CONSENT ITEM E-1 APPROVED CITY COUNCIL 1/17/2023 City Council October 17, 2022 Page | 2 The Pledge of Allegiance was led by Roxanne Spear. The Invocation was led by Pastor Johnny Cabrera of Foothill Community Church. CLOSED SESSION REPORT The City Council convened at 6:30 P.M.; City Attorney Martinez reported there was a Closed Session, with no reportable actions at this time. CEREMONIAL None PUBLIC PARTICIPATION Roxanne Spear provided public comment and a site map for a potential dog park in Northside Park. Trish Gonzalez provided public comment regarding a comment by Mayor Gonzales at the candidate forum. Emily Wall provided public comment about SGA of APU. City Manager Gonzalez responded to public comments. REPORTS, UPDATES, AND ANNOUNCEMENTS FROM STAFF/COUNCIL 1. City Manager Communications. City Manager Gonzalez provided a public thank you to the city, staff and residents for their patience while a the fifteen- hundred square foot School house was relocated and moved through the streets of Azusa. At the November 7th meeting, staff will bring the recipients of the Business Support Program to present them with the checks for that program. The City will be adding a webpage to the City’s site which will allow residents to check updates and see the status of projects that were approved by City Council and are now being implemented under the Capital Improvement Program. COUNCIL COMMENTS Mayor Pro-Tem Mendez commented it’s been a busy couple of weeks. Azusa Golden days was a very exciting and busy event and congratulated the committee for a successful event that was planned in such a short time and thanked everyone who was involved in bringing it all together. Deep gratitude was extended to the School Board, Senator Rubio and Assembly Woman Rubio, in addition to all who contributed to the moving and preserving of the historic School House. Councilmember Alvarez commented it was nice to see so many people watching and participating in the moving of the School House. Thanks were extended to all those who helped and participated in the Golden Days parade and event, with a request that City staff check on the condition of the booths that have been provided at prior Golden Day events. Reports have been heard that many vendors had to supply their own due to the condition of the City’s booths. Councilmember Avila Jr. announced the Library’s Fall festival will be on October 26th from 4 p.m. to 6 p.m. at Veteran’s Park with Trunk or Treat, decorating pumpkins, playing games, costume contest and more! Many thanks to all those who contributed to the Golden Days events and congratulations to all the non-profits who had successful fund-raising. Congratulations on the successful move of the School House. A couple of weeks ago City Council visited Florence P Hernandez for her 105th birthday, the best part was she invited Council to join her for her next year’s party! Congratulations to his friends Tracy and Eric on their recent marriage. Councilmember Beckwith reported he attended the California JPIA conference which is an Insurance Authority annual conference formed by thirty-three cities, forty-years ago to address their shared risks and concerns for today and provides benefits of scale on best practices and preserving independence. There were break out sessions he attended on topics which included SB 236, compliance, changed management for elected, social media issues and risks. One year ago today was his first meeting with City Council and it was great to experience a larger scaled Golden Days event in comparison to last years. Many thanks to all who participated. Meeting Florence Hernandez was a special treat, as well as the moving of the old School house. One Legacy will be having their ribbon cutting event on November 2nd. Mayor Gonzales congratulated all the volunteers for Golden Days and all the non-profits. The One Legacy ribbon cutting event is exciting and will be a wonderful addition to the Azusa family. Many thanks to everyone involved and particularly city staff and City Clerk Cornejo for all the patience and work that went into moving the School House, that has been two years in the making and a special thanks to Senator Rubio’s office. This is the last scheduled meeting before November. Halloween is near and it’s getting darker earlier… Please be mindful and safe and drivers please watch your speed in residential neighborhoods. City Council October 17, 2022 Page | 3 SCHEDULED ITEMS 1. CONSIDERATION OF CO-SPONSORSHIP OF A SPECIAL EVENT FOR THE OFFICE OF STATE SENATOR SUSAN RUBIO TO HOST OPERATION GOBBLE ON ALAMEDA AVENUE BETWEEN FOOTHILL BOULEVARD AND SANTA FE AVENUE. Recommended Actions: 1) Authorize the closure and use of the public right-of-way on Alameda Avenue between Foothill Boulevard and Santa Fe Avenue and request staff to prepare a resolution to that effect for the Mayor’s signature; 2) Authorize the use of public parking lots located north of City Hall, the public parking located on the northwest corner of Alameda Avenue and Foothill Boulevard; 3) Authorize any necessary street closures, traffic diversion efforts and associated detours during the