HomeMy WebLinkAboutE-15 Staff Report - 2023 Crossing Guards CONSENT ITEM E-15 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: SERGIO GONZALEZ, CITY MANAGER FROM: ROCKY WENRICK, CHIEF OF POLICE DATE: JANUARY 17, 2023 SUBJECT: APPROVE PROPOSAL AND AUTHORIZE THE CITY OF AZUSA TO ENTER INTO A NEW CONTRACT WITH ALL CITY MANAGEMENT SERVICES (ACMS) FOR CROSSING GUARD SERVICES. BACKGROUND: The City and All City Management Services (ACMS) entered into a renewed Professional Services Agreement on July 1, 2017 whereby ACMS agreed to continue to provide Crossing Guard Services to the City. The term of the Agreement expired June 30, 2022. ACMS agreed to continue to provide crossing guard services on a month to month basis. On October 17, 2022, the City Council authorized the release of a new Request for Proposal (RFP) for contracted crossing guard services. The RFP was posted for open bidding and the period for accepting bids closed on November 25, 2022. Although several security companies contacted Police Department management with questions, ACMS was the only company to submit a proposal. RECOMMENDATION(S): It is recommended that the City Council take the following action(s): 1) Approve the proposal for crossing guard services submitted by ACMS; 2)Authorize the City Manager to execute the Professional Services Agreement for a three (3) year period with the option of two (2) – one (1) year extensions in a form acceptable to the City Attorney, on behalf of the City; and 3) Authorize a budget amendment for an increase of $76,831 to cover the cost of the new contract with ACMS in the amount not to exceed two hundred seventy-five thousand seven hundred eighty-one dollars ($275,781). APPROVED CITY COUNCIL 1/17/2023 2023 Crossing Guards January 17, 2023 Page 2 ANALYSIS: The City of Azusa staffs fifteen (15) crossing guard posts at different intersections throughout the City. Most of the posts safeguard crossing of school-aged children in the mornings and afternoons. The company providing this service is All City Management Services (ACMS), a private company that has been providing crossing guard services for the City since 2008. ACMS is the only company in the Los Angeles area whose sole function is crossing guard service. AZPD staff has interacted with ACMS personnel and management over a decade and have been impressed with their professionalism and commitment to community safety. When the most recent professional services agreement expired on June 30, 2022, ACMS agreed to continue services on a month to month basis in order to provide continued safety to school children and pedestrians. On October 17, 2022, the City Council authorized the release of a new Request for Proposal (RFP) for contracted crossing guard services. The RFP was posted for competitive bidding and the period for accepting bids closed on November 25, 2022. Although several security companies contacted Police Department management with questions, ACMS was the only company to submit a proposal to provide contracted crossing guard services. If approved, the City of Azusa will enter into a new professional services agreement with ACMS which will be effective January 1, 2023 and there will be no break in services since ACMS is already providing services. This action authorizes a budget amendment for an increase of $76,831 in account 1020333000-6497 to cover the cost of the new contract with ACMS in the amount not to exceed two hundred seventy-five thousand seven hundred eighty-one dollars ($275,781). FISCAL IMPACT: In the approved budget for F/Y 22/23, staff budgeted $ 198,950.00 for ACMS services under Contract Services Fund account #1020333000-6497 pursuant to the agreed rate in the previous professional services agreement. The remaining balance of $76,831 was requested under recommendation #3 from above, and upon Council approval, staff will prepare a budget amendment and add $76,831 to the Police Department budget under account #1020333000-6497.
