NOTICE TO THE PUBLIC FOR REGULAR MEETING.
In compliance with Government Code Section 54957.5, copies of staff reports or other written documentation relating to
each item of business referred to on the Agenda are on file in the Office of the City Clerk - 213 E. Foothill Blvd.; copies
for public view are at the Azusa City Library - 729 N. Dalton Ave., Azusa Police Department Lobby - 725 N. Alameda
Ave., and the City of Azusa Web Page www.azusaca.gov. Persons who wish to speak during the Public Participation
portion of the Agenda or on a Public Hearing item, shall fill out a card requesting to speak and shall submit it to the City
Clerk prior to 7:30 P.M.; cards submitted after this time will not be accepted.
Those wishing to participate during Public Comment may do so in-person at the Azusa Auditorium, or may submit written
public comments by emailing PublicComment@azusaca.gov. Emailed public comments are due by 5:30 p.m. and shall be
limited to no more than 250 words. Written public comments will be provided to the City Council and will be part of the
record but will not be read aloud.

Notice Regarding California Environmental Quality Act (CEQA) Determinations. Pursuant to CEQA, a
"project" is defined as a "whole action" subject to a public agency's discretionary funding or approval that has
the potential to either (1) cause a direct physical change in the environment or (2) cause a reasonably
foreseeable indirect physical change in the environment. "Projects" include discretionary activity by a public
agency, a private activity that receives any public funding, or activities that involve the public agency's issuance
of a discretionary approval and is not statutorily or categorically exempt from CEQA. (Pub. Res. Code §
21065.) To the extent that matters listed in this Agenda are considered “projects” under CEQA, their
appropriate CEQA determination will be listed below each recommendation. If no CEQA determination is
listed, it has been determined that the action does not constitute a “project” under CEQA.

B. PUBLIC PARTICIPATION
This time has been set aside for persons in the audience to make public comments on items listed or not listed
on this Agenda. Members of the audience will have the opportunity to address the City Council/Agency Board
about public hearing items at the time the public hearing is held. Under the provisions of the Brown Act, the
Council/Agency Board is prohibited from taking action on oral requests, but may refer the matter to staff or to a
subsequent meeting. Each person or representative of a group shall be allowed to speak without interruption
for up to five (5) continuous minutes, subject to compliance with applicable meeting rules. Questions to the
speaker or responses to the speaker's questions or comments may be handled after the speaker has completed
his/her comments. Public Participation will be limited to sixty (60) minutes.

1. PUBLIC HEARING – ADOPTION OF UPDATED CITYWIDE SCHEDULE OF FEES AND
CHARGES.
RECOMMENDED ACTION:
1) Receive, review, and file the updated Citywide Fee and Charges Schedule; and
2) Open the Public Hearing, receive public testimony, and close the Public Hearing; and
3) Authorize staff to update the fee schedule annually (Including the attached latest proposed fee
schedule with a 7.8% CPI adjustment for the majority of the fees) based on the percentage
change from the Bureau of Labor Statistic (BLS) Los Angeles area consumer price index (CPI);
and
4) Adopt Resolution No. 2023-C01, regarding various municipal activities and services, to be
effective on January 17, 2023; and
5) Adopt Resolution No. 2023-C02, regarding development project services fees, to be effective 60
days from January 17, 2023 (March 18, 2023).

2. REVIEW AND PROVIDE DIRECTION ON RESOLUTION NO. 2010-C20 RELATING TO
SELECTION OF MAYOR PRO TEM AND PROVIDE DIRECTION ON ASSIGNMENT OF CITY
COUNCIL MEMBERS TO OUTSIDE AGENCY BOARDS AND COMMITTEES.
RECOMMENDED ACTION:
1) Review and Provide Staff Direction on Resolution No. 2010-C20 Relating to Section of Mayor Pro

4. CONSIDERATION OF A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA,
CALIFORNIA, RATIFYING THE PROCLAMATION OF A STATE OF EMERGENCY BY
GOVERNOR NEWSOM (MARCH 4, 2020), AND AUTHORIZING REMOTE
TELECONFERENCE MEETINGS OF THE LEGISLATIVE BODIES OF THE CITY OF AZUSA
PURSUANT TO ASSEMBLY BILL 361.
RECOMMENDED ACTION:
Adopt Resolution No. 2023-C05, ratifying the proclamation of a State of Emergency by Governor Newsom
(March 4, 2020), and authorizing remote teleconference meetings of the Legislative Bodies of the City of
Azusa pursuant to Assembly Bill 361.

