Mayor Solem called the meeting to order. Call to Order Present at Roll Call: Councilmen: Rubio, Decker, Snyder, Solem 'Absent: Councilman: Clark Also Present: City Administrator Dangleis, City Clerk Klarr; 4 members of the Glendora City Council: Finkbiner, Isensee, Miller, and Smyth; Glendora City Administrator Brimhall; Glendora City Clerk Heaton Mayor Solem declared recess for lunch at 12:34 p.m. Council reconvened at 1:07 p.m. Mayor Finkbiner of Glendora addressed the joint meeting with opening remarks. He recalled, for those present, the items which had been discussed and agreed upon during the month of December, 1969, with regard to the boundary line between the two cities determining the planning area. He stated that an agreement had been entered into at that time which is now recognized by the Local Agency Formation Com- mission. He also stressed that a part of that agreement was concerning an addendum made to a contract with the City of Glendora which that City inherited from the Glendora Irrigating Company. This contract was between the City of Azusa and the City of Glendora, providing a certain number of miners inches of water which Glendora would be allowed to pump out of the Azusa basin. The agreement stipulated that, unless the present water litigation was settled, this addendum would be removed and the City of Glendora would be treated as any other water purveyor pumping from the basin. Mayor Solem responded with the statement that it is good to meet periodically to discuss the common problems. He also stressed that the two cities had agreed upon not annexing Citrus College but to leave this forever County territory. He also noted that any agreements between the two cities will need to be temporary in nature, due to the fact that times and people's habits change. Therefore, it is im- portant to keep the communications open. He also noted that nn one knows what the outcome of the water litigation will be. It could mean a cut in water rights to Glendora as well as an increase. The bigger question is that of the ability to replenish the water which is withdrawn from the basin. Glendora City Manager Brimhall explained the problems that had been faced by the City of Glendora in determining the route for the pipeline which is.being constructed by the Water District to bring supplemental water to the basin. He expressed some of the political problems that this entails and some of the responses of the citizens. 'Mayor Solem pointed out that the supplemental water is imperative and that the people must be kept informed because the water supply for the future is critical. Glendora Councilman Isensee requested that the Water District inform Glendora with as timely information as possible, the effects of the water replenishing, what this will do for the level of the water table, so that Glendora can know what to expect and make decisions accordingly. Roll Call Cncl.recessed Cncl.reconvened RESTAURANT AZUSA, CALIFORNIA MONDAY, MAY 22, 1972 City Administrator Dangleis pointed out that the .supple- mental water supplied will only guarantee replacement; that the pumping quotas will be set by the courts and the Water - master. Councilman Rubio requested Glendoze's feelings with regard to extending Citrus Avenue through to Sierra Madre Avenue. It was the consensus of the Glendora Council that Glendora 'has no objections to this. Glendora Councilman Smyth related his concern regarding the possible expansion of recreational facilities at Citrus College. Certain facilities, such as lighted tennis courts, handball courts, etc., could possibly be used jointly by citizens of hoth communities. He felt that both cities could look toward possible involvement in meeting the costs of such facilities because the citizens will be using them, not just the College. Councilman Decker questioned whether an agreement had ever been actually reached between the two cities, such as was referred to by Mayor Finkbiner. Mayor Solem declared that he did not remember the City Council authorizing, nor himself signing, such an agree- ment. Glendora Mayor Finkbiner stated that he had seen it and signed it. Glendora City Manager Brimhall stated that somewhere in the Glendora files is a signed copy and thatthe Local Agency Formation Commission also has a copy. He stated that the original was drawn up between the former City Administrator Foxworthy and himself, and signed. They had then turned the matter over to the City Attorneys for each city, to prepare the proper legal terminology. Seemingly, the matter was dropped. He further suggested that the final agreement be changed to allow the cities to meet every two years in joint session, rather than every four years. Councilman Decker inquired as to whether the area east of Citrus Avenue, west of Barranca Avenue, north of Foot- hill Boulevard, and south of Sierra Madre Avenue, could be open for discussion to include in the Azusa planning area. Glendora Mayor Finkbiner stated that this was a closed subject, the lines were already spelled out in the agree- ment which he signed between Azusa and Glendora, and that he personally would not agree to reopening discussions for possible inclusion of that area into the Azusa planning area. Councilman Decker suggested that Barranca Avenue should be the more logical line of division between the cities' planning areas. Councilman Smyth stated that thesame question could be raised by Glendora for the area below Alosta Avenue east of Barranca Avenue. To request the respective City Attorneys, at the first meeting in June, to prepare a completed draft of the agreement to be presented to each Council at its second meeting in June, for adoption. 2. To pursue the feasibility of joint recreational facilities to be located at Citrus College for use by citizens of both communities. Glendora Councilman Smyth left the meeting at 1:57 p.m. The Glendora City Council took action to place the recommended two items on their agenda. Moved by Councilman Decker, seconded by Councilman Snyder and unanimously carried to adjourn the meetingto Tuesday, May 23, 1972, at 7:00 p.m. in the Public Works Conference Room at the Azusa City Hall.
