HomeMy WebLinkAboutE-14 Staff Report - Amended Agreement with Gonzalez Goodale for Santa Fe Depot CONSENT ITEM E-14 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: SERGIO GONZALEZ, CITY MANAGER FROM: LUCY DEMIRJIAN, PROJECT MANAGER DATE: DECEMBER 5, 2022 SUBJECT: REQUEST TO APPROVE AMENDMENT TO PROFESSIONAL SERVICES AGREEMENT WITH GONAZALEZ GOODALE ARCHITECTS FOR CONSULTANT SERVICES FOR THE REHABILITATION OF THE HISTORIC SANTA FE DEPOT LOCATED AT 130 E. SANTA FE AVENUE (APN 8608-025-801) SUMMARY: On October 6, 2000, the City of Azusa approved Chapter 55 of the Azusa Municipal Code – Historic Preservation, Article II, Section 55-47.A – Certificate of appropriateness for historic landmarks and/or historic districts requiring that: “No alteration, demolition, reconstruction, or replacement of structures may be permitted to historic landmarks and properties within historic districts, without first obtaining a certificate of appropriateness from the commission.” On February 20, 2001, the City Council approved a list of Historic Landmarks. The Santa Fe Train Depot, located at 130 E. Santa Fe Avenue, was included on that list. Construction of the historic station began in 1943 by the Santa Fe Railroad after the rail line had been constructed to facilitate the shipping of citrus and other agricultural products and to promote the residential relocation of people to the San Gabriel Valley. Construction was halted because of World War II. The station was subsequently completed in 1946 as a “chalet” design. At some point in time, the station was remodeled into a “streamline modern” design structure. On March 17, 2015, the Cultural and Historic Preservation Commission approved the rehabilitation and reuse of the Santa Fe Depot. However, Section 55-47of the Azusa Municipal Code requires a certificate of appropriateness be considered and findings be made. Since no certificate of appropriateness was obtained in the March 17, 2015 Cultural and Historic Preservation meeting, Staff returned the project to the Cultural and Historic Preservation Commission with the correct procedure to have the Commission consider and take action on a Minor Certificate of Appropriateness for the proposed project. On May 21, 2019, the Cultural and Historic Preservation Commission approved Resolution No. 2019- CHPC03 for Minor Certificate of Appropriateness No. HP-2019-04 to allow the rehabilitation and reuse of the historic Santa Fe Depot. APPROVED CITY COUNCIL 12/5/2022 Approve Amended Professional Services Agreement with Gonzalez Goodale Architects December 5, 2022 Page 2 of 3 The consultant for the project, Gonzalez Goodale Architects, would work on the rehabilitation of the historic Santa Fe Depot. The Santa Fe Depot is a rectangular, single story building, measuring 28 feet by 10 feet, with a total square footage of approximately 2,800 SF. The building may have potentially up to three suites. The proposed restoration and rehabilitation of the Santa Fe Depot will be primarily limited to the exterior of the building and site. The project started in 2014 and was funded by monies from the Downtown Azusa Gold Line Station budget. The project was ready for permit issuance in 2016. Although, since the construction bids came in higher than expected, the project was delayed. In 2019, the Los Angeles County Metropolitan Transit Authority (Metro) was successful in securing additional monies for the project and getting the project back on track. On September 16, 2019, the City approved a Memorandum of Understanding (MOU) between the City of Azusa and Metro, for the development of the property, including joint financing, planning, design, construction and use. The City also approved a new agreement with Gonzalez Goodale Architects for re- design as the construction documents required to be updated to meet California Building Codes. The MOU stipulated a total contribution of $500,000 from the City, including fees, costs and staff time. The City contribution accounted for the initial $124,894 for the procurement of an architect and development of preliminary architectural plans (2014), and the $125,894 for project re-design and updated plans (2019). The project experienced further delays during the pandemic until it was revisited in late 2021. In order to get the project back on track, an amended scope was required to accommodate 2019 code changes, for an additional $46,220, included in the proposed amendment. Metro submitted value engineering plans to the City which will require additional review by the architect. Fees for the additional work have not yet been determined by the consultant. RECOMMENDATION: Staff recommends that the City Council take the following actions: 1) Approve an amendment to the Professional Services Agreement with Gonzalez Goodale Architects to provide services for the rehabilitation of the historic Santa Fe Depot for a total amount not to exceed $172,114; and 2) Authorize the City Manager to approve subsequent amendments to the scope of work as necessary to facilitate final plan submittal, in an amount not to exceed an additional $30,000. 3) Authorize the City Manager to prepare and execute the agreement(s), in a form acceptable to the City Attorney, on behalf of the City. ANALYSIS: The proposed scope of the project requires expertise and assistance from qualified consultants. The project has specific technical assistance that is not supported by the Planning Division. The scope of the Approve Amended Professional Services Agreement with Gonzalez Goodale Architects December 5, 2022 Page 3 of 3 project includes but not limited to interior and exterior modifications of the historic Santa Fe Depot, including the following phased services: 1. Project re-design to accommodate code changes (2013 change to 2019) 2. Project re-design to accommodate revised space program usage 3. Re-submit plans to City of Azusa for plan-check/approval. 4. Bidding phase services. 5. Construction phase services. Metro is eager to complete the project, on time and within budget. City staff and consultants have met to ensure the project moves forward without further delay. FISCAL IMPACT: The MOU specifies that all construction plans shall be the responsibility of the City. Therefore, all costs associated with the construction plans will be paid by the City. The proposed costs will be funded with budget savings from FY 2021/22 under the Economic and Community Development Real Estate division, professional services, account 10-35-645-000-6399. Upon Council approval, staff will prepare a carryforward budget amendment not to exceed $202,114.
