SUBJECT: APPROVAL OF INCREASE TO BLANKET PURCHASE ORDER AND TASK
ORDER FOR ENGINEERING SERVICES
BACKGROUND:
In December of 2018, the Council authorized the City Manager to enter into an agreement with several
engineering firms for On-Call Professional Engineering Services. Willdan Engineering has provided
engineering services for several assignments and projects. On the January 17, 2023 City Council
Meeting, the Council Authorized the City Manager to amend the Professional Services Agreement
(PSA) with Willdan Engineering extending the PSA for an additional one year through January 25,
2024.
On June 20, 2022 the City Council Adopted the City’s Fiscal Year 22/23 Operating Budget. This
included authorization of a new Senior Engineer position within the City’s Public Works Department.
While attempting the fill the position, the Department issued Willdan Engineering a task order (Willdan
2022-01) for staff augmentation to assist the Engineering Division on a variety of assignments.
RECOMMENDATION:
Staff recommends the City Council take the following actions:
1) Approve an increase to the blanket purchase order for Willdan Engineering to $200,000, and
2)Authorize the City Manager to amend Task Order Willdan 2022-01 to increase the compensation
to a not-to-exceed amount of $150,000.

ANALYSIS:

2022-01) for staff augmentation to assist the Engineering Division on a variety of assignments. The
Department was recently unsuccessful at finding a qualified candidate to fill the Senior Engineer
position and will be reopening the recruitment process in the near future.
FISCAL IMPACT:
Funds to cover the cost of outside engineering services and staff augmentation were included in the FY
22/23 budget.
