RECOMMENDATIONS: Staff recommends the City Council take the following actions: 1)Approve the following Personnel Action Requests in accordance with the City of Azusa Civil Service Rules and applicable Memorandum of Understanding(s); 2)Approve Side Letter of Agreement with the Local 18 of the International Brotherhood of Electrical Workers related to Special Assignment Pay and salary increases for Water Field Staff due to additional duties from installation and implementation of Water Advanced Metering Infrastructure (AMI) System; and 3)Approve Side Letter of Agreement with the Local 18 of the International Brotherhood of Electrical Workers related to removal of Maintenance of Membership language. SIDE LETTER OF AGREEMENT WITH THE LOCAL 18 INTERNATIONAL BROTHERHOOD OF ELECTRICAL WORKERS (IBEW) RELATED TO SPECIAL ASSIGNMENT PAY AND SALARY INCREASE DUE TO ADDITIONAL DUTIES FROM THE AMI SYSTEMS PROJECT: The City implemented the Electric and Water Advanced Metering Infrastructure (AMI), in which Water Distribution staff were a vital part in the installation and implementation of the system. Due to regular and emergency maintenance to uphold the AMI system, City Field Service and Water Distribution staff are utilized as they obtain the knowledge, skills, and abilities to manage the Water AMI system. The attached Side Letter of Agreement provides that as Field Service staff received a 10% salary increase effective August 1, 2020 for the additional job duties for the AMI system, the same 10% salary increase is to be awarded to Water Distribution staff for their additional duties associated with AMI, effective March 5, 2023. Due to compaction created by increasing Distribution staff salaries, Water Treatment staff needs their base salary adjusted as well. Additionally, Water Distribution staff will receive a one-time Special Assignment pay of 10% from February 15, 2022 through March 4, 2023 as compensation for the time period management required performance of the additional duties. SIDE LETTER OF AGREEMENT WITH THE LOCAL 18 INTERNATIONAL BROTHERHOOD OF ELECTRICAL WORKERS (IBEW) RELATED TO REMOVAL OF MAINTENANCE OF MEMBERSHIP LANGUAGE: Local 18 wishes to remove Section 3.4 Maintenance of Membership of the IBEW MOU in its entirety due to it requiring membership as a condition of employment and the City concurs with the removal of language. Removal of the language makes clear that any employee working in a classification represented by IBEW have the right to join and/or participate in protected union activities, or to refrain from joining or participating in protected activities in accordance with Government Code §3500, et seq. FISCAL IMPACT: All proposed changes are included in the Fiscal Year 2022/23 budget or able to be absorbed by salary savings. The estimated cost for the Water special assignment pay and salary increases is approximately $250,000; however, no additional budget is needed to cover the cost as Water Fund is expected to have salary savings of over $300,000. Reads, programs, and exchanges 120v/240v electric meters; reads and inspects electric and water meters in the field as required; assists customers and answers questions in the field; performs related duties as required. ESSENTIAL FUNCTIONS Reads, programs, inspects, troubleshoots, and exchanges 120v/240v electric meters. Reads, programs, and replaces Meter Interface Unit (MIU) antenna’s/communication cables for water meters. Monitors, corrects, and maintains existing AMI meter antenna’s/ communication components and software. Receives and investigates customer complaints and service requests; completes requests for service on 120v/240v electric meters and residential water meters for account service starts and stops and delinquent account disconnections and reconnections. Meets with customers and interprets and explains electric and water utility service policies and procedures; notifies customers when service is to be disconnected due to unpaid bills; tactfully responds to citizen inquiries. Reads electric and water meters; records readings and makes necessary calculations; creates, enters, and completes data entry/record keeping in a neat and timely manner; reviews consistency of meter readings and reports unusual readings to the supervisor; reports violations of rules and regulations governing electric and water consumption and conditions that may necessitate changes in rate or meter type. Exchange Attachment 1 and activate 120v/240v electric meters and replace MIU antenna’s/communication cables for water meters due to AMI malfunction or battery failure in field. Report to Field Service Supervisor regarding electric and water meter communication errors with endpoints in the field by reporting and logging such communication errors and conducting communication test in the field from endpoint locations. Performs customer-requested meter re-reads/check reads and assists in resolving customer concerns regarding the accuracy of AMI meters. Proactively contact customers with unusual billings and/or unusual activity within a timely manner. Conducts in-person visits with customers as needed. Reads, programs, and exchanges 120v/240v electric meters; reads and oversees and performs the inspection of electric and water meters in the field as required; assists customers and answers questions in the field. Participates in resolving utility billing problems related to metering equipment and technology; responds to utility billing complaints received by field services staff; assists Field Service Representatives in the performance of their duties; performs other related duties as required. CLASS CHARACTERISTICS This class is characterized by its responsibility for supervising field service representatives and exercises daily supervision and coordination of work amongst assigned personnel. Incumbents provide supervision to journey level staff and may independently perform high technical and specialized duties at a level beyond that found at a journey level. ESSENTIAL FUNCTIONS The following functions are typical for this classification. Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices. Ensure that meters are correctly registering consumption and investigates conditions such as inoperative, leaking, or defective meters; coordinates the maintenance of water meter boxes, including removal of dirt and debris and the replacement of broken water meter lids; Develops vehicle maintenance schedule and ensures that all field services vehicles are maintained in accordance with schedule to minimize costly repairs. Develops meter reading equipment maintenance schedule and ensures that all devices are properly maintained and licensed. Activates and, as needed, resets meters to operate with the AMI system implemented by the Department. Assists the Billing staff in obtaining manual readings from the AMI system to be used for billing purposes when necessary. Troubleshoots metering and module errors and make necessary repairs or corrections in field. Turn on/Connect and turn off/disconnect residential services manually in the event of meter communication failure. Exchange and activate 120v/240v electric meters and replace MIU antenna’s/communication cables for water meters due to AMI malfunction or battery failure in field. Functions may include assistance with work process redesign to implement changes brought about by new technology, such as smart meters. Coordination with AMI system vendor on network or communications errors with endpoints in the field by reporting and logging such communication errors and conducting communication tests in the field from endpoint locations. May assist Water Division to provide water valve maintenance and rehabilitation when necessary. May assist the Water Division to install water distribution system leak detection equipment and monitor meter data management system for alarms regarding distribution system leaks. Perform customer requested meter re-reads/check reads and assist them in resolving customer concerns about the accuracy of AMI meters. Evaluates service needs and work methods; establishes and enforces operating and safety procedures. Maintains records and writes a variety of reports and memos on work performed, materials and equipment utilization; maintains daily, monthly, quarterly, and annual AMI system functionality reports. Maintains records and writes reports necessary to satisfy state, federal and local regulatory agencies. Assists in the selection of subordinate employees; plans, organizes, and assigns work; conducts or directs staff training and development; reviews and evaluates employee performance; recommends disciplinary action. Coordinates work with other divisions, departments and sections; inspects work and directs efficient and effective operations. Responds to emergency situations; may work a regularly scheduled stand-by shift. Page 1 of 3 CITY OF AZUSA POLICE RECORDS SUPERVISOR DEFINITION Under limited direction, plans and coordinates the operations of the Police Records Division including the development, maintenance, retention, transition, and retrieval of Police Department records; provides general direction to Records Division staff; performs related duties as required. ESSENTIAL FUNCTIONS The following functions are typical for this classification. Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices. Supervises the Records Division; provides leadership and guidance to records personnel to ensure compliance with established policies and procedures; oversees work procedures and methods; assigns work activities, projects and programs, performs or assists with the most complex, difficult or sensitive issues; meet with staff regularly to identify and resolve problems. Assists with training new personnel and provides ongoing training to police records personnel; Develops, administers, and conducts training programs in recordkeeping, RMS procedures, office procedures, and forms processing for non-sworn personnel of the police department. Assists with the selection of department staff, including interns and volunteers assigned to the division. Coordinates the organization, staffing, and operational responsibilities for the Records Division; develops deployment schedules for personnel assigned to the Division; processes time-off requests in accordance with departmental procedures. Additional tasks requiring assistance within the division depending on staffing levels may include, but are not limited to, assisting the public at the front counter, processing payments, data entry, and records purging. Oversees the process for discovery and subpoena duces tecums from district attorneys and defense attorneys. Compiles statistical data, or directs such activity, and prepares and submits routine reports, including but not limited to Uniform Crime Reports (UCR) and/or National Incident-Based