JOHNSON, DIRECTOR OF ADMINISTRATIVE SERVICES DATE: FEBRUARY 6, 2023 SUBJECT: HUMAN RESOURCES ACTION ITEMS BACKGROUND: The recommended action approves Personnel Action Requests reviewed and recommended by the Personnel Board. RECOMMENDATIONS: Staff recommends the City Council take the following actions: 1)Approve the following Personnel Action Requests in accordance with the City of Azusa Civil Service Rules and applicable Memorandum of Understanding(s); and 2)Approve Side Letter of Agreement with the Azusa Civilian Association of Police Personnel related to Standby Time and Take-Home Vehicle for Property, Evidence, and Crime Scene Technician. ANALYSIS: The Personnel Board reviewed the following recommendations of City Staff and approved the following actions in accordance with the City of Azusa Civil Service Rules: A.NEW APPOINTMENTS – The following appointments have been requested by the appropriate Department Heads pursuant to the Rules of the Civil Service System, Section 5.7.5 Appointment: DEPARTMENT NAME CLASSIFICATION EFFECTIVE DATE RANGE/STEP BASE MO. MERIT INCREASES AND/OR REGULAR APPOINTMENTS: C. PROMOTIONS – The following promotional appointments have been requested by the appropriate Department Head pursuant to the Rules of the Civil Service System, Section 12.2 Promotion: D. CAPP Side Letter – Standby Time and Take-Home Vehicle The Property, Evidence, and Crime Scene Technician is subject to respond to crime and traffic collisions after normal business hours. However, the Civilian Association of Police Personnel Memorandum of Understanding does not provide language regarding on-call or standby nor does it include language regarding the assignment of a take-home city vehicle for this classification. The Side Letter Agreement, if approved by Council, will allow for the Property, Evidence, and Crime Scene Technician to receive a minimum of ten hours per month of Standby time at the premium rate and an assigned take-home city vehicle to the Property, Evidence, and Crime Scene Technician to respond to emergency responses after normal business hours. FISCAL IMPACT: All proposed changes were approved with the FY 2022/23 Adopted Budget and/or are able to be absorbed with anticipated salary savings.