event; 4) Authorize the City Manager to execute all necessary traffic and site plans once approved by the City Engineer; and 5) Make a finding that the community at large will receive a public benefit from the expenditure of funds for the recommended items and waive associated costs. Motion by Councilmember Beckwith, seconded by Councilmember Avila Jr. to approve Co-Sponsorship of a Special Event for the Office of State Senator Susan Rubio to host Operation Gobble as amended by City Attorney (language amended in italics under item number 1). City Clerk Cornejo issued Resolution number 2022-C79 for the use of the City Attorney’s amendment. Personnel Action Requests in accordance with the City of Azusa Civil Service Rules and applicable Memorandum of Understanding(s) was approved. 4. Resolution No. 2022-C78, ratifying the proclamation of a State of Emergency by Governor Newsom (March 4, 2020), and authorizing remote teleconference meetings of the Legislative Bodies of the City of Azusa pursuant to Assembly Bill 361 was approved. 5. Receive, review, and file the City Treasurer’s Report for the month of August 2022 was approved. 6. The grant award from Canyon City Foundation; and Approve necessary budget amendment and adjust the current fiscal year budget accordingly was approved. 7. Authorize the City to release a Request For Proposals for crossing guard services; and Authorize the City to continue on a Month-to-Month basis with All City Management Services to provide crossing guard services until a new long-term contract can be awarded was approved. Presentations: Azusa Small Business Support Grant Program City Manager Gonzalez introduced this item and Deputy City Manager DeAnda-Scaia provided information about the Small Business Grant Program. Mayor Gonzales presented the certificates to the following businesses: • Aldolino’s Italian Restaurant • Alvarado Insurance and Tax Services • El Barber • Canyon City Barbeque • Ifade Barbershop • Mantra Coffee Company • Max’s Mexican Cuisine • SoCal Orthodontics • Sushi Sawa • Top Nails and Spa Mayor Gonzales congratulated the recipients and requested staff initiate a conversation with City Council soon regarding the remaining funds from the grant program. 3. Presentation of Proclamation proclaiming the Month of November 2022 as Family Court Awareness Month in the City of Azusa. Councilmember Alvarez read the last paragraph of the Proclamation for Family Court Awareness Month. 4. Presentation of Proclamation proclaiming the Week of November 13-19, 2022 United Against Hate Week in the City of Azusa. Councilmember Avila Jr. read the Proclamation declaring week of November 13-19th, 2022 United Against Hate Week in the City of Azusa. PUBLIC PARTICIPATION Emily Wall from Azusa Pacific University Student Government Association congratulated the newly sworn officers and wished all current running elected officials luck in the elections and provided comments about updates from Azusa Pacific University. REPORTS, UPDATES, AND ANNOUNCEMENTS FROM STAFF/COUNCIL * 2. Presentation by SoCalGas Lanae O’Shields, Public Affairs Manager Lanae O’Shields gave an overview presentation about SoCalGas and their goals and objectives and responded to Council questions about hydrogen/electric buses. * 1. City Manager Communications. City Manager Gonzalez provided comments commending the Azusa Light and Water staff for their work after the accident over the weekend in restoring power so quickly to the affected areas. COUNCIL COMMENTS Mayor Pro-Tem Mendez congratulated Chief Wenrick, and the other officers sworn in today and recognized Officer Shawn Kim as today was his first time donning his uniform after being shot in the line of duty earlier this year. Additionally, Mayor Pro Tem thanked Azusa Light & Water staff for their work after the accident; and reminded everyone to vote on election day. Councilmember Alvarez announced from the Foothill Transit meeting that Foothill Transit will be providing transportation free of charge for election day and congratulated the newly sworn in officers and provided information about the Veterans Day event in front of City Hall on November 11, 2022 at 11:00 am. December 3rd care packages will be sent to active-duty men and women, boxes will be provided at City hall for donations. The left turn signal when turning left from Gladstone onto Vincent doesn’t always work. People are starting to run the red light; Councilmember Alvarez requested the signal be checked. City Council November 7, 2022 Page | 3 Councilmember Avila Jr. congratulated Chief Wenrick and the new officers and thanked the Chief for filling in the interim position. Friday is Veterans Day, and after the Veteran’s Ceremony in front of City Hall, the library will be giving veterans craft kits and highlighting their veterans section in the library. Thanks was provided to One Legacy with congratulations for the Ribbon Cutting ceremony on November 2nd and relayed some of the stats about the new building and how it will help organ donation in the future. Councilmember Beckwith expressed congratulations to Chief Wenrick and the new officers and thanked the