Reporting System (NIBRS) reports; and conducts records audits. Serves as a system administrator for a variety of records management and intelligence databases and systems; configures system components and assign appropriate user privileges; recommends system enhancements; coordinates and resolves software problems with vendors. Serves as the Department’s Agency CLETS Coordinator (ACC); prepares agency user agreements and other CLETS-related correspondence for the Chief of Police; conducts and directs CLETS user training and certification programs and supervises other certified trainers; represents the department at DOJ audits. Oversees the entry, updating and retrieval of information from the California Telecommunications System (CLETS) and National Crime Information Systems (NCIC); conducts internal audits for quality control and ensure compliance with CLETS, DOJ and FBI guidelines. Assists department personnel and the public in person and by phone; releases requested reports and related information to the public or to outside agencies in accordance with established regulations; provides general information regarding department policies, procedures, and regulations. Assembles, codes, records, and summarizes a variety of police record data including data on serious crime offenses, stolen vehicles, crime reports, and related records; compiles, computes, and prepares City statistics monthly. Assists the Police Administrative Services Manager in the response to requests for police records and public records in accordance with departmental procedures, the Public Records Act, and laws and codes that regulate the release of information. Assists in providing quality assurance controls and monitoring for various computer data entry and retrieval system. Performs related duties as assigned. CLASS CHARACTERISTICS The Police Records Supervisor reports to the Police Administrative Services Manager and is responsible for directing and coordinating a variety of technical and clerical law enforcement support duties. The classification is distinguished from the Police Records Specialist and Senior Records Specialist by a more advanced knowledge of pertinent laws, codes, ordinances, and regulations, the performance of the more difficult and complex Records Division assignments, and the responsibility for providing supervision and guidance to Records Division staff. The incumbent must act as a member of the Department’s leadership team and actively participate in addressing issues of concern, which at times may have a direct impact on his/her area of specialization. One year in a lead or supervisory capacity is highly desirable. Two years of experience as a CLETS Full Access Operator is highly desirable. SIDE LETTER OF AGREEMENT BETWEEN CITY OF AZUSA AND LOCAL 18 OF THE INTERNATIONAL BROTHERHOOD OF ELECTRICAL WORKERS This Side Letter of Agreement (“Agreement”) between the City of Azusa (“City”) and Local 18 of The International Brotherhood of Electrical Workers (“Association” or “IBEW Local 18”) (collectively “Parties”) is entered into with respect to the following: WHEREAS, the Parties have a Memorandum of Understanding (“MOU”) that commenced on August 1, 2021, and is set to expire on July 31, 2025; WHEREAS, the City has in place Electric and Water Advanced Metering Infrastructure (AMI) which is installed and maintained by City employees; WHEREAS, Water Distribution staff played a key role in the installation and implementation of the Water AMI system; WHEREAS, the City would have had to pay outside contractors to complete the AMI work done by Water Distribution staff; WHEREAS, ongoing work is needed by City Field Service and Water Distribution staff to maintain the City’s AMI systems; WHEREAS, the City’s Field Service staff received a 10% salary increase effective August 1, 2021 for the additional Electric and Water AMI related job duties; WHEREAS, the Association seeks additional compensation for Water Distribution staff for the additional job duties associated with AMI; WHEREAS, adding additional on-going compensation for Water Distribution staff creates a salary compaction with Water Treatment staff; WHEREAS, the Association and City have agreed upon employee job duties and compensation relating to AMI functions; and WHEREAS. the Association and the City agree that any past, current, and future work performed covering the added AMI duties is fully addressed with the special compensation and salary adjustments granted with adoption of this Side Letter of Agreement, and shall not be re- opened for discussion outside of normal labor contract negotiations. IBEW, Local 18 hereby agrees to hold harmless the City of Azusa and its officers and employees from any claim loss or liability or cause of action of any nature whatsoever arising out of the implementation of this article. 3.4.3. Every employee who is a member of IBEW, Local 18 shall have the right to withdraw from membership between June 1 and June 15 of each year. WHEREAS, Local 18 wishes to remove Section 3.4 of the MOU in its entirety due to it requiring membership as a condition of employment and the City concurs with the removal of language. WHEREAS, any employee working in a classification represented by IBEW have the right to hereby join and/or participate in protected union activities, or to refrain from joining or participating in protected activities in accordance with Government Code §3500, et seq.
