SUBJECT: ACCEPTANCE OF COPS GRANT FUNDING
BACKGROUND:
The Fiscal Year 2022 COPS Hiring Program (CHP) is a competitive grant program designed to
provide funding directly to law enforcement agencies to hire and/or rehire additional career law
enforcement officers in an effort to increase their community policing capacity and crime
prevention efforts.
RECOMMENDATION:
Staff recommends that the City Council take the following actions
1) Authorize the City Manager to accept the funding from Department of Justice for COPS
Hiring Program for $375,000.
ANALYSIS:
The Azusa Police Department, with the support of the City of Azusa, aims to continue recruitment
and hiring efforts for Police Officer Trainees. To support these efforts, the Department of Justice
has approved APD's grant proposal to hire three new officers to advance community policing
efforts throughout the city. The funding provided by DOJ for salaries for three officers is $375,000.
This grant will fund a portion of the annual salary for three new full-time officers or three full-
time officer re-hires, not to exceed $375,000.

Funding provided by COPS Program by year: Year 1: $125,000, Year 2: $125,000, Year 3:
$125,000. The program funds a percentage of the new hire's salary over three years—project start
date 10/01/2022 to project end date 09/30/2027.
FISCAL IMPACT:
The Department of Justice COPS Hiring Program is a $375,000 reimbursable grant. Upon hiring
new officers, the City of Azusa Police Department is eligible for salary reimbursement. The total
three-year cost of hiring three new police officers is approximately $1,296,280.59. Grant funding
supports 28.93% of the total program cost and requires a 71.07% match from the City of Azusa,
totaling $921,280.59 over three years. Following the grant period the City will be responsible for
budgeting 100% of the cost for the three new officers annually. Upon City Council approval, an
agreement will be executed, and the Azusa Police Department will prepare the required budget
amendment for the program.

Dear Jennifer Wu,
On behalf of Attorney General Merrick B. Garland, it is my pleasure to inform you the Office of
Community Oriented Policing Services (the COPS Office) has approved the application submitted
by AZUSA, CITY OF for an award under the funding opportunity entitled 2022 FY 2022 COPS
Hiring Program. The approved award amount is $375,000.
Review the Award Instrument below carefully and familiarize yourself with all conditions and
requirements before accepting your award. The Award Instrument includes the Award Offer (Award
Information, Project Information, Financial Information, and Award Conditions) and Award
Acceptance. For COPS Office and OVW funding the Award Offer also includes any Other Award
Documents.
Please note that award requirements include not only the conditions and limitations set forth in the
Award Offer, but also compliance with assurances and certifications that relate to conduct during the
period of performance for the award. These requirements encompass financial, administrative, and
programmatic matters, as well as other important matters (e.g., specific restrictions on use of funds).
Therefore, all key staff should receive the award conditions, the assurances and certifications, and
the application as approved by the COPS Office, so that they understand the award requirements.
Information on all pertinent award requirements also must be provided to any subrecipient of the
award.
Should you accept the award and then fail to comply with an award requirement, DOJ will pursue
appropriate remedies for non-compliance, which may include termination of the award and/or a
requirement to repay award funds.
Prior to accepting the award, your Entity Administrator must assign a Financial Manager, Grant
Award Administrator, and Authorized Representative(s) in the Justice Grants System (JustGrants).
The Entity Administrator will need to ensure the assigned Authorized Representative(s) is current
and has the legal authority to accept awards and bind the entity to the award terms and
conditions. To accept the award, the Authorized Representative(s) must accept all parts of the
Award Offer in the Justice Grants System (JustGrants), including by executing the required
declaration and certification, within 45 days from the award date.
To access your funds, you will need to enroll in the Automated Standard Application for Payments
(ASAP) system, if you haven’t already completed the enrollment process in ASAP. The Entity
Administrator should have already received an email from ASAP to initiate this process.
