MINUTES OF THE CITY COUNCIL
SPECIAL MEETING
MONDAY, JANUARY 23, 2023 – 6:46 P.M.
The City Council of the City of Azusa met in Closed and Special session at Azusa Light & Water located at 729 n.
Azusa Avenue, Azusa, CA 91702, following the Azusa UB Meeting.
CLOSED SESSION
CITY COUNCIL ROLL CALL: Roll call was taken by City Clerk Cornejo.
PRESENT: COUNCILMEMBERS: BECKWITH, AVILA Jr., ALVAREZ, MENDEZ, GONZALES
ABSENT: COUNCILMEMBERS: NONE
ALSO PRESENT
Elected Officials: City Clerk Cornejo.
Staff Members: City Manager Sergio Gonzalez, City Attorney Jeff Ferre, General Manager Tikan Singh, Assistant
General Manager Power Resources Richard Torres, Administration and Finance Manager Daniel Smith, Chief of
Police Rocky Wenrick, Chief Deputy City Clerk Adrian Garcia.
PUBLIC PARTICIPATION
City Clerk Cornejo stated there were no public comments.
Mayor Gonzalez recessed to the Closed Session.

Litigation Pursuant to Paragraph (2) of Subdivision (d) of Government Code Section 54956.9

City Attorney Jeff Ferre reported no reportable actions.
SCHEDULED ITEMS
1. PUBLIC HEARING - ADOPT RESOLUTION NO. 2023-C06 FOR THE APPROVAL OF ELECTRIC
FUND BUDGET AMENDMENT, APPROVAL OF CLIMATE FUND BUDGET AMENDMENT AND
APPROVAL OF BLANKET PURCHASE ORDER INCREASE.
Recommended Actions:
1) Conduct the Public Hearing and receive testimony;
2) Adopt Resolution No. 2023-C06;
3) Amend the Electric Fund Expense Budget for Fiscal Year 2022/23 for $10,550,000 for the purchase of
wholesale power; and amend the GHG Fund Program Expense Budget for Fiscal Year 2022/23 in the
amount of $950,000 for a total budget amendment of $11,500,000;
4) Amend the GHG Fund Program Revenue Budget for FY 2022/23 in the amount of $950,000; and
5) Approve an increase in blanket purchase order #037096: California Independent System Operator by
$10,550,000.
Staff provided information regarding the natural gas market price recent history and explained the need to amend the
Electric Expense budget, the GHG Fund Program Revenue Budgets for Fiscal Year 2022/2023 and increase the blanket
purchase order for California Independent System Operator and responded to Council member questions.
Mayor Gonzales opened the Public Hearing at 7:33 p.m.

City Clerk Cornejo confirmed Public Hearing Notice requirements on January 5, 2023 in the City Clerks office, Police
Department, Civic Auditorium, the City Library, and the City’s webpage. There were no public comments submitted.
Motion by Councilmember Beckwith, seconded by Mayor Pro-Tem Mendez to close the Public Hearing.

Mayor Gonzales closed the Public Hearing at 7:34 p.m.
Motion by Councilmember Beckwith, seconded by Councilmember Alvarez to approve staff recommendations and
Adopt Resolution No. 2023-C06; Amend the Electric Fund Expense Budget for Fiscal Year 2022/23 for $10,550,000
for the purchase of wholesale power; and amend the GHG Fund Program Expense Budget for Fiscal Year 2022/23 in
the amount of $950,000 for a total budget amendment of $11,500,000; Amend the GHG Fund Program Revenue
Budget for FY 2022/23 in the amount of $950,000; and Approve an increase in blanket purchase order #037096:
