF 1974
RECOMMENDED ACTION:
1) Adopt Resolution No. 2022-C83 approving and adopting the amended Conflict of Interest Code
pursuant to the Political Reform Act of 1974.

4. CITY TREASURER’S STATEMENT OF CASH AND INVESTMENT BALANCES FOR THE
MONTH OF SEPTEMBER 2022.
RECOMMENDED ACTION:
Receive, review, and file the City Treasurer’s Report for the month of September 2022.

5. APPROVE SUBRECIPIENT AGREEMENT FROM 2021 STATE HOMELAND SECURITY
GRANT PROGRAM (SHSGP).
RECOMMENDED ACTION:
Authorize the City Manager to execute the attached State Homeland Security Grant Program Subrecipient
Agreement Grant Year 2021 between the County of Los Angeles and the City of Azusa; and Approve the
purchase of Cybersecurity software, prevention resources and training offered through the reimbursable
State of California FY2021 Homeland Security Grant Program (SHSGP) in an amount not-to-exceed
$63,500.00.

6. APPROVE GRANT AGREEMENT FROM CALIFORNIA OFFICE OF TRAFFIC SAFETY FOR
THE “SELECTIVE TRAFFIC ENFORCEMENT PROGRAM” (STEP) 2022-2023, GRANT
NUMBER PT23083.
RECOMMENDED ACTION:
Approve and accept a grant in the amount of $120,000 (for hourly wages at an overtime rate) from the
California Office of Traffic Safety (OTS) to conduct DUI Saturation Patrols to apprehend drunk drivers,
Warrant Service Operations and other related programs; and Authorize the City Manager to execute the
grant agreement.

Row improvements.

9. REQUEST FOR PROPOSALS (RFP) FOR ON-CALL ENGINEERING SERVICES FOR FUTURE

10. REQUEST TO APPROVE PROFESSIONAL SERVICES AGREEMENT WITH INTER-CON
SECURITY SYSTEMS, INC. FOR UNARMED SECURITY SERVICES.
RECOMMENDED ACTION:
Approve a Professional Services Agreement with Inter-Con Security Systems, Inc. for Unarmed Security
Services from January 1, 2023 through December 31, 2025 with the option for two one (1) year extensions
not-to-exceed an annual amount of $303,947.52; Authorize an appropriation of $48,947.52 in general fund
to the police department to fund the security contract; and Authorize the City Manager to execute the
agreement, in a form acceptable to the City Attorney, on behalf of the City.

12. ACCEPTANCE OF GRANT FROM KAISER FOUNDATION HOSPITALS.
RECOMMENDED ACTION:
Accept the grant award from Kaiser Foundation Hospitals; Authorize the City Manager to execute the
agreement, in a form acceptable to the City Attorney; and Approve necessary budget amendments and
adjust the appropriate fiscal year budgets accordingly.

13. CONSIDERATION OF A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA,
CALIFORNIA, RATIFYING THE PROCLAMATION OF A STATE OF EMERGENCY BY
GOVERNOR NEWSOM (MARCH 4, 2020), AND AUTHORIZING REMOTE
TELECONFERENCE MEETINGS OF THE LEGISLATIVE BODIES OF THE CITY OF AZUSA
PURSUANT TO ASSEMBLY BILL 361.
RECOMMENDED ACTION:
Adopt Resolution No. 2022-C85, ratifying the proclamation of a State of Emergency by Governor Newsom
(March 4, 2020), and authorizing remote teleconference meetings of the Legislative Bodies of the City of
Azusa pursuant to Assembly Bill 361.

14. REQUEST TO APPROVE AMENDMENT TO PROFESSIONAL SERVICES AGREEMENT WITH
GONAZALEZ GOODALE ARCHITECTS FOR CONSULTANT SERVICES FOR THE
REHABILITATION OF THE HISTORIC SANTA FE DEPOT LOCATED AT 130 E. SANTA FE
AVENUE (APN 8608-025-801).
RECOMMENDED ACTION:
Approve an amendment to the Professional Services Agreement with Gonzalez Goodale Architects to
provide services for the rehabilitation of the historic Santa Fe Depot for a total amount not to exceed
$172,114; Authorize the City Manager to approve subsequent amendments to the scope of work as
necessary to facilitate final plan submittal, in an amount not to exceed an additional $30,000; and Authorize
the City Manager to prepare and execute the agreement(s), in a form acceptable to the City Attorney, on
behalf of the City.

15. APPROVE PROFESSIONAL SERVICES AGREEMENT WITH UNITE USA, INC., FOR CARE
COORDINATION SOFTWARE.
RECOMMENDED ACTION:
Approve Professional Services Agreement with Unite Us, Inc., for use by City of Azusa service partners;
and Authorize the City Manager to execute the Professional Services Agreement, in a form acceptable to the
City Attorney, on behalf of the City, subject to non-substantive changes made by the City Manager and City
Attorney.