City Manager for his work in the hiring process for the chief position and spoke about the new One Legacy facility and offered congratulations to them. Councilmember Beckwith reminded everyone to vote and talked about his experience voting at the Women’s Center and how helpful and courteous the volunteers were. Mayor Gonzales congratulated One Legacy and commented about donation statistics and thanked them for the $75 million dollar investment into the City of Azusa which will help create new jobs and put Azusa in the ranks of new development in the Valley. Congratulations and job well done to all those who made this joint effort possible. Thanks to all those who attended the compost mulch event, and many thanks to all those volunteers who have made it possible for this to now be a twice-a-year event. School Board member Cruz-Gonzalez is retiring and has invited City Council to attend her going away reception and requested City Clerk to create a certificate for the outgoing member. In final, Mayor Gonzales reminded everyone to get out and vote on election day. SCHEDULED ITEMS 1. Due to the Mayor being listed as one of the perspective Alternates Mayor Gonzales will abstain from the vote. City of El Munte Council Woman Martinez has rescinded herself as part of this vote. Jennifer Hicks commented regarding Neighborhood Homework House and thanked the City and Staff for all their work and spoke about the importance of grant funding resources. Julissa (through interpreter) spoke about the benefits the Neighborhood House has provided for her family in both support and tutoring/translator education services for her daughter. Oscar Cuevas commented regarding the positive impacts the Neighborhood Homework house has provided throughout his life, family and community. James Ramirez spoke on behalf of the Neighborhood Homework House and the importance of their work for so many youth throughout the City of Azusa. Christine Ramirez spoke on behalf of the Azusa Connects Foundation about the upcoming Festival Lights Event and Holidays for Heroes fundraising event. Ana Interiano commented regarding YWCA CBDBG Funding for Seniors and the need for continued services and the importance of grant funding. REPORTS, UPDATES, AND ANNOUNCEMENTS FROM STAFF/COUNCIL 1. City Manager Communications. City Manager Gonzalez provided a presentation regarding budget information, transparency, and the contributing factors of the current financial position of City of Azusa. Mayor Gonzales thanked City Manager for addressing public concerns. *2. Presentation on the Caltrans SR-39 Reopening Project City Manager Gonzalez introduced Ruben Hojas, Community Relations Manager for the Sierra Group, who announced the presentation on the Caltrans SR-39 Reopening Project that will be given on December 15th from 6:30 p.m. to 8:00 pm and provided contact information and registration information for anyone wishing to attend and gave a brief background of the project. COUNCIL COMMENTS Mayor Pro-Tem Mendez thanked Azusa Connects for the holiday decorations and all the volunteers and all the decorations the staff did. The third annual Santa tour is scheduled for December 18th, 4:30p-7:30p (approximately), with an escort by the Azusa Police Department and the Los Angeles County Fire Department. Happy Holiday Season and a Very Merry Christmas and Happy Birthday to his wife. Councilmember Alvarez thanked Azusa Connects and staff for all of the decorations and spoke about all the Holiday events coming up and announced that Foothill Transit Metro is having a bus operator hiring event on Saturday December 17th from 8 a.m. to 1 p.m. at Compton College and provided salary information and required documentation requirements. Holiday events information can be found on the website. Councilmember Avila Jr. talked about the busy upcoming month and thanked everyone for all the invitations, particularly Maria for the Hearts for the Hungry event on November 19th that brought the community together and Mr. & Mrs. Casas for their invitation and offered his condolences for Pedroza Family for their loss, Mr. Pedroza was an important community servant who will be dearly missed. Councilmember Beckwith spoke about the events to come and recognized and thanked the folks for the veterans event and Paramount Elementary School for their presentation and thanked San Gabriel Valley Housing Coalition Summit for hosting a Thanksgiving food give-away event and Senator Rubio for attending, there was a large turnout. Many City Council December 5, 2022 Page | 3 thanks were expressed for all the toy drives yet to come, all the organizations who help serve the community, and all their volunteers. Mayor Gonzales expressed congratulations to all those who were elected and re-elected. There will be a Special Meeting on December 12th for the Council swearing-in ceremony at 6:00 p.m. in the Auditorium. The fountain looks gorgeous, big thanks to everyone who worked on the holiday decorations for it and in the Auditorium. Festival of Light is the Saturday coming up. The Ribbon Cutting Ceremony will be Friday December 16th at 5 p.m. for Multi-Auto Insurance.
