SUBJECT: REJECTION OF ALL BIDS AND PROPOSALS FOR DOG PARK CONSULTING
DESIGN SERVICES
BACKGROUND:
Development of a dog park in the City has been discussed and prioritized by both the Parks and
Recreation Commission and the City Council. On August 15, 2022, City Council authorized the release
of a Request for Proposal (RFP) for Dog Park Consulting Design Services. The RFP was released on
September 22, 2022, with a due date of November 2, 2022. It included not only design, but also the
development of construction documents and subsequent construction assistance. Only one bid was
received by the due date.
The proposed action rejects the bid and proposal for the Dog Park Consulting Design Services. Staff has
reduced the scope of the RFP, limiting it to only the design phase and based on the estimated project
amount, it has been released informally.
RECOMMENDATION:
Staff recommends that the City Council take the following actions:
1) Reject all bids and proposals for the Dog Park Consulting Design Services.
ANALYSIS:
Staff efforts focused on an initial RFP that provided basic and necessary information for the
approximate 52,000 square foot Dog Park including historical elements while allowing for conceptual
design opportunities. The RFP included not only design but the development of construction documents
and subsequent construction assistance.
Only one bid was received by the RFP deadline of November 2, 2022. In order to encourage additional
consultant participation, Staff has revised the RFP to include only the design phase.
Sealed bids and proposals were received on November 2, 2022. The results are tabulated below:

The recommended action rejects this bid and proposal. Staff has revised the scope of work to include
only the design phase and has re-released the RFP informally.