9. APPROVAL OF SECOND AMENDMENT TO ON-CALL ENGINEERING PROFESSIONAL

CORPORATION AND TKE ENGINEERING INC.
RECOMMENDED ACTION:
Approve the Second Amendment to Professional Services Agreements between the City of Azusa and
Willdan Engineering, KOA Corporation, and TKE Engineering Inc.; and Authorize the City Manager to
execute the contract amendment, in a form acceptable to the City Attorney, on behalf of the City.

10. REQUEST TO APPROVE FOURTH AMENDMENT TO GOVSENSE PROFESSIONAL

Approve the Fourth Amendment to the Professional Service Agreement with Govsense, not to exceed
amount of $90,000; and Authorize the Mayor to execute the agreement, in a form acceptable to the City

12. AWARD A CONTRACT FOR THE ARROW HIGHWAY STREET RESURFACING AND
HIGHWAY SAFETY IMPROVEMENT PROJECT; FEDERAL PROJECT NO. HSIPL-5112(019) –
PHASE I.
CEQA - This action is categorically exempt from the requirements of the California Environmentally
Quality Act (CEQA) pursuant to Section 15301 Class 1 (c) – Rehabilitation of Existing Streets and
Highways. Staff has filed a Notice of Exemption with the Los Angeles County Clerk’s Office.
RECOMMENDED ACTION:
Award a contract in the amount of $3,024,277, which includes a 10% contingency for potential change
orders as needed, to Toro Enterprises, Inc; and Authorize the City Manager to execute contracts, in a form
acceptable to the City Attorney, on behalf of the City.

14. APPROVE THE IMPROVEMENT PLANS AND SPECIFICATIONS FOR THE 2022 AND 2023
RESIDENTIAL ROADWAY REHABILITATION PROJECT AND AUTHORIZE STAFF TO
SOLICIT A NOTICE OF INVITING BIDS.
CEQA - This action is categorically exempt from the requirements of the California Environmentally
Quality Act (CEQA) pursuant to Section 15301 Class 1 (c) – Rehabilitation of Existing Streets and

15. APPROVE PROPOSAL AND AUTHORIZE THE CITY OF AZUSA TO ENTER INTO A NEW
CONTRACT WITH ALL CITY MANAGEMENT SERVICES (ACMS) FOR CROSSING GUARD
SERVICES.
RECOMMENDED ACTION:

Approve the proposal for crossing guard services submitted by ACMS; Authorize the City Manager to
execute the Professional Services Agreement for a three (3) year period with the option of two (2) – one (1)
year extensions in a form acceptable to the City Attorney, on behalf of the City; and Authorize a budget
amendment for an increase of $76,831 to cover the cost of the new contract with ACMS in the amount not
to exceed two hundred seventy-five thousand seven hundred eighty-one dollars ($275,781).

F. CONSENT CALENDAR - SUCCESSOR AGENCY RELATED BUSINESS.
1. RESOLUTION AUTHORIZING PAYMENT OF WARRANTS BY THE SUCCESSOR AGENCY
DATED DECEMBER 1, 2022 THROUGH JANUARY 11, 2023.
RECOMMENDED ACTION:
1) Adopt Resolution No. 2023-R01 allowing certain claims and demands to be paid out of Successor
Agency Funds.
2. APPROVAL OF RECOGNIZED OBLIGATION PAYMENT SCHEDULE AND
ADMINISTRATIVE BUDGET FOR JULY 1, 2023 THROUGH JUNE 30, 2024 AND ADOPTION
OF RESOLUTION.
RECOMMENDED ACTION:
1) Adopt Resolution No. 2023-R02, approving and adopting the “Recognized Obligation Payment
Schedule” for the period of July 1, 2023 through June 30, 2024 (ROPS 23-24) pursuant to AB x1 26
as amended by AB 1484; and
2) Adopt Resolution No. 2023-R03, approving and adopting the proposed Administrative Budget for
July 1, 2023 through June 30, 2024.

The meeting will be adjourned in memory of Consuelo C. Chavira Sr., Life-Long Azusa Resident. We also
adjourn in solemn honor of those Azusans who we’ve lost to Covid-19.